SUMMARY OF ORDINANCE NO. 4350
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
CAAPTER 31, ZONING CODE, OF TITLE IV (BUILDING
REGULATIONS) , OF ORDINANCE NO. 4260 ENTITLED "CODE OF
GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" BY
ADDING A NEW SECTION, 4-31-38, ESTABLISHING A RE50URCE
CONSERVATION ZONE.
SECTION I. This ordinance establishes a resource
conservation zone within the City of Renton, states the permitted
uses, accessory uses, conditional uses and prohibited uses within
that zone. The ordinance further establishss development
standards, lot coverage requirements and performance standards . ,

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, AMENDING
CHAPTER 31, ZONING CODE, OF TITLE IV (BUILDING I
REGULATIONS} , OF ORDINANCE NO. 4260 ENTITLED "CODE OF
GENERAL ORDINANCES OF THE CITY OF RENTON, WASHINGTON" BY
ADDING A NEW SECTION, 4-31-38, ESTABLISHING A RESOURCE
CONSERVATION ZONE.
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I. Chapter 31, Zoning Code, of Title IV (Building
Regulations) , of Ordinance No. 4260 entitled "Code of General
Ordinances of the City of Renton, Washington" is hereby amended by
adding the following section:
4=31-38-: RESOURCE CONSERVATION ZONE: �� `
A. Purpose: The General Zone (R-C) is established to
provide a semi-rural �residential zone which co.nserves open space,
lands of local or historical imgortance for agricu�ltural . use:s, and
critical or resource areas . These regulations shall also assure
that the use of land within and adjacent to these lands shall not
interfere with their continued use for the production of food and
agricultural products, and that permitted uses are compatible with
the functions and values of designated critical or resource areas .
The Resource Conservation Zone is intended to be a low-
density residential zone which provides separation between areas of
�� more intense urban uses; encourages or preserves semi-rural
residential uses; allows limited commercial farming uses �
, appropriate to semi-rural areas; and protects environmentally
sensitive areas such as floodplains, wetlands, streams and
aquifers . This zone may be permitted in areas designated as

community separators, critical or resource areas, or rural '
residential in the Comprehensive Plan.
B. Uses : In the Resource Conservation Zone (R-C) the
following uses are permitted and prohibited:
1 . Principal Uses :
a. One single-family dwelling.
b. Farming, including cultivation of crops,
livestock, poultry, animal husbandry, and warehousing and storage
of farm products .
c. Dairies .
d. Wholesale and retail liorticultural nurseries .
e.. Public or private golf courses and associated
buildings .including restaurants .
f . Publi�c..parks and recreation inc.luding community
. and regional .facilities . �
g. Public or commercial botanical gardens with a
restaurant and/or gift shop.
h. Public and quasi-public buildings or structures II
essential to the physical and economic welfare of an area, such as
municipal buildings and libraries, police and fire stations, ���
utility substations and transmission facilities, and telephone �,
exchanges . .
i. Animals : The following types of animals shall
be permitted in this zone provided the animal owner either lives on
the property where an animal is kept or has arranged with a tenant
to care for the animal(s) ; and that the keeping of animals meets
the conditions of section 4-31-37 .B.

( 1 ) Livestock: A minimum of one acre of ',
pasturage per large animal shall be provided for grazing, except I
when a farm management plan has been adopted based on the King I
County Conservation District's farm conservation planning and �
practice standards showing that adequate pasturage to support a
larger number of animals is available.
(2 ) A maximum of twenty (20) small animals may
be permitted outright on one acre.
(3) A maximum ot four (4) goats, sheep, and
similar sized animals may be permitted outright on one acre.
(4 } Only one of these options, together with
the a1"lotment of small animals, may be permitted outright on one
acre. �A
� (5 ) Beekeeping, provided that all colonies are
register_ed wit.h the Washington State Department of Agriculture_ in
accordance with apiary law, RCW 15 . 60 . 030 .
j . Stables, riding schools, horse or animal
boarding on a minimum parcel of five (5) acres .
k. Animal kennels, commercial or hobby.
1 . Veterinary hospitals, including kennels .
m. Retail sales of Christmas trees and firewood.
2 . Accessory uses :
a. Detached buildings which support the primary
use of the site including barns, silos, sheds and other enclosed
buildings used for storage of agricultural products and equipment,

animal shelter, or animal manure storage facilities provided the
parcel is at least one acre in size.

b. Detached garages or storage buildings normally
associated with a single-family residence. I
c. One accessory dwelling unit, including a unit I
attached to the primary dwelling or a designated manufactured home,
to house family members related to the property owner, or an
employee of the property owner.
d. Home occupations when approved by the Board of
Public Works .
e. Day-care for a maximum of six (6) persons .
f. Recycling collection stations, provided the
following conditions have been complied with:
( 1) The collection station is accessory to a
public or a quasi=publi.c use. � -
(2 ) The collection station is port�able and
temporary (not to exceed ninety (90) calendar days out of each
year) .
(3) The collection station is not located on
any public right-of-way unless a right-of-way use permit is granted
by the Board of Public Works .
(4) The property owners or managers shall keep
the area surrounding the recycling collection station maintained
and clean of debris .
g. Roadside stands, not exceeding four hundred
(400) square feet in floor area, and not over twenty (20 ) lineal !
feet on any side, for the sale of agricultural products produced on
the premises .

3 . Conditional Uses : In the Resource Conservation (R-
C) the following uses and their accessory uses may be allowed by
conditional use permits as provided in section 4-31-36 of this lil
code:
a. Schools, both private and public.
b. Group homes .
c. Day-care for seven (7 ) or more persons .
d. Churches .
e. Bed and breakfast guesthouses, provided:
( 1) The guesthouse is conducted on the
premises of the owner-operator;
(2 ) No more than fifty percent ., of the
principal residence is used for the guesthouse; and the number of
�persons .accommodated �per night shall not exc.eed five.
(3 ) One off-street parking space is provi.ded
for each guest room. The parking space must not be located in any
required setback.
(4) The domestic water supply and wastewater
disposal facilities shall be approved by the City.
f. Recycling collection stations in conjunction
with an approved public or quasi-public use when the collection I
station is utilized for more than ninety (90) days per calendar I
year. �
g. Timber harvesting and reforestation on parcels
80 acres or greater in size, consistent with the Forest Practices
Act, and where it is not in conflict with any other City
ordinances . ,

h. Mineral resource recovery on parcels 20 acres '
or larger in size, including gravel, sand and valuable metallic ''
substances, provided the use is consistent with other state and
local regulations . �
4 . Prohibited Uses : In the Resource Conservation
Zone (R-C) the following uses are prohibited:
a. Travel trailers, recreational vehicles or
mobile homes used for habitation.
b. Agricultural processing or packing facilities, ,
feedlots, meatpacking and slaughter houses . �''
c. Removal of topsoil, grading or filling, or any
other activity xesulting in permanent disruption of the surface of
the land, except for excavation related to construction or
.maintenance of the primary use, installation of utilities or as
�needed to. construct permitted buildings or structur.es . :
d. Dumping or storage of nonagricultural solid or
liquid waste, trash, rubbish or other noxious materials .
e. Dumping or discharge of solid or liquid '
agricultural wastes into wetlands, surface drainage systems, lakes I
or streams .
f. Processing of forest products .
C. Development Standards : In the Resource Conservation
Zone (R-C) the following development standards shall apply:
1 . Dwelling Unit Density and Lot Areas : The dwelling `
unit density in the R-C zone shall not exceed one dwelling unit per

2 . Lot Width: A minimum of one hundred fifty feet
( 150 ' ) for an interior lot and one hundred seventy five feet ( 175 ' )
for corner lots . �I
3 . Lot Depth: A minimum of one hundred feet ( 100 ' ) . '
4 . Setbacks :
a. Front Yard: A minimum depth of fifty feet
(50 ' ) .
b. Rear Yard: A minimum depth of thirty-five
feet (35 ' ) .
c. Side Yards : A minimum depth of twenty-five
feet (25 ' ) .
5. Lot Size: A minimum area of ten ( 10) acres .
6 . Special .Setbacks :
a. .Detached - accessory buildings shall have a
minimum of :five feet (5 ' ) side and .rear yard setback, a minimum ..of
ten feet ( 10 ' ) setback from residences, and shall not be allowed
within required front or side yards along streets .
b. Barns and stables must be located a minimum of
fifty feet (50 ' ) from any property line.
7 . Height:
a. The height of a dwelling or structure shall not
exceed thirty-five feet (35 ' ) .
b. Accessory buildings and/or structures shall not
exceed twenty-five feet (25 ' ) in height.
c. Barns and silos shall not exceed fifty feet
(50' ) in height.

8 . Lot coverage: ,
a. The lot coverage of the residential structure ,
along with all accessory buildings shall not exceed 2�, except as
provided by this section. I,
b. On legal lots less than 5 acres in size, the
lot coverage of the parcel shall be 15� .
c. On lots greater than one acre, an additional 5�
of the total area of the parcel may be used for buildings related
to agricultural practices.
9 . Performance Standards :
a. Property owners conducting farming activities
on parcels larger than one acre shall prepare and implement farm
_.management . plans �approved by the King County Conservation District
to control :potential pollution and environmental degradation from
farm livestock �or.- agricultural chemicals . The farm management plan
shall, at a minimum, include provisions for removal or composting
of animal wastes and storage, or use of agricultural chemicals .
b. To reduce water quality degradation from animal ',
wastes, reduce bank collapse from trampling, and encourage
retention of vegetation on banks and shorelines, livestock access
to stream banks shall be prohibited by fencing, at a distance
established in the farm management plan and consistent with other
applicable regulations . Where entrance ramps to streams and rivers
for livestock watering are permitted, they shall be constructed
according to standards established by the King County Conservation
District.

c. In areas with impermeable soils or within
aquifer protection areas, alternative systems for on-site sewage
disposal may be required consistent with the guidelines of the
Seattle-King County Health Department. Provision for on-going
maintenance to assure the proper functioning of on-site systems
shall be made.
d. In areas where septic systems presently exist,
remediation of the on-site sewage disposal system may be required
to assure the proper functioning or elimination of water pollution.
e. On-site septic systems and agricultural waste
storage shall be flood-proofed to or elevated above the flood
prot.ection e.levation. _New on-site sewage disposal systems shall be
located :out.side the limits of the floodplain to the extent
feasible. Sew.age �disposal and storage of agricultural wastes is
�prohibit.ed in ��he .floodway.
10 . Parking: See Chapter 14, Title IV, of the City
Code. �I
11 . Signs : See Chapter 20, Title IV, of the City 'I
Code.
12 . Pre-Existing Plats : Nothing herein contained shall
be deemed to prohibit the construction of a single-family dwelling �
and its accessory buildings on a pre-existing platted lot with less
area than herein required.
D. Current Use Assessment for Open Space, Agriculture and
Timber Lands.
All properties in the Resource Conservation Zone which
meet the definition of open space lands, farm and agricultural

lands, and timber lands shall be eligible for current use
classification for property taxation purposes under RCW 84 . 34, and
section 4-31-28 of the Renton City Code.
E. Transfer of Development Rights - Residential Density: ,
Properties within the Resource Conservation Zone shall be
eligible for transfer of development rights as provided within the
Zoning Code.
SECTION II. This Ordinance shall be effective upon its
passage, approval, and thirty days after its publication.
