RESOLUTION NO. 2184
WHEREAS the matter of oil storage facilities within the
H-1 Zone has been under study by the Planning and Development
Committee of the Renton City Council, and
WHEREAS the character , condition and surroundings of the
City of Renton and its Comprehensive Plan, in those portions of the
City which are presently zoned H-1 are tending to develop into
manufacturing parks type uses, and
WHEREAS location of additionalpetroleum storage facilities
as primary use of property in the H-1 Zone will tend to degrade the
developing and changing character of the City of Renton and its
Comprehensive Plan, and the existing and future development of the
H-1 Zones in the following respects :
1. Future additional petroleum storage facilities will
impose esthetic damage to existing development and the character
of future development which is changing to manufacturing park type.

2 . Additional petroleum storage facilities will impose
extraordinary da►jgers::: to the public safety and to property in existing
and future developments within the H-1 Zone due to fire and explosion.
3 . Additional petroleum storage facilities in the H-1
Zone tend to increase the danger to the public safety and to
property in existing and future developments from increased truck
and rail traffic within the H-i Zone, and particularly from the
transportation of hazardous loads .
4. Much of the land in the City of Renton which is
presently zoned H-1 is adjacent, or in close proximity to waterways
and wetlands . Additional petroleum storage facilities in the H-1 Zone
imposes a danger to the delicate eco-systems , wildlife habitats and
aquatic life of these waterways and wetlands due to the danger of petroleum
spillage into these waterways and wetlands because of oil spills, tank overflows,
trucking and rail collisions and surface water pollution
5 . Additional petroleum storage facilities in the H-1
Zone impose a danger to the public safety and to adjacent property
owners due to the danger of earthquake damage with resulting loss
of containment of the petroleum stored in the facilities , and the
failure of protective systems to contain the spilled petroleum.
6 . Additional petroleum storage facilities in the H-1
Zone have a degrading and detrimental impact upon the level of
pollutants in the air and cause an increased level of noise pollution
emitting from the facilities , and
WHEREAS the City Council recpgnj'zes the investment of
capital made by present petroleum storage facilities in the H-1 Zone.
The City Council has previously adopted legislation regulating bulk
storage of petroleum which minimizes the danger to the public and
adjacent property owners from existing petroleum storage facilities.
The City Council finds that it would not be in the best interest of
the City of Renton and its citizens to prohibit future expansion of
existing non-conforming uses on real property owned as of the date
of enactment of this legislation, and
WHEREAS the City Council finds that it is similarly not in
the public interest to prohibit storage of petroleum in the H-1 Zone
for uses incidental to the primary use of the property (e .g. heating,
boiler or vehicular fuel or lubricants) and for the purpose of operating
a retail service station, NOW THEREFORE
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS :
Section 1: The above recitals and findings are found to
be true and correct in all respects.
Section 2 . The City Council of the City of Renton hereby
recommends that portions of the H-1 Zoning Ordinance (Section 4-713)
and the Bulk Storage Ordinance ( Section 4-702) be amended ,:to prohibit
additional petroleum storage uses as the primary use of the property

in the H-1 Zone when the total storage capacity exceeds 50 , 000
gallons , except that expansion of existing uses on property owned
as of the date of enactment of this Ordinance should be allowed,
subject to the requirements of Section 4-734 , "Bulk Storage Facilities"
of the City Code .
