4lHEREAS, the members of the Light and Power Caamittee hav�e fisreto�ore deter-
mined the existence af various problems of paaer supply to custamers within �the corpori
ate limits of Renton and determined that the interest of the City of Renton would"be best
servad by employing an i.ndependent consulting firm tc provide initially, among others, a
rate analysis aad technical assistance� and
�JHE.'2EAS, it is deemed in the best i.nterest of the general public to provide
for such impartial study, NaGrT THEREFORE,
BE IT itESOLVBD BY THfi A1AY�Z AP�D THE CITY COUNCIL OF THE CIZY OF RIIVTbN.
WASHINGTON, AS FOLLan)S:
� 1. Upon the �nployment of such consulting f irm by the T�ayor and the City
Council� such consultants shall provide unto the City the f ollowing inf ormation,
among other pertinent data� to�wit: A study o� caaparisarl, rate� charged by Puget

Sound Po�w�er E� Light Caapany to its custaon�rs within �he Rentan area, as compared tv
rates charged f or equivalent types of service to 1 ilc� ctistamers in other urban areaa

of the state which ccmpar�son stud� ahall incluc�e aseoci$ted costs, taxes, assess-
ments� and li�e fees and canpensutious paid, together with benefits and services
rendered to customers of such pocaer suppliers.
2. Ntake recammendations in the area of joint eff ort and undertakings
betw�een the City and the ef oresaid power canpany pertaining to street improvements
including iliumination, underground wi£ing progr�, and eonversions thereto,
imprwement at�d/or eliminati� of overhead pole linea and all such atudies to be
coordinated with the City•s Traf�£ic Eng�iieer�
3.. Any auch employment ef consultin� f irn�s to be upon approval by the
City Counail and the arembera of the L ight �nd Pou�r �vma�ittee. o� auch other
committees as the council may de�er�ins shall int.ervi�Cw co�nsulting f irons and matce
such recommendatians as it �aay deem necessary, All of such f indings shall be made �
pubZic end written reports t,hereof submitted to the City Council. ,
4. It shall be further resolved thet 3.n the event and based on th,e con-
clusions aad recoa�mendations mede by auch consulting ffrm� that the CiLy oE �enton
i,s unable to reaolve the existing problems with the po�wer canpeny to their mutual
sa�isfaction� then any such consulting f irm sts�ll further be requested to analyze
the avethod, means, costa, rate structure and like pertinent data in case tha City
should acquire ared operate its own pcwer distribution system, or jain with other
agencies for said purpose, which information shall likewise contai'n proposed rate
structures for residential, commercial and industrial customzrs. "
