CITY OF RENTON, WASHINGTON
RESOLUTION NO. 2040
WHEREAS the City has heretofore suffered considerable flood
damage within and along the Cedar River requiring repair and restoration,
and
WHEREAS the City has heretofore made application to the
Federal Government fordisaster funding assistance, which application
has not yet been approved but same being anticipated to be approved
sometime in June of 1976 , and
WHEREAS the State of Washington, Department of Fisheries
has placed certain time limitations and restrictions regarding per-
formance of work within and along the Cedar River, and such work being
limited between the periocb of May 1 and June 1 to August 15 respectively,
and
WHEREAS it is impossible for the City to prepare and secure
bids for such work by reason of the above time limitations and the U. S.
Corps of Engineers.. having heretofore exempted this activity from its
permits procedure by reason of the emergency flood damage nature and
the repair and restoration thereof, and
WHEREAS the City Council therefore determines that a true
emergency exists by reason of said flood damage and the dire need for
repair and restoration therefor and the City. Council further finds
and determines that because of the time limitation imposed by other
State agencies , the bid procedure as set forth by law cannot be complied
with, NOW THEREFORE
BE IT RESOLVED BY. THE MAYOR AND THE CITY COUNCIL OF THE. CITY
OF RENTON, AS FOLLOWS :
SECTION I: The above findings and recitals are hereby found
to be true and correct in all respects .
SECTION II: The City hereby finds and determines that time
will not permit to pursue the bid procedure u as set forth by

of the present emergency caused by Cedar River flood damage.
SECTION III: The Public Works Department is hereby authorized
and directed to proceed with such repair and restoration work, once
Federal Disaster funding has been .received and appropriated therefor
which said work shall include the following projects :
1. South River Bank/Perimeter Road (Est. $30,309 . 00)
Removal of debris , placing riprap, repairing
wooden bulkhead, placing and compacting fill
material, repairing perimeter road and placing
filter stone.
2. North River Bank - opposite item 1. (Esta $41 , 730. 00) :
Removal of debris , salvage bulkhead facing and
re-drive pilings , place riprap, filter stone
and fill material, complete bulkhead repair.
3. River Bank at City Hall (Esta $19, 00.0.00) :
Install gabionsand fill material to restore and
stablize bank, place boulder riprap and repair
storm drain.
4. Maple Valley Highway Embankment ( Est. $8,629. 00) :
Place pit run and light riprap to complete the
interim bank stablizaiton, accomplished during
flood conditions.
All other work, time permitting, shall be done in strict compliance
with the applicable bidding statutes.
