Washington. METHODOLOGY Our anaJysls includes a Slucy of the traffIC operations both with and without the construc:tion of Socing Lot 38. Operations were anafyzed during the am. peak hour (peak hour between 7 :00 a.m. and 9;00 a.m.). p.m. peak hour (peak hour between -tOO p.m. and 6:00 p.m.). and nfterrY.)Qr1 peak hour (peak hour between 2:00 pm. and.4:OO p.m.). The a.m. and p.m. peak hours 81e assumed to be the hlghest hours for traffic Q'\ the adjacont roads, while tho afternoon peak hour b assumed to be the highest hour for traffIC associated wi[h B.JOing. Based on discussions with the City of Renton, &he following two scenarios were analyzed: Scenario 1: Year 2000 with Existilg lot 6 (baseline conditions) Scenario 2.: Year 2000 with Proposed lot 38 To obtain year 2000 baseline traffic volumes. 1999 existIng volumes were Incteascd using a 2 perccnt aMual growth rate. This growth rate is consistent with what has been used by tho City 01 Renton for other developments in the project vicinity. Tho City of Renton olso requested thai traffIC lrom two proposed developments in tho proiect vicinity be induded in the baseline traffIC volumes. Thcso proJedS are the Southport projed and the Stoneway Concrete planl Southport, a mixed usc offlCClretaillresidentia! develOpment. is proposed just south of Gcoe Coulon Park along Lake Washington. Access to tho Southport OeveJopment is provided by a sh.1red access Wol'" the park on Lake Washington Boulevard. The traff.c impacts o( the Southport Development are documented as part of the Southport £IS. Based on this inlormalMln, the trips associated with Southport Plan C Me induded in the year 2000 baseline traffIC volumes. Tho Southport EIS docs not ckx:ument trip generation lor the altemoon peak hour. However. 24·hour traffIC counts conducted at a similar mixed use offlCe1retall site in Kirkland showed that trip generation during the peak hour between 2:00 p.m. and 4:00 p.m. Is approximately 65 percent of the trip generation during the peak hour between 4:00 p.m. and 6 .00 p,m . Therefore. to estimate tho traffIC asSOC 'Jlcd v.;th Southport during thO afternoon peak hour, e conservative factor of 75 perccnt was applied to the Southport p.m. peak .1OUI' trip gcneratoo . TRIP GENERATION To esrimale the number of trips associated with tho proposed Socing Lot 3B. a.m ., p.m., and afternoon counts were conduded at tho acc.css points to tho e'<isting lot 6. With the vacation 01 Lot 6 and the construr.tion of lot 3B. the estimated lrips to and from Lot 38 is assumed to be identieal to the number of trips to and from the existing lot 6. As staled earlier, this assumption shoWd be conservativo since the parking is being reduced by 3S percent and no toductions were app6ed to tho existing trips to and 'rom lot 6.
