RESOLUTION N0. 1703
A RESOLUTION of appreciation to James R. Ellis and the Forward
Thrust Committee .
WHEREAS, Forward Thrust represented an impressive example of concerned
Citizens working together to influence the future of their community,
giving generously of their time and talent over a four-year period
to research capital needs of the King County area and make recom-
mendations to meet those needs; and
WHEREAS, legislaticn was prepared by Forward Thrust and passed by the
1967 and 1969 State Legislatures to increase aid to urban areas,
remove roadblocks, improve financing capabilities, and otherwise
enablc governmental agencies to accomplish public capital improve-
ments; �nd
WHEREAS, in the Forward Thrust election of February 1968 the voters
of King County approved capital projects for parks, highways, a
Youth Service Center, and a multi-purpose stadium, creating
employment opportunities for many persons; and
WHEREAS , Renton voters simultaneously approved additional projects for
city neighborhood improvements, sewer improvements, and increased
fire protection, adding more jobs ; and
WHEREAS , Forward Thrust presented additional bond issues to the public
on May 19, 1970 , in the areas of rapid transit, storm control,
community centers, and public health-public safety, which, although
unsuccessful at that time, brought about the detailed analysis of
critical problems and the equally detailed project recommendations
which will expedite their accomplishment at that point in the future
when economic climate and funding circumstances become more favor�-
able; and
WHEREAS, the success of Forward Thrust effort will become increasingly
evident through the continued enhancement of the qualit5� of the
King County environment , with the resultant capability of assimi-
lating inevitable population growth in an orderly manner; and
WHEREAS, citizens of all geographic areas and economic strata, public
officials , business firms, and civic organizations proved to them-
selves and to each other that they could work together for the
long-range benefit of the total community, rejecting parochialism
and partisanship for common purpose and dedication; and
WHEREAS, the success of such a community-wide, citizen-based, four-
year sustained effort depends to a very large extent upon the
vision, courage, intellect, dedication, and diplomacy of its
leadership; NOW THEREFORE
BE IT RESOLVED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON:
WASHINGTON
That the City of Renton -- both its official family and 'its
citizen family -- hereby extend its sincere gratitude to the en'tire
Forward Thrust organization for its contribution to the enhancement
of the quality of living in the Puget Sound region; and
BE IT FURTHER� RESOLVED that the City of Renton acknowledge th�

outstanding leadership of James R. Ellis , founder and president of
Forward Thrust, and hereby express to him the deep appreciation of a
grateful community for his tremendous effort to create a better
future for all of us; and
BE IT FURTHER RESOLVED that this resolution be entered upon
the minutes of the City Council and that a copy be presented to
Mr. Ellis as a tribute to his leadership and an everlasting symbol
of our affection and esteem.
