RESOLUTION NO. 2271
WHEREAS the City of Renton has heretofore submitted unto
the King County Law and Justice Plan its recommendation for the year
1980, all pursuant to the Interlocal Planning Agreement among various
municipal corporations located in King County, Washington, and
WHEREAS said proposed program will be of substantial and lasting
benefit to the general public and assist in the reduction of crime
and also increase the effectiveness of the local law enforcement
system, and
WHEREAS said proposal has been duly considered and studied and
its adoption being in the public interest and for the public benefit,
NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
RESOLVE AS FOLLOWS:
SECTION I: The Mayor and City Clerk are hereby authorized and
directed to enter into an appropriate agreement with the State Division
of Criminal Justice for said named projects, copies of which are
attached hereto and incorporated herein as if fully set forth,
and to execute any and all other documents reasonably necessary to
implement and carry out such plan.
The City Clerk is hereby authorized and directed -to forward a
true copy of this Resolution to the King County Law and Justice
Planning Office and such other governmental agencies as required
by law.

10. PR OJ ECT SUMMARY
The purpose of this project is to improve and expand the Crime
Prevention Unit in the Renton Police Department. Due to the demands
of other police duties, the staff assigned to the Crime Prevention
Unit have not been able to implement the programs which are the
responsibility of a Crime Prevention Unit. This project would
provide additional staff and equipment to this unit so that crime
• prevention programs can be implemented. The goal of this project
is to reduce the number of burglaries and increase the clearance
rate for burglaries in. Renton.

Problem to be Addressed by Project
In the four year period between January 1, 1975, and December 31,
1978, the number of reported burglaries rose 34% . Residential
burglaries rose from 211 in 1975 to 287 in 1978 , an increase of
36%; commercial burglaries rose from 162 in 1975 to 213 in 1978
an increase of 31 . 5%. In the same four year period, Renton' s
population rose 17 . 2% . Thus, the increase in reported burglaries
has exceeded the increase in population.
The Renton Police Department established a Crime Prevention Unit
in late 1977. The purpose of this unit was to implement programs
to stimulate community awareness of and provide information about
methods of securing residences and commercial establishments so
as to prevent burglaries. However, staff assigned to this unit
has not been able to fully implement these programs because of
the amount of time that they have to devote to other police duties.
Purpose of Project
Target Crime : Burglary
Objectives : The objectives of the project are to:
1) significantly reduce the incidence of residential burglary in
Renton;
2) significantly decrease the incidence of commercial burglary
in Renton; and,
3) significantly increase the rate of clearance by arrest for
both residential and commercial burglary.
4) By the third year of this project (1982) contact all city
residents for the purpose of initiating block watch programs .
Implementation
Resources :
1. Grant supported - Grant funds will be used to provide the
following :
a. the salary and benefits for one full-time police .officer
(new hire) ;
b. consulting services;
c. staff training;

d. office supplies (film, postage, ptiblications , etc. ) ; and,
e. equipment such as a filing cabinet, engravers , training
films; security displays, cameras, and telephone recorders .
2. Non-grant supported - the City of Renton will provide :

a. three part-time patrol officers to assist the Crime
Prevention Officer , and a facility to house the Crime
Prevention Unit.
Activities
The following activities will be undertaken during the project
period:
1. Contact city residents for the purpose of initiating block
watch programs;
2 . present public seminars through lectures , films , slide
presentations, and displays, on burglary prevention techniques;
3. provide on-site surveys of residences and commercial
establishments for the purpose of recommending specific
techniques for increasing the security of potential burglary
targets;
4 . follow-up security surveys to determine if recommendations
have been implemented and if appropriate, encourage further
security efforts ;
5. extend the ongoing "Operation ID" program to all households
and businesses within the city by providing the necessary
manpower to assist participants ;
6 . conduct a mass media campaign to increase public awareness of
crime prevention programs and techniques ; and,
7 . perform analysis necessary to identify likely burglary
analysis to derive the placement of
targets and use this

concealable cameras and/or intrusion alarms.
Evaluation
A process evaluation is planned for this project. Data that will
be collected will include :
1) the number of reported commercial and residential burglary
incidents in Renton in 1980;
2) the amount of monetary loss resulting from commercial and
residential burglaries;
3) clearance rates by arrest for burglaries ;
4) the number of crime prevention seminars conducted for business
operators and residents;
5) the number of security surveys conducted for business sites
and residences;
6) a description of in-service training activities;

7) a description of the public awareness campaign;
8) a description of the selection process used to determine
placement of portable detection alarms; and ,
9) the results of the utilization of portable detection alarms .
The data collection and evaluation report .will be the responsibility
of the project director. The King County Law and Justice Planning
Office will monitor the evaluation progress and provide technical
assistance if required.
