A RESOLUTION OPPOSING HJR 21 (HOUSE JOINT
RESO�UTION TO ALLOW COMBINED COUNTY-CITY �
GOVERNMENTS)
WHEREAS HJR 21 , a House Joint Resolution, proposes. a
constitutional amendment to permit the people:. in any County by a �
majority vote to create a combined "County-City government" through
the adoption of a home charter , and
WHEREAS it has been determined that the creation of such County-
wide government would reduce , if not eliminate , local city and town
governments as now exist and thus allow County officials to assume
all governmental functions , and
WHEREAS such County-wide government could control and manage all
local governmental affairs , thus absorbing the functions of cities ,
towns , school districts , and other junior taxing districts and local
governmental bodies , and
WHEREAS any such action woukl further remove government from the
jurisdiction and control of the people , and such County-wide government
would also have authority to permit taxes on personal income , and
WHEREAS it has been determined that said HJR 21 would not be in
the best interest of the citizens of the City of Renton , NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF RENTON AS FOLLOWS :
SECTION I : The abovestated findings and recitals are hereby
found to be true and correct in all respects .
SECTION' II : The City of Renton hereby goes on record of opposing
HJR 21 for the reasons above stated and hereby recommends to the citizens ''
to oppose any such constitutional amendment.
PASSED BY THE CITY COUNCIL this 16th , y of October , 1972 .
