CITY OF RENTON, WASHINGTON
RESOLUTION NO. 2037
WHEREAS the City of Renton has heretofore submitted unto.
the King County Law and Justice Plan its recommendation for the
year 1977, all pursuantto the Interlocal Planning Agreement among
various municipal corporations located in King County, Washington,
and
WHEREAS said proposal has been duly approved by the King
County Planning Advisory Committee and the King County Council, and
WHEREAS said proposed program will be of substantial and
lasting benefit to the general public and assist in the reduction of
crime and also increase the effectiveness of the law enforcement
system and agencies involved including better inter-agency communica-
tion, and
WHEREAS said proposal has been duly considered and studied
and its adoption being in the public interest and for the public
benefit, NOW THEREFORE
THE CITY COUNCIL OF THE CITY. OF RENTON, WASHINGTON DO
RESOLVE AS FOLLOWS :
SECTION I: The Mayor and City Clerk are hereby authorized
and directed to enter into an appropriate agreement with. the State
Law and Justice. office .for said named project, a copy of which is
attached hereto and incorporated herein as if fully set forth, and
to execute any and all other documentsreasonably necessay to
implement .:and carry out such plan.
The City Clerk is hereby authorized and directed to forward
a true copy of this Resolution to. the State Law and Justice office
and such other governmental agencies �as required by law.

10.Project Summary
The Cities of Renton, Kent, and Tukwila are proposing a
two-phase project to establish a combined police communications
center which would be responsible for dispatching all police
vehicles in the three cities. The7

better implementation of the mutual assistance agreements
among the cities.

Problem to be Addressed by Project
Two major problems have been identified by the cities of
Renton, Kent, and Tukwila in the area of police communications :
1. Kent and Tukwila use the 150 frequency, sharing it
with the other nearby small cities of Enumclaw, Black Diamond,
and Buckley; this frequency is presently, and is expected to
become increasingly, congested. Kent and Tukwila alone assigned
approximately 6 ,250 cases through the radio in 1975, and these
assignments were only a small percentage of their overall radio
transmissions.
2. Renton is on 453 .050 and is the sole user of this local
government frequency. Because of the two different frequencies
these three abutting valley cities cannot communicate among cars or
from one city' s dispatch center to another city' s police vehicle.
This lack of direct communication creates difficulty in imple-
menting the mutual assistance agreements which call for the
vehicle closest to the scene of an emergency call, e.g. ,
burglary-in-progress , assault, to respond disregarding juris-
dictional lines.
Purpose or Intent of Project
Target Crime: This project will relate to both the
burglary and robbery target crimes in that response time to
"in progress" events may be reduced since the closest of any
participating city vehicle can be directly dispatched to the
scene.
Objective: The first phase of this two-phase project
will establish a joint dispatch facility with three dispatching

positions , located within the city of Kent boundaries . The
second phase (anticipated to take place late in 1977 or 1978)
will convert the Kent and Tukwila communications systems to the
450 frequency on which Renton operates .
Implementation
Resources : Grant Supported - The grant funds will be
used to purchase the following equipment and services :
equipment: supervisor console, emergency generator, Renton
control station.
services: engineering, remodeling of facility, installation.
Nongrant Supported - Each city will be transferring current
dispatch staff to operate the central dispatch center. (Renton
has eight people assigned to radio; Kent, four; and Tukwila,
four. ) In addition, the three police chiefs will sit on the
Board of Directors to adopt policy and operating procedures for
the center. The facility will be located in a City of Kent
building.
Activities : The following activities are required to
implement the project: (1) executing an interlocal agreement
which will specify the organization and legal nature of the
entity created to operate the dispatch center, the manner of
financing of the cooperative undertaking, etc. (as outlined
in RCW 39. 34. 030) ; (2) preparing specifications for bids on
both equipment and services; (3) remodeling the facility,
purchasing and installing equipment; (4) training dispatchers,
as necessary, regarding center procedures; (5) hiring new per-
sonnel as necessary; (6) operating the communications center.

Evaluation
A level "E" evaluation is anticipated.
The project will be evaluated using statistics maintained,
by the communications center supervisor. These statistics
will include items such as the number of requests-for-service
received, the number of cases assigned by radio, the time from
receipt to relay to a patrol vehicle, time from vehicle dispatch
to arrival on scene, and the frequency of use of officers
outside their own jurisdictions.
