ORDINANCE NO. 4461
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
SUBSECTION 8-1-9.A.2 OF CHAPTER l, GARBAGE; SUBSECTION 8-
2-2.G OF CHAPTER 2, STORM AND SURFACE WATER DRAINAGE; �
SUBSECTIONS 8-4-31.C.1, 3y & 4, AND SECTION 8-4-32 OF
CHAPTER 4, WATER; AND SUBSECTION 8-5-15.D.4 OF CSAPTER 5,
SEWERS, OF TITLE VIII (HEALTH AND SANITATION} , OF
ORDINANCE NO. 4260 ENTITLED "CODE OF GENERAL ORDINANCES
OF THE CITY OF RENTON, WASHINGTON" RELATING TO ANNUAL
INCOME ELIGIBILITY THRESHOLDS AND RATES FOR LOW-INCOME
SENIORS AND DISABLED CUSTOMERS.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON DO ORDAIN
AS FOLLOWS:
SECTION I. Subsection 8-1-9 .A.2 of Chapter 1, Garbage, of
Title VIII (Health and Sanitation) , of Ordinance No. 4260 entitled
"Code of General Ordinance of the City of Renton, Washington" is
hereby amended to read as follows :
8-1-9.A.2: Exis.ting senior and/or disabled cu.stomers who
qualify under section 8-4-31 .C. of this title._for special rates. are
eligible for a one dollar ( $1 . 00) fee mini-can service. For
services other than mini-can, the rate schedule above will apply.
Any new customers qualifying for special rates as of the
effective date of this ordinance will be eligible for the following
rates :
One dollar ( $1 . 00) per month for mini-can service for
households with incomes 35� below the median household income for
the City of Renton, and
For double occupancy households, $2 . 60 per month for mini-can
service for households with income between 36� and 47� of the
median household income for the City of Renton.

For services other than mini-can, the rate schedule above will
apply.
SECTION II. Subsections 8-2-2 .G of Chapter 2, Storm and
Surface Water Drainage, of Title VIII (Health and Sanitation) , of
Ordinance No. 4260 entitled "Code of General Ordinances of the City
of Renton, Washington" is hereby amended to read as follows :
8-2-2.G: Senior and/or disabled citizens who currently
qualify under section 8-4-31 .0 for special rates are eligible for
the following rates :
One dollar ( $1 . 00) per month.
New customers who qualify for special rates under section 8-4-
31 .B are eligible for the. following rates after the effective date
of this ordinance:
Customers 35� or below the median household income for. Renton
will pay one dollar and twenty five cents ( $1 .25 ) per month.
Double occupancy households with an income between 36� and 47�
of Renton' s median household income will pay three dollars ( $3 . 00)
per month.
SECTION III. Subsections 8-4-31 .C. 1, 3 and 4 of Chapter 4,
Water, of Title VIII (Health and Sanitation) , of Ordinance No. 4260
entitled "Code of General Ordinances of the City of Renton,
Washington" are hereby amended to read as follows :
8-4-31.C.1: A "low-income senior citizen" is defined as a
person sixty-two ( 62 ) years of age or older who resides in a
single-family dwelling that is separately metered for water usage,
, either as owner, purchaser, or renter, and whose total income,
including that of his or her spouse or co-tenant, does not exceed

the annual income thresholds for low income rate eligibility. The
annual income threshold for eligibility for low-income rate shall
be adjusted each calendar year, proportionate to the increase in
the local consumer price index (for urban wage earners and clerical
workers ) , to a base of the most recent census data available for
determining the median household income for Renton. For the
calendar year 1994 those figures shall be twelve thousand, seven
hundred and sixty dollar ( $12, 760 . 00) per annum or less and for
double occupancy households twelve thousand seven hundred and �
sixty-one dollars ( $12, 761 . 00) to seventeen thousand two hundred
and ninety-two dollars ( $17,292 . 00) . �
3 . Every such person (if double occupancy, then both
household members) shall meet either of the above requirements to
qualify for senior citizen and disabled rate(s) . Every such person
(if double occupancy, then both household members) , shall file with
the utilities billing section of the City, his or her affidavit,
that he/she or they are qualified to be charged the special rate
for such utility services herein stated.
Such statement shall contain such other information as the
utilities billing section may prescribe, including, but not limited
to, address, ownership or interest in the dwelling occupied by such
applicant(s) , amount, source and nature of all income from any and
all sources, together with the applicant ' s unqualified promise to
forthwith notify the City of any circumstances or change in I
condition which would make the applicant(s) ineligible to receive
said special rate(s) . The utilities billing section may establish
rules and procedures for implementing this section. I

4 . For those senior citizens and disabled persons who
qualify as economically disadvantaged and are currently on this
low-income rate, the following rates for water service relating to
such single-family dwelling in which such eligible person or
persons permanently reside:
Seventy five cents ( $0 . 75) per month, limited to nine hundred
(900) cubic feet of water per month.
Any excess shall be charged as provided in section 8-4-31 .A.
For those senior citizens and disabled persons who become
eligible according to the criteria in sections 1 and 2 after the
effective date of this ordinance, the following rates for water
service relating to such single-family dwelling in which such
eligible person or persons permanently reside:
Two dollars and fifty cents ( $2 .50) per month, limited to nine
hundred (900) cubic feet of water per month, and for households .
with income 35� or below the median household income for Renton,
and six dollars ( $6 . 00) per month, limited to nine hundred (900)
cubic feet of water per month for double occupancy households with
income between thirty six (36 ) and forty seven (47 ) percent of the
median household income for Renton.
Any excess shall be charged as provided in Section 8-4-31 .A.
SECTION IV. Section 8-4-32 of Chapter 5, Sewers, of Title
VIII (Health and Sanitation) , of Ordinance No. 4260 entitled "Code
of General Ordinances of the City of Renton, Washington, is hereby I
amended to read as follows :
8-4-32: CHARGES FOR METERED WATER SERVICE OUTSIDE CITY: The '
rates for metered water service supplied to premises outside the

City limits shall be in an amount equal to one and five-tenths
( 1 .5) times the residential City rate.
The discounted rate for service established for low
income senior citizens and/or low income disabled citizens
qualifying for special rat�s pursuant to section 8-4-31 shall be
uniformly applied and not subject to this multiplier or any greater
rate because of living outside the City.
SECTION V. Subsection 8-5-15 .D.4 of Chapter 5, Sewers, of
Title VIII (Health and Sanitation) , of Ordinance No. 4260 entitled
"Code of General Ordinances of the City of Renton, Washington, is
hereby amended to read as follows :
8-5-15.D.4: Senior and/or disabled citizens who qualify
under section 8-4-31 .0 for special rates are eligible for the
following rates :
Twenty five cents ( $ .025 ) per month for city sewer and fifteen
dollars and ninety cents ( $15 . 90) per month for Metro sewer.
Senior and/or disabled citizens who newly qualify under
section 8-4-31 .0 for special rates after the effective date of this
ordinance are eligible for the following rates :
Two dollars and ninety cents ( $2 . 90) per month for households
with incomes 35% below the median household income of the City of
Renton, and
For double occupancy households, six dollars and ninety cents
( $6. 90) per month for households with incomes between 36� and 47�
of the median household income for the City of Renton, and
Fifteen dollars and ninety cents ( $15. 90) per month for Metro
sewer charges.

SECTION VI. This Ordinance shall be effective upon its I
passage, approval, and thirty days after its publication.
