The project proposes to subdivide and develop two existing properties into 36 individual single-family residential parcels, a storm drainage tract, park, and wetland buffer within the City of Renton. This TIR is provided to identify the applicable storm drainage standards and to summarize the analysis and design provisions proposed for the project to comply with the 2005 King County Surface Water Design Manual (KCSWDM) surface water standards. The Liberty Gardens property is located in an area that was annexed to the City of Renton on August 1 1, 2008 as part of the Liberty Annexation (Ordinance #5398). The project is located between the unimproved Right of Ways of 162^d Ave. SE on the west and 164�h Ave. SE on the east; south of the Cavalla Subdivision. The vicinity map provided below as Figure 1 illustrates the general location of the property. The site is at 162^d Ave. SE 8� SE 140'h Place (KC tax parcel no. 1457500145 8� 14575001 50). More generally, the site is located in a portion of the SE Ya of Section 6 of Township 22 North, Range 5 East,W.M., in King County, Washington (see Vicinity Map below). No existing structures are currently on the project site. A number of trees of varying type, age, and health condition exist on the site. Figure 3 represent the existing site condition. The proposed subdivision will create a total of 36 single-family residential lots. In addition, the project will include partial frontage improvement of the 162^d Avenue SE right-of-way to provide primary access to the site. Half street frontage improvements will be completed along the 164�h Avenue SE right-of-way to provide secondary access to the site. Both frontages include addition of pavement, curb and gutter, sidewalk, and planter strips. Since the project was started prior to the Liberty Annexation in August 1 1, 2008, King County Municipal Code (KCMC) zoning regulations apply. The site is zoned R-4 which limits impervious area of the individual residential lots to a maximum of 70% for lots less than 9,076sf and 55% for individual lots greater than 9,076sf (KCMC 21 A.1 2.030.B.S.c, Densities and dimensions— Residential Zones). The storm drainage analysis performed for this report considered this maximum coverage. The proposed site plan is shown in Figure 4. The developed site is required to provide Basic Water Quality treatment in addition to Level 3 flow control per current City of Renton surface water standards. The site is in a conservation flow control area however requires Level 3 flow control (City of Renton Environmental Review Committee Report 08-093, December 1 2, 2008) due to flooding problems identified in the Level III Downstream Drainage Analysis prepared by Ed McCarthy, P.E. dated July 2, 2008. Detention storm volumes are proposed with a combined storm detention/water quality pond. Stormwater is proposed to discharge in to the onsite Class III Wetland/Stream complex. Release rates to the Class III Wetland/Stream would be controlled by a three-orifice control riser within the overflow structure. All storm water runoff from the improved site will be collected, controlled, and released to the existing Class III Wetland/Stream in the south west portion of the site. Storm drainage controls for this project are proposed in accordance with City of Renton surface water standards, including the 2005 King County Surface Water Design Manual (KCSWDM). On-site Soil Conditions The soils of the area are characterized generally by the Natural Resource Conservation Services (NCRS) as Alderwood gravelly sandy loam (AgC) with slopes ranging from 6% to 1 5%. The project requires Full Drainage Review as it exceeds the impervious threshold for Small Site Review (Type I or Type II) and proposes more than 2,000 square feet of new impervious surface coverage. The KCSWDM specifies eight core and five special requirements that are to be met for this project. Compliance and�or applicability of each of these design standards are summarized below: S WDM Core Requirements 1. Discharge at Natural Lotafion: The project site currently slopes and drains southwesterly to a Class III wetland/stream in the south western po�tion of the site. The stormwater then flows southerly in the stream to a flow control pond before entering the City of Renton stormwater system. 2. Offsite Analysis: Summarized in Section 3 —Offsite Analysis. A full Level III Downstream Drainage Analysis was prepared by Ed McCarthy, P.E. dated July 2, 2008 3. Flow Control: The project requires conservation flow control according to the KCSWDM Flow Control Map; however, a severe flooding problem was identified in the Level III Downstream Drainage Analysis prepared by Ed McCarthy, P.E. dated luly 2, 2008 which prompts Level 3 flow control. A description of the proposed flow control facilities for the project is provided in Section 4. 4. Conveyance System: The project proposes to collect on-site runoff and convey it to a proposed onsite combined water quality�detention pond then releasing to the onsite Class III wetland/stream. These improvements are shown in Figure 4 and described further in Section 5. 5. Erosion and Sediment Control: Temporary controls are as described in Section 8. 6. Maintenance and Operations: The on-site storm drainage facilities are proposed to be publicly maintained by the City of Renton. 7. Financial Guarantees and Liability: A Bond Quantity Worksheet will be prepared for this project with the final TIR and engineering package. 8. Woter Quality: Basic Water Quality treatment is required for the proposed project. This treatment level is proposed to achieve by means of a combined water quality/detention pond as shown in Figure 6 and as described in Section 4. KS WDM Special Requirements 1. Other Adopted Area-Specific Requirements: No area-specific requirements apply to this project site. 2. Flood Hazard Area Delineation: The limits of this project are not located within or in proximity to a 100-year floodplain. 3. Flood Protection Facilities: Not applicable. The outfall for this pond discharges onsite and upstream of a Class III I', ; stream�Class II wetland in the southwest portion of the site. Flows from this wetland�stream complex drain southerly toward SE 144'h Street to a flow control facility. Flooding issues in the vicinity of SE 144rh Street li � were identified during the preliminary subdivision process. A detailed Level III Downstream Drainage Analysis I �- was performed by Ed McCarthy, PE (July 2, 2008� to evaluate the source and recommended remedy for developments within the basin. The conclusion relative for this project as accepted by the City and Hearing Examiner through the preliminary plat process was that Level 3 flow control of storm water from the II � developed site would not exacerbate flooding conditions downstream. I � i � �� ��� I �-- �'- ,. � �' �� �� CPH Project No. 0035-13-008 February 21, 2014 CPIH CONSULTANTS Page 10 Liberty Gardens Technical Information Report ( , c - SECTION 4 - FLOW CONTROL AND WATER QUALITY FACILITY ANALYSIS AND DESIGN , The hydrologic analysis of the runoff conditions for this project is based on drainage characteristics such as basin area, soil type, and land use (i.e., pervious vs. impervious) in accordance with King County Surface �, Water Design Manual (KCSWDM) standards. The King County Runoff Time Series (KCRTS) software was used ' to evaluate the stormwater runoff conditions for the project site and to design the on-site flow control facilities. � The following is a summary of the results of the analysis and the proposed drainage facility improvements for , �- this project. Existing Site Hydrology , � The existing conditions of the site are shown in Figure 3. The King County Runoff Time Series (KCRTS) software j was used to model the site hydrology and calculate runoff peak flow rates. Historic site conditions (i.e., fully II forested) were considered in the analysis of the pre-developed site to establish allowable target release I I' � rates for the developed project in accordance with KCSWDM standards for Level 3 Flow Control. The model results are provided in Appendix B. Developed Site Hydrology The site is planned to be improved with roadway, storm drainage, and utility infrastructure in support of 36 new single-family residences. Frontage improvements are also proposed in accordance with City of Renton road standards within the currently unimproved portions of 162^d Avenue SE and 164"' Avenue SE rights-of- way. The new SE 140'h Street and 163'd Avenue SE will provide access and connectivity through the site in accordance with the City's current standards and street grid system. A storm tract and onsite recreation area are included with the proposed site improvements per King County Code (KCC) 21 A.14.1 80, on-site recreation —space required. The southwestern portion of the site containing a Class III stream�Class II wetland and an associated 50 foot buffer area will remain undeveloped in a protected open space tract. The developed site was modeled as a single drainage subbasin in the model with approximately 0.461 acres of that area bypassing the onsite pond facility. The developed conditions of the site were modeled using KCRTS to complete a Level 3 - conservation flow control analysis of the project. All roads, building roof drains, on-site paved surfaces and landscape areas except for 0.461 acres of bypass on the site are collected and directed to the on-site combined detention and water quality pond. The southwestern portion of the site containing a Class III wetland�stream and associated buffer will remain undeveloped and therefore not be collected and routed to the onsite storm system to maintain pre-developed conditions. Fully developed conditions were modeled using measured and land cover standards established by the King County Code zoning standards (KCC 21 A.1 2.030, Densities and dimensions— Residenfial Zones). King County CPH Project No. 0035-13-008 February 21, 2014 CPI H CONSULTANTS Page 1 1 Liberty Gardens Technical Information Report Code 21 A.12.030.B35.c states individual lots in the R-4 through R-6 zones less than 9,076 sf in area shall be subject to the nearest comparable R-6 or R-8 zone.All lots, except for Lot 33, meet this threshold for being less than 9,076 square feet. As such, the nearest applicable KCC zone for the project is the R-6 which allows for a maximum impervious coverage of 70%. The remaining 30% of these lots was modeled as landscaped till soil. This maximum impervious coverage was used as a basis for in the KCRTS model and pond sizing analysis. Lot 33 was included in that analysis as 55% impervious and 45% till landscape in accordance with t KCC standard for the R-4 zoning. The impervious and pervious areas for all new roads, sidewalks, planter strips, storm tract, and recreation tract were calculated directly by assuming new roads and sidewalks as impervious and all other developed areas as till landscape. These calculations are shown in Appendix A. Bypass Analysis Limited areas of the onsite park/recreation area and the southerly most improved portion cannot be collected and conveyed to the onsite pond facility due to topography. As such, these areas were considered as bypass in the hydrologic model. KCSWDM 1.2.3.2.E(2) requires that surface water runoff from bypass area have no more than a 0.4 cfs increase in the 100-year peak rate between existing and development conditions for those areas. Tables 4.3 and 4.4 summarize the land use conditions used to model and confirm compliance of this bypass condition. Peak flows discharged from this facility are released at a controlled rate in accordance with KCSWDM Level 3 ' standards. A standard three orifice flow control riser is proposed for the outlet control structure to achieve conformance with the Level 3 release to downstream systems. The size and number of control orifices on this riser have been designed to control the on-site release rate to historic site conditions for 2-year, 10-year, and 100-year storm events as well as matching developed durations to pre-developed durations for 50% of the 2-year event up to the full 50-year peak flow. Table 4.6 shows the pre-developed and post-developed peak flows for the 2-year, 10-year, and 100-year storm events. These BMP's must be implemented to mitigate an area equal to 10% of each lot. For Liberty Gardens, feasibility of full dispersion, full infiltration, and impervious area reduction were evaluated. Due to topography above 15% in the southern portion of the site, full dispersion was ruled out as an option as a flow path of 200ft with a slope less than 15% could not be achieved. Full infiltration was not feasible on the site due to till soils with low conductivity being found on the site. As a result Liberty Gardens will utilize a 10% reduction in impervious area beyond the maximum allowed impervious per zoning. All lots consisting of less than 9,076sf of area will be required to limit impervious area to less than 60% of the total lot area where as lots larger than 9,076sf will be required to limit impervious area to 45% of the total lot area. A summary of individual lot BMPs can be found on Figure 46. Water Quality The KCSWDM requires that all proposed projects assess the requirement to provide water quality facilities to treot runoff of pollution-generating impervious surfaces. Storm drainage runoff from pollution generating impervious (PGIS) and pollution generating pervious (PGIS) areas will require Basic Water Quality treatment prior to discharge to the downstream,off-site system. This treatment level is proposed to be achieved by a combined detention�water quality pond located at the southern portion of the project site. Permanent wetpool facilities will be combined with the on-site detention facility to achieve the water quality treatment standard. The minimum required wetpool volume is calculated as the runoff volume for the 6-month, 24-hour storm event. This water quality volume was calculated using the equations provided in Section 6.4.1.1 of the KCSWDM. The wetpool calculations are provided in Appendix C which are summarized by Table 4J. This combined wetpool and flow control (i.e., detention) pond facility provides the necessary i water quality treatment and storage volume in accordance with KCSWDM. The pond ultimately discharges i controlled release rates onsite and upstream of a Class III stream and Class II wetland in the southwest portion of the site. Conveyance analysis for the project was performed in accordance with Chapter 4 of the � KCSWDM which requires that new pipe systems be designed with sufficient capacity to convey and contain at � minimum the 25-year peak flow. This system is designed to contain runoff rates generated by a 100-year I storm event. ! Surface water collection and conveyance for the project is proposed by a combination of surface runoff from graded area, catch basin inlets, and below-grade pipes. An existing 24-inch culvert and swale system along the eastern side of the 162^d Avenue SE right-of-way was constructed with a recent and unrelated project to immediately north of Liberty Gardens. The roadway improvements for Liberty Gardens will remove and replace a portion of this system with a below-grade pipe. The storm drainage conveyance systems and sub- catchment areas used for pipe sizing analysis are illustrated in Figure5. The design flow rates from each sub-catchment area were developed using the Rational Method under developed site conditions. A copy of the Rational Method and backwater calculations are provided in Appendix D of this report. Figure 5 illustrates the drainage sub-basin/sub-catchment areas used in the conveyance and backwater analyses. The proposed facilities have been selected and sized in accordance with the recommendations provided in the KCSWDM standards. In addition to the . site-specific ESC measures,the following general Best Management Practices (BMPs) for sediment control shall � ; also be implemented in accordance with the provisions of the KCSWDM: l. Clearing Limits Construction clearing limits fence or silt fence will be installed by the contractor along the entire project corridor to prevent disturbance of project areas not designated for construction. These � ' fences will be installed prior to clearing and grading activities where appropriate. ' 2. Cover Measures _ Temporary and permanent cover measures will be provided by the contractor to protect �i, ; disturbed areas. Disturbed areas will be seeded and mulched to provide permanent cover �' � measure and to reduce erosion within seven days, if those areas not scheduled for immediate � work. 3. Traffic Area Stabilization Stabilized pads of quarry spalls will be installed by the contractor at all egress points from the project site as required to reduce the amount of sediment transported onto paved roads or other offsite areas by motor vehicles. 5. Sediment Retention Sediment retention will be provided by silt fencing and catch basin inlet protection at the locations and dimensions shown on the project drawings. � 6.
