CITY OF RENTON, WASHINGTON
RESOLUTION NO. 1903
A RESOLUTION requesting the House Ecology Committee to
pass House Bill 700 out of committee, and further
urging its passage by the Washington State Legislature.
WHEREAS , Oregon ' s "Bottle Bill" has been a resounding
success in reducing litter, reducing the solid waste disposal
problem, conserving natural resources as well as directly
causing a substantial savings in energy consumption,
WHEREAS , Oregon's "Bottle Bill" has been found
"Constitutional in every respect" by the Oregon Circuit Court
and later on appeal by the Oregon Court of Appeals ,
WHEREAS , a ban on "nonreturnables" is a positive step
towards reducing the size of landfills and problems resulting
from said landfills ,
WHEREAS , glass manufacturers are not really interested
in making new bottles out of old bottles . (It costs more
than starting from scratch--in 1971 only 2. 6 percent were
recycled. ) ,
WHEREAS , small bottlers can compete in a "returnable"
market but are driven out of business by the switch to
throwaways ,
WHEREAS, a switch back to "returnables" will cause
substantial increases in employment,
WHEREAS, Oregon 's "Bottle Bill" has resulted in 95
percent of pop and beer being sold in "returnable containers , "
WHEREAS , beverages cost less in "returnable containers , "
NOW THEREFORE, BE IT RESOLVED, that the City Council of
the City of Renton hereby requests the House Ecology Committee
to pass House Bill 700 out of committee and further urges its
passage by the Washington State Legislature.
PASSED by the City Council of the City of Renton this
15th day of April, 1974 , and signed by me in open session
in authentication of its passage this 15th day of April, 1974 .
