The purpose of the project would be to refurbish the 5-50 Paint Hangar to paint 737 series alrcrafts. The entire Interior of the facility would be demolished except the bOiler room and associated eqUipment. ECF Page 2 of5 The project is located at the Renton Municipal Airport, on land the Boeing Company has leased. The project is located just west of the Cedar River along Perimeter Road, north of Airport Way, east of the airport's runway, and south of the compass rose located on Renton Municipal Airport property (Exhibit I). The subject site is designated Employment Area -Industrial on the Comprehensive Plan Land Use Map and is located with in the Industrial Medium (lM) zoning district (Exhibit 2). The proposal is to refurbish the existing 5-50 Paint l'langer to meet requirements to paint 737 series aircraft. The existing hanger was built in the early 1960's and was upgraded in 1980 for the 757 series aircraft, manufactured by Boeing. The refurbishment of the 5-50 Paint Hanger will allow the 737 series aircraft to be painted at the same rate and quality of the existing single aisle aircraft paint hangers currently located in North Boeing Field. The proposal includes demolition of the entire interior of this facility including all lighting, electrical power distribution systems, cranes, process piping, steam and condensate piping, processes supply and exhaust ductwork, fans, fire protection, suspended ceilings, designated walls, doors, etc... In order to meet ADA requirements remodeling of the office, locker, and restroom areas with full accessibility is proposed. The exterior wulls and roofs without insulation will be renovated to include new insulation and a smooth cleanable surface with in the hangar. As proposed, the footprint of the 5-50 building would not change. The existing facility is 38,000 sq. ft. and at the highest point is 70' ft. 7/8" in. (Exhibit 3). The exterior consists of metal and brick and is approximately 67 feet from the ordinary high water mark of the Cedar River (Exhibit 4). The proposal does not change the exterior of the building and/or the footprint as such; the project would not cause additional impacts to the Cedar River, or create new visual impact to surrounding areas (Exhibit 5). The interior refurbishment would include the flowing (Exhibit 6): • Modification providing a mechanical penthouse over the current low bay so that a walk-on ceiling may he installed. This will allow the maintenance staff access to the ceiling venting/lighting from above rather than Irom the paint floor; • Substructure and floor modifications will allow maintenance staff to access all of the floor filters from beneath the floor utilizing one access point; • Crane replacement; • Overwing fall restraints; • New body exhaust pits and fans; • Electrical upgrades; • Walk-on ceiling; • Modify fire protection system; • Replace entire piping distribution system; • Replace all distribution steam and condensate piping; • Convert spare room into gun cleaning room for cleaning paint spray guns; and • Convert spare room into paint mixing room for mixing and dispensing paint. The original building was built in the 1960's as such; the possibility that hazardous materials (asbestos, lead, chromium, cadmium abatement) would be encountered and remediated during the refurbishment is likely. An asbestos good faith survey will be completed before construction is started. The site is currently 100% impervious surface and will continue to be 100% impervious at project completion. Stormwater runoff will be collected into the existing storm-water control system. Construction will start with the implementation and.installation of Best Management Practices (BMP) for Temporary Erosion and Sedimentation Control (TESC) under supervision of Boeing Environmental Personnel. The Contractor would keep rights-of- way clear of dirt, mud and/or debris and would take necessary steps to control dust during construction. The subject proposal is to allow the continuation of the same activity with in the same building and building footprint. The refurbishment of this structure would allow the 737 aircraft to be panted at this facility and would update the building to today's industry standards. The refurbishment of the 5-50 building is vital to the Boeing Company's continuation of manufacturing the 737 aircraft at the Renton site. PART TWO: ENVIRONMENTAL REVIEW In compliance with RCW 43.2IC.240, the following environmental (SEPA) review addresses only those project impacts that are not adequately addressed under existing development standards and environmental regulations. Air Impacts: When the project is completed, emissions are estimated to be approximately 36.4 tons/yr of Volatile Organic Compounds (VOCs), and approximately 186 Ibs/yr of particulate matter (PM). All of these emissions are associated with the planned activities in the Boeing 5-50 paint hangar, specifically decorative painting of airplanes. The decorative coating activities that would take place in the 5-50 building would be subject to the requirements of the Aerospace NESl'IAP, 40 CFR 63.Subpart GG, which has Maximum Available Control Tcc1mology (MACT) standards for both organic and inorganic Hazardous Air Pollutants (HAPs), which are analogous to VOC's and PM, respectively. Areospace NESHAp control technology is proposed by the applicant, which would limit the organic HAP content of the paints and would require filters that could capture at least 95% orthe inorganic HAP. The applicant indicated that mitigation measures would be implemented to meet or exceed all applicable standards as required by the Puget Sound Clean Air Agency and the Department of Ecology and proposes additional mitigation measures to reduce emission by ensuring that machines and equipment used during construction are well maintained. BACKGROUND AND PURPOSE Background The 5-50 Paint Hangar is located at the Boeing Renton site adjacent to the Renton Airport. The 38,000 SF facility has been used for painting various aircraft assembled at the Boeing Renton Site since it was built in the early 1960's. The hangar was upgraded in 1980 for the 757 that included crane upgrades, support area additions, and general improvements. This project is critical to future 737 Program operations of Boeing Commercial Airplane. Purpose The purpose of this project is to establish the required refurbishment of the 5-50 Paint Hangar to paint 737 series aircraft at ttie same rate and quality of existing single aisle aircraft paint hangars currently located in Renton and North Boeing Field. A cross-section drawing of the proposed option is included below. A narrative description of estimated construction inclusions is included in the following sections. 2. PROJECT SCOPE SUMMARY NARRATIVE In reviewing this project, several items need special attention. They are the, walk-on ceiling; new body exhaust pits and anticipated increased weight of new crane stackers. . It is intended to demolish the entire interior of this facility including all lighting, electrical power distribution systems, cranes, process piping, steam and condensate piping back to the boiler room, process supply and exhaust ductwork, fans, fire protection, suspended ceilings, deSignated walls, doors, etc. The existing boiler room and associated equipment is to remain. We met with the City of Renton to review project scope and permit requirements. No significant issues were raised. We did not discover any significant environmental issues that would affect this project. Metals, Steel, Structural, Seismic The superstructure modification involves providing a mechanical penthouse over the current low bay so that a walk-on ceiling may be installed. This will allow the maintenance staff access to the ceiling ventingllighting from above rather than from the paint floor. The modification will also require that the fan mechanical room be relocated to the east end of the structure in order to 5-50 Project Scope Summary 3 April 23, 2008 allow the ducting adequate room to be placed overhead in the portion of the penthouse above the airplane fuselage. A structural upgrade will be required, along with enhancement to select foundation elements and reinforcement of the roof beams that support the new crane system. Figures 1 through 3 show a model of the building with the high roof extended and the mechanical room moved to the east end of the building between Grids 9 and 11. Figure 1. Extension of Low Bay Roof with a Walk-On Ceiling Looking South Substructure and Floor Modifications: An exhaust air trench system will connect the main floor exhaust air ducts with a longitudinal trench running almost the full length of the structure. This will allow the maintenance staff to access all of the floor filters from beneath the floor utilizing one access point. 5-50 Project Scope Summary 5 April 23. 2008 Crane Replacement The existing stacker cranes were last renovated in 1980. The existing crane system consists of two high bay platforms, two low-bay fuselage platforms and one nose platform. It is proposed to replace and upgrade all stacker platforms except for the nose platform. Our review of the existing platforms and experience with new crane stackers indicates that their weight will increase significantly to accommodate current codes, functionality and stability. The platforms will be provided with lighting, power, compressed air, water, chemicals and PLC controls as needed. All electrical equipment will be suitable for Class 1 Div 1 hazardous classification. Overwing Fall Restraint The existing overwing fall restraint beams will be removed.and replaced with a beam on each side of the aircraft with four self-retracting lifelines, two on each side of the beam. Demo/asbestos, lead, chromium, cadmium abatement. solis In a building in use since the early 1960's, there is a high probability that hazardous materials will be encountered and remediated. Replace Supply Fans The entire process ventilation system will be demolished. This includes, but is not limited to, the outside air control dampers, filters, steam heating coils, supply fans, distribution ductwork, diffusers and grilles, exhaust filter boxes, fans, exhaust ductwork, and stacks. The HVAC systems that serve all of the auxiliary support areas will also be demolished with the exception of the boiler room ventilation equipment. A new 220,000 cfm process supply and exhaust air system will be installed. New Body Exhaust PitS/Fans To improve maintenance access and reduce the time to change filters the existing center exhaust trench will be replaced. The high bay fuselage exhaust trench will be extended to this new center trench with new grates. The engine exhaust grates and trenches will be modified to accommodate the proposed location of the airplanes. Electrical Upgrade -Motor control centers, power distribution, etc. Based on facility records, it appears that the main electrical service, lighting, and some of the other distribution features were modified and/or replaced during the 1980 upgrade. Power Distribution The building's main substation is currently fed from a single 12.47KV feeder via an underground duct bank on the east side of the bUilding. 'It is presumed that the existing underground circuit was installed as part of the building upgrade in the early 1980's. Unless there are specific maintenance or other known problems with the existing 12.47KV circuit, it is presumed that it is in good condition, has sufficient capacity, and can be reused for the new hangar upgrade. The existing substation is likely 25 years old, and although the condition of the equipment is generally good based on external visual observation, it is recommended the equipment be replaced new. The existing distribution equipment appears to be original building vintage, and due to its age, is obsolete. This equipment will be replaced new as part of the new hangar upgrade project. New hazardous area classification drawing(s) will be developed as an initial step during design development. Equipment and wiring system methods will be specified in accordance with the area classifications consistent with NEC and NFPA requirements. 5-50 Project Scope Summary 6 April 23, 2008 • Grounding Based on facility drawings, the existing hangar has a grounding system in the floor slab with grounding jacks for attachment to the aircraft at multiple locations. Extent of the grounding system and ground resistance testing will be verified during design development, but the ground system is presumed to be adequate for the upgrade project. Lightjng Due to the reconfiguration of the hangar space, including walk-on ceiling, initial planning should assume that all of the lighting will be replaced new and located outside of the classified areas where possible. Specialty Areas such as paint storage, preparation area, and attic will typically use industrial fluorescent. General Use Areas such as office, equipment rooms, restrooms, and other general use areas will typically use industrial and/or troffer style fluorescent fixtures. New lighting distribution panel, control panel, and branch circuit wiring will be provided throughout the hangar. Emergency System The existing 50KW generator and associated transfer switch were installed new in 2006. It is presumed that this equipment can be reused for the hangar upgrade on the assumption that emergency loads will not exceed capacity of the generator. The existing diesel fuel tank will also be reused. 400Hz Distribution An existing 60KVA motor-generator set and MCM gate control panel located in the boiler room provide 400Hz power to a single receptacle and stinger cable at grid F10. The MG set and gate control panel appear to be in good condition and can be reused for the hangar upgrade. Specialtv Systems Specialty systems include telephone, data, CMCS, paging and fire alarm and detection and security. Existing telephone service to the building is presumed to be adequate and will be reused for the hangar upgrade. Existing telephone wiring and instruments within the building will be demolished during construction and replaced new. Existing data wiring will be demolished and replaced new for the hangar upgrade. Security to the hangar is generally provided via controlled access through the security fence surrounding the property. No changes to this system are planned Walk-on Ceiling A true walk-on ceiling will provide full access above the paint hangar for maintenance personnel to access mechanical piping, process air control devices, lighting fixtures, etc. without entering the hangar and having to utilize floor lifts. This will require raising the low bay roof approximately 15 feet. The mechanical room would be relocated to the east end of the low bay. Because the high bay structure is curved we propose providing a walk-on ceiling in the middle third. Stair access would be provided from the low bay to the high bay walk-on ceiling. Insulation and Finishes It is not intended to expand the footprint of this facility. Since it is likely that the facility will need to be brought up to current ADA requirements we propose remodeling the entire office, locker, and restroom areas, with full accessibility. All exterior walls and roofs without insulation will be renovated to include new insulation and a smooth cleanable surface within the hangar. Ceiling areas within the hangar above the aircraft that are not accessible from the walk-on ceiling will 5-50 Project Scope Summary 7 April 23, 2008 have new insulation and a smooth metal liner panel to reduce contamination from the structure. New and existing interior surfaces will be painted. Modify Fire Protection System The "Low-Level Low Expansion Foam" system will incorporate AFFF 3% low expansion foam and will be designed as a fixed head floor nozzle system. Foam system will be activated by a UV/IR detection system. The foam system will be extended to also provide coverage in the exhaust trenches. In addition to the overhead system that will provide sprinkler coverage for the main hangar floor area, there will be supplementary sprinkler systems included in the hangar building. These additional systems will Include: 1. Sprinklers in the exhaust trenches adjacent to the primary filter banks. These heads will be the pendant type and will be equipped with a 12" diameter shield that will serve the dual purpose of acting as a heat collector and also to protect the sprinkler head from 'contamination and/or damage from above. 2. Sprinkler heads will be installed above the secondary filters located in the wall mounted filter enclosures. 3. Sprinklers will be installed in the Mechanical Room that houses the supply fans, coils and filters. 4. A dry sprinkler system will be installed to provide fire protection on both sides of the outside air filter bank. 5. The hydraulically calculated sprinkler system for the paint storage, gun cleaning and paint mix areas will be designed to an Extra Hazard, Group 2 occupancy classification and will include in-rack sprinklers as required by NFPA Standards. 6. All of the remaining auxiliary support spaces, including the area under the wing stands, will be provided with a new closed head wet sprinkler system per NFPA Standard 13. 7. Hand hose systems will be installed in the hangar area and all support areas per NFPA Standard 409, 6.2.9 Process Piping Compressed Air and Water We propose to remove and replace the entire piping distribution systems within the hangar including compressed air, water, chemicals and solvent. The existing back-up air compressor and air dryers will remain. Steam and Condensate Boeing would like,to maintain the existing steam boiler plant. The new process air system should not require any more heating that the existing system currently utilizes. We have included replacing all distribution steam and condensate piping including all control valves downstream of the main supply header in the existing boiler room. Nitrogen Purge It is assumed that the existing nitrogen purge system will be used in the refurbished hangar. Gun Cleaning Room An existing spare room will be converted into the gun cleaning room for cleaning paint spray guns. The gun cleaning room will be equipped with three cleaning booths. Each will be equipped with an explosion proof light, exhaust fan and fan motor, and exhaust stack, solvent 5-50 Project Scope Summary 8 April 23, 2008 dispensers and compressed air outlets. Two (2) of the three booths will be dedicated for solvent based cleaning. The other booth dedicated for aqueous cleaning. Solvent and wastewater collection tanks and pumps will be provided. Paint Mix Room An existing spare room will be converted into the paint mixing room for mixing and dispensing paint. The paint room will be equipped with five (5) electric explosion proof paint shakers. Background The 5-50 Paint Hangar is located at the Boeing Renton site adjacent to the Renton Airport. The 38,000 SF facility has been used for painting various aircraft assembled at the Boeing Renton Site since it was built in the early 1960's. The hangar was upgraded in 1980 for the 757 that included crane upgrades, support area additions, and general improvements. This project is critical to future 737 Program operations of Boeing Commercial Airplane. Purpose The purpose of this project is to establish the required refurbishment of the 5-50 Paint Hangar to paint 737 series aircraft at the same rate and quality of existing single aisle aircraft paint hangars currently located in Renton and North Boeing Field. A Project Scope Summary Narrative Major upgrades include, walk-on ceiling; new body exhaust pits, structural upgrades. It is intended to demolish, and then upgrade the entire interior of this facility including all lighting, electrical power distribution systems, cranes, process piping, steam and condensate piping back to the boiler room, process supply and exhaust ductwork, fans, fire protection, suspended ceilings, designated walls, doors, etc. The existing boiler room and associated equipment is to remain. 12. Proposed measures to reduce or control emissions or other Impacts to air, If any: The decorative coating activities that will take place Building 5-50 after the construction phase are subject to the requirements of the Aerospace NESHAP, 40 CFR 63.Subpart GG, which has Maximum Available Control Technology (MACT) standards for both organic and inorganic Hazardous Air Pollutants (HAPs), which are analogous to as VOCs and PM, respectively. For organic HAPs, the control technology specified in the Aerospace NESHAP, and to be used for the coating operations, is to limit the organic HAP content of the paints. This minimizes the emissions of these organic constituents. For inorganiC HAP, the Aerospace NESHAP requires the use of Method 319 compliant filters, which have been shown to meet minimum particulate capture efficiencies, at least 95 percent of the inorganic HAP which is entrained in the air flowing through the paint hangar, and is exhausted through the filter banks. Mitigation measures will be implemented as required to meet or exceed all applicable standards as required by the Puget Sound Clean Air Agency and the Department of Ecology. Additional potential mitigation measures to reduce emissions by ensuring that machines and equipment used during construction are well maintained.
