HomeMy WebLinkAboutRES 1842 RESCINDED BY COUNCIL ACTION ON 4/24/1978 CITY OF RENTON , WASHINGTON +° RESOLUTION NO . 1842 WHEREAS the City of Renton had heretofore , for many years past , established and adhered to a policy of requiring mandatory retirement for all its City employees at age sixty five (65) , and WHEREASsaid policy has heretofore been uniformly implemented , and WHEREAS non-uniformed City employees are presently covered by the "Washington Public Employees Retirement System" and uniformed personnel being covered by the "Law Enforcement Officers ' and Firefighters ' Retirement System" , and WHEREAS the City wishes to confirm its present policy of requiring mandatory retirement at age sixty five (65) for those employees , non-uniformed , and who are not covered by any Civil Service System, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, AS FOLLOWS : SECTION I : The above recitals and findings are hereby found to be true and correct in all respects . SECTION II : It is hereby established and resolved that the mandatory retirement age for all persons except as specified hereinbelow, who are now or may hereafter become employees of the City of Renton be and the same is hereby established at age sixty five ( 65 ) . However , all other employees who are presently or will hereafter be covered under the provisions of the "Law Enforcement Officers ' and Firefighters ' Retirement System" and any applicable Civil Service Rules and Regulations , shall retire at the age specified in said Retirement System , or as same may be amended from time to time , but in no event later than sixty (60) years of age except for those uniformed personnel covered by the "Law Enforcement Officers ' and Firefighters Retirement System" on March 1 , 1970 , in which latter case the provisions of this Section shall apply in all respects . - 1 - •^T_,,�..4. ., � f , , • , .._ , - . ` ,.-r � , l . Application for such extension shall be made at least sixty (60) days prior I to the employee ' s birth date on which retirement would be required under the provisions of this Resolution. Such extension shall require the Council ' s concurrence by the vote of a majority plus one of � its members: . SECTION IV : The aforementioned mandatory retirement ages shall not apply to elected officials under the laws and statutes of the State of Washington. Patrick Sullivan, 68 Monterey P1. NE, inquired re cable TV, and was advised City ordinance requires main line to be installed with underground- ing; installation costs are not included in the LID. Executive Session MOVED BY CLYMER, SECOND PERRY, COUNCIL HOLD EXECUTIVE SESSION.* Councilwoman Thorpe requested discussion of Park and Ride lot matter Park and Ride as members of the audience were waiting to discuss the subject. Facility Councilwoman Thorpe explained that commuters using the park and ride lot (car pool lot) at Rainier Ave. S. and Grady Way had been notified by the shopping center of need to use area under the power lines; concern being the hazardous lot conditions which exist. Councilwoman Thorpe asked the Administration to work with Metro and State Highway Dept. for interim Park and Ride facility. MOVED BY STREDICKE, SECOND PERRY, REFER THE MATTER TO THE ADMINISTRATION TO RESOLVE. MOTION CARRIED. *CARRIED, MOVE TO EXECUTIVE SESSION. Council held the Executive Session re labor matter from 9:30 p.m.to 9:50 p.m. Roll Call: All present. OLD BUSINESS Community Services Committee Chairwoman submitted committee report Community Services recommending Council authorize the Administration to submit applica- Committee Report tion for Interagency Committee funding to continue development of Interagency Funds the Cedar River Trails system. The report explained deadline for for Cedar River application 5/1; that the committee met with Parks Director Webley Trail who advised the Park Dept. would not be applyinq for these funds this Application by year. TION OF THE COMMITTEE.* Upon inquiry, Park Director Webley noted Lake Washington Beach Park, the principal project for funding, is not yet in position to be presented for IAC Grant; also insufficient seed money on hand for IAC application; also noting need for environ- mental impact statement. *MOTION CARRIED. Ways and Means Ways and Means Committee Chairman Stredicke submitted committee Committee Report report recommending that the Ordinance regarding Smoke Detectors Ordinance re be referred back to the Public Safety Committee for additional con - Smoke Detectors sideration with the City Attorney. MOVED BY PERRY, SECOND SHANE, COUNCIL CONCUR IN THE COMMITTEE REPORT. CARRIED. Upon inquiry, City Attorney Warren noted need to specify type of unit rather than referring to the Building Code. Mandatory Age The committee recommended rescinding of the City's resolution on for Retirement mandatory age retirement, and that the Administration adopt interim Rescinded guidelines pursuant to the recommendations of the Personnel Director. MOVED BY PERRY, SECOND THORPE, COUNCIL CONCUR IN RECOMMENDATION. CARRIED. Rosenstrom Time The Committee recommended that the request for employment extension Extension of Mr. Rosenstrom is not applicable subsequent to the rescinding Request of the resolution re mandatory age for retirement. Mining, Excavating The Committee recommended that the request of Donald Norman, and Grading Port Quendall, regarding a change in the wording of Chapter 7 Title IV Ordinance Section 4-732 of the City Code be referred to the Community Services Committee for review.
