RESPONSE TO LETTER 3
WSDOT Tranaportation Dlvl.lon
1. The transpcrtallon analysis conducted 'Of' the Dralt EIS 8vnlualed transportation Impacts
u~r three different possible futuro baseline oefWOfh 4 two for yoor 2015 (Notworks Band
C) and one fOf 2030 (Network 0) (see pages 3.10. t5 through 3.10.17 of tho Draft EIS for II
description or networic. assumpllonS). AlthOugh not all of the Improvements assumed In tho
future networks are currently funded, thoy may be considered as p<Jrt of future funding
packages. The assumptions for Network C (2015)lncJucled all of WSDors pi<lnned 1-405
ComcIor prqe1:1 improvements for the Renton area, and 8S suth were coordinated with
WSOOT to ensure program consistency. At the limo the scope of tho Iransport3t1on
analySis was determined by lhe Oty, speClrlC funding decisions had not been made.
Further. direct acces.s ramps connectlng SR 169 to and from 1-405 north and freeway 10
freeway HOV ramps at the SR 167 interchange would be required under background
conditions. With or witnout redevelopment of the site area, Assumptions for Network C
provided the analysis with information on how tlaffic woutd function if those improvements
were in place by 2015 and enabled the forecast of future trarflC distributIOn and the
e .... aluatJon of probable significant unpac. ~s on the local and (egionaltransportation syslem.
2. As you nole. the new (reeway connections identified under Netwonc 0 in the Orafl EIS (page
3.10.17) are not Included in the 1-405 Corridor Program or thO WSOOT system plan and
would require WSDOT and FHWA review and approval. The purpose of the Draft EIS
transportallon analysis was. in part 10 idenllly the infrastructure improvements that would be
required 10 support full redevelopment of the sile area under the 2030 redevelopment
scenarios evaluated in the Draft EIS. No assumptions were made regarding actual funding
for. and/or construction 01, lhe 'now' ramp connections.
The City of Renton will continuo to COOldin.,lo WIth WSOOT In evaluating the short· and
b1g·tenn need for improvements to the freeway system. Should new ramp connections be
needed in the future based on planned redevelopment proposals. dose COOI'dinntlon among
the agencies woutd OCcur 10 address operational and safety issues.
3. F'.gure 3.10-5 tdentifies general trip distributoo assumptions for the silo are.,. Based on the
transportation analysis conducted in the Orall EIS. the range and intensities of tho foor
attemative land use scenarios would not result in a sign ificant variance in the overall
dlstnbution of traffic to key corridors and freeway syslems In the area. Among tho four
roclevelopment scenarios evaluated. the relative attraction of the access points to 1405 and
other areas vaned with in a percentage point Of loss. As such, Figure 3.10-5 applies to all of
the altematf-wes.. The tiUe of the Figuro has been changed to "Relative Sito Alea Trip
Olstnbution Assumptions" in Chapter 3. Errata. of the Final EIS. Tlip assignments al the
local at1eriallevet and elt key interth<Jnge access points would vary substantially, given the
various baseline networits eV31uaied In the Draft EIS. and wero considered as part of tho
Oran EIS evaluation. Refer to Appendix E in the Oraft EIS for further InfOflT\ation reg.,rdlng
trip distribution and trip assignments.
4. The Oran EIS recognizes that mihgallon for any prObable significant transportation imp<JctG
associated with futUlo redevelopment would be warranted. Howovor. os Inciicaled In the
Draft EIS. there is no spetiOc redevelopment plan or application for redevelopment In tho
site area under consideration at th is time. As desaibed In Chapler 2 of the Draft EtS.

RE SPONSE T O LETTER 4
Pugot S oun d Roglonal Counc il
1. Thank you for your comment. The proposed amendments to the Comprehensive Plan and
zoning regulations are designed 10 implement the City's goals and vision for Its Urtmn
Centor. conslstenl WIth the ~Urtan Centers criteria" of the Countywide Planning PoHcies
(CPP).
2. As described In Chapter 2 of the Draft EIS. Description of the Proposed Action(s) and
Alternatives, the attematives ovaluatad in the Dralt EIS do nol correspond to specific
redevelopment proposals, but rather, represom a broad rango of land uses thallhe site area
coukl potentIally accommodate in the future. In tho Draft EIS. the alternative redevelopment
scenari os and associated preliminary potlcies and ;LanIng \\.'Oro evaluated in order to provido
d.,osion makers with the relevant Info;mation needed to facilitate adopUon of
Comprehensive Plan policies. zoning prOvisions. and development standards that would
apply to tho silo area. Subseq.;ent to the Issvance of the Droft EIS. the City of Renton has
developed a stngle set of proposed policies and regulations. Proposed Comprehensive
Plan policies and zoning rot the site area arc discussed In Ch3ptor 1 and Appendix A of this
Final EIS.
The viSion fot the sile area Is 01 a dynamic. urban mix ed-use district that indudes a public
open space componenl which would provide public access to the Iakefront and fe31ure
~publjc plazas and central greens· that provide gathering places, recreational oppoftunllies
and view opportunllies. Should Boeing surplus any property in the west portion of the slle
area (west of logan). mixed'llse residenUal development is envisioned. with higher density.
urb:l!" scale. housing occurnng nonh of N 'l" Street, and an eventual -new lJkefrcnt
commutllty· (District 2 VtSion).
Any fuMe redeveiopment withIn the 200·fool shoreline Jurisd iction would be consistent with
appliC.lble shoreline height. setback and public access requfrements. Potential r6sldential
redevelopment and proviS ion of open space In Db lrict 2 would need 10 be considered
relalive to thEl compatiblt:ty with the Renton Municipal Airport operolions, and any potenUai
constraints associ3ted wilh deanup of halardous materials. See Chapter 2 and Appendll( B
of this Final EIS fOt further information regarding land use compatibility with the airport and
Section 3.4 of the Draft EIS for lurthcr information regard ing h3zardous materials conditions
01 the site area,
3. General poltaeS for the ·Urban Center" designation would be con~istent with the Urban
Centers criteria of the CPP --to create an area of concentrated employmont and housing
with direct service by high capacity transit and a wide range of other land uses such as
rota~. rsaeation. public facilities, par1o:s and open space· (seo p-age 1·5 of Ihts Final EIS).
Proposed General Policy 1{C) Is to -support development of an extensive transportaUon
system to reduce dependency on automobiles,-
The analysis in the Oralt EIS assumed a "wOrst-case-scenario fOf evaluating potential
transportation impacts on the arterlat nelwOrj( and freeway IntE.rchange system, and did not
factor in r~"'ctions in traffic volume! thai could occur from Iransit ridership, use of non·
IT'Otorized facilities. or transportation demand management (TOM) programs. As discussed
In the Transpor1ation Impact Siudy in thO Draft EIS (Appendix E, page 59), future transit

Planned Clly improvements 10 non·motorizod networks serving Ito site area are ldentlOed in
Section 3.8, Parks and Recrealion. of l~~ Draft EIS (page 3.8.5). Planned Improvements to
