ORDINANCE NO. 3832
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
ESTABLISHING RIGHT OF WAY FOR UTILITY PERMITS ,
PERMIT FEES, INSPECTION FEES , REQUIRING FRANCHISE
FOR WORK DONE BY UTILITIES IN PUBLIC RIGHT OF WAY;
REQUIRING SUCH UTILITY TO FILE COMPREHENSIVE
PLANS AND AS BUILT PLANS .
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS :
SECTION I: Existing Section 9-803 of Title IX (Public
Ways and Property) of Ordinance No . 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amended as follows :
Section 9-803 , as amended : PERMIT FEE : INSPECTION:
A. The fee for such permit for each excavation or improvement
shall be as follows :
Sidewalks , Curbs , Excavations , Improvements
Less than thirty-five feet (35 ' ) in length $ 10 . 00
Sidewalks , Curbs , Excavations , Improvements
thirty-six feet (36 ' ) to one hundred feet
(100 ' ) $ 25 . 00
Sidewalks , Curbs , Excavations , Improvements
over one hundred feet (100 ' ) $ 50 . 00
B . In addition to other permits and fees there will be an
inspection/approval fee for replacements and improvements in the public
right-of-way, easements and public property , except for City Franchises ,
Cable TV, Natural Gas , Telephone and Electrical Power . All municipal
or quasi-municipal or utility corporations or companies , except those
specifically excepted shall pay fees under this Section.
This fee will be based on a percentage of the estimated
cost of improvements-using the following - formula :

2% of the first $100 , 000
1 1/2% of that amount over $100 , 000 but less
than $200, 000
1% of any amount over $200 , 000
The applicant will be required to submit separate cost estimates for
each item of improvement , subject to approval by the Public Works
Department .
C. In addition to other permits and fees , there will be an
inspection/approval fee for replacements and improvements in the public
right-of-way , easements and public property for City franchised cable
TV, natural gas , telephone and electrical power in the following
manner :
For small work, including trenching less than
60 linear feet or installation of 6 or less
utility poles , the fee shall be $50 . 00
For all other work the inspection and plan check
fee shall be $50 . 00 plus forty dollars ($40 . 00)
per-haur .
D. No permit fee shall be charged to individual homeowners
for work in street right of way for street tree or parking strip
irrigation systems .
SECTION II : Existing Section 4-1804 (A) of Title. IV--(Building
Regulations) of Ordinance No . 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby amended as follows : -
Section 4-1804 (A) , as amended: An underground permit
shall beacquired by the serving utility from- the Public Works
Department prior to the proceeding with construction of
facilities in the public right-of-way , easements for public facilities ,
and/or public property. The fee for and terms for such- permit for any

undergrounding as hereinabove defined , shall be identical and
in lieu of that specified in Chapter 8 , Title IX of Ordinance No .
1628 entitled "Code of General Ordinances of the City of Renton"
and/or any future amendments thereto .
SECTION III : Existing Section 4-2911 of Title IV (Building
Regulations) of Ordinance No . 1628 entitled. "Code of General Ordinances
of the City of Renton" is hereby amended as follows :
Section 4-2911 , as amended : FEES AND PERMITS :
A. A minimum fee of fifty dollars ($50 . 00) shall be
paid to the City to cover the cost of this review and approval . In
case of commercial, industrial or critical areas , as defined in
Section 4-29.07 , a minimum fee of fifty dollars (_$50 . 00) plus one dollar
(_$1. 00) for every ten thousand (10, 000.) square feet of gross area;
shall be charged.
B . The permit application shall be supplemented by any
plans , specifications or other information considered pertinent in the
judgment of the Director or his duly authorized representative .
C. Storm drainage connection permit fees shall be as
follows :
(. ) . Residential $20 . 00
(.2) . Commercial 50 . 00
(3) . Industrial 100 . 00
(4) . Repair permit 10 . 00
D. All such fees shall be paid to the Director of Finance
or the duly designated representative at the time the application for
such a permit is filed.

E. Whenever development fees have included fees for
drainage plan review, the above fee structure shall not apply.
F. In addition to other permits and fees , there shall
be an inspection/approval fee for on-site replacement and improvements
which shall be identical to that specified in Chapter 8 , Title IX
of Ordinance No. 1628 and any subsequent amendments thereto .
SECTION IV: Existing Section 8-704 of Title VIII (Sewers)
of Ordinance No . 1628 entitled "Code of General Ordinances of the City
of Renton" is hereby amended as follows :
Section 8-704, as amended : BUILDING SEWER PERMITS
A. No unauthorized person shall uncover , make any connections
withor openings into , use, alter or disturb any public sewer or
appurtenance thereof without first obtaining a written permit from
the Utilities Engineer or his duly authorized representative. Permission
to make connection to th-e public. sewer shall consist of either
(1) A developer extension agreement , wherein permission
is granted to make an extension to a public sewer , or
(.2) A building sewer permit, wherein permission is granted
to make a conne.ction from private property to a
public sewer .
B . A building sewer permit shall include permission to
construct a side sewer whenever it is required to complete connection.
C. There shall be. three (3) classes of building sewer permits :
1 . For residential service
2 . For commercial service, and
3 . For industrial service .

D. In each case the owner or his duly authorized agent or
representative shall make application in writing on a special form
furnished by the City for said purposes . The permit application shall
be supplemented by any plans , specifications or other information
considered pertinent in the judgment of the Utilities Engineer or
his duly authorized representative . The permit and inspection fees shall
be as follows:
(1.) . The sum of twenty dollars ($20 . 00) for a residential
building sewer permit .
(2) . The sum of fifty dollars ($50 . 00) for a business
or commercial building sewer permit.
C3) . The sum of one hundred dollars ($100. 00) for an
industrial building sewer permit .
(4) . The sum of five dollars ($5 . 00) for a permit for
the necessary repair of any of the above sewer
connections .
and all such fees shall be paid to the Director of Finance or his duly
designated representative at the time the application for such permit
is filed.
E. In addition to other permits and fees , there will be an
inspection/approval fee for on-site replacement and improvements which
shall be ide-ntical to that specified in Chapter 8 , Title IX of Ordinance
No . 16.28 and any subsequent amendments thereto .
SECTION V: Existing Section 3-241 of Title III (Water
Department) of Ordinance No . 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby amended by adding a new section as
follows :

Section 3-241 (G) In addition to other permits and fees ,
there will be an inspection/approval fee for on-site replacement and
improvements which shall be identical to that specified in Chapter 8 ,
Title IX of Ordinance No . 1628 and any subsequent amendments thereto .
SECTION VI : Whenever any Water or Sewer District , County
or other City utility or any Municipal , quasi-municipal or company
shall do work in the public right-of-way of the City of Renton, it
shall obtain a franchise from the City of Renton for initiating such
work and shall file with. the City of Renton, a utility comprehensive
plan in the form approved by the City of Renton.
SECTION VII : Whenever a Water or Sewer District , County or
other City utility or any Municipal , quasi-municipal or company
shall request a permit from the City for a utility extension or
extensions , then such permit applicant shall provide plans to the
City in accordance with City standards of existing improvements , the
location of City utilities and the new work to be performed . After
the work is performed, as-built plans shall be provided to the City
of Renton. Any such- permit applicant or franchise holder shall provide
new system-wide updated maps to the City of Renton for their facilities
each. calendar year .
SECTION VIII; This Ordinance shall be effective upon its
passage, approval and thirty days after publication.
