.. -= :W�IEREASa the City of Renton has here�ofore acquired by �ondexnnation a

certain area know as "Cedar River Park" as more particularly described in Ordin- ,
ance No. i4I5 dated November �3, T95I for the following public uses and purposes,

to�-wit: site .£or civic center, City Hall and other general, public and municipal pur»
�
poses, parks, playgroun.ds and recreational axeas; and
, �WHEREAS the vaxious Federally constructed temporary war housing units and
surface structures, �ormerly known as "Temporary Hoasing Project V►Tash, No.
45I3(�" previously located wit]�in said Cedar Riv�er Park area ha.ve now been fully
I xexnoved therefrom, as provided by law; and

WHEREAS the State of '4Yashington by and through its State High.way Departmen.t
has recently condemned certain portions of said Cedar River Park for t7�.e purpose of
constructing a lunited access S�.ighway thxough the City of Renton; and
�WHEREAS such highway construction will tend to isolate said Cedar River
Park Area by reason of an elevated viaduct of substantia.l height for said l�ighway to
be located along the westerly boundaries of said Park; and
WHEREAS the Council ha.s heretofore found and determined and does hereby
�ind and determine tha.t the remaining area of Cedar River Park for tbe aforestated
reasons, includingthe lack o� adequa.te access and proper zneans of ingress and egress
thereto from the downtown area of the City, is no longer suitab�e as a proper site for
' a public library all o� which said purposes require a $ite tha.t is easily available to

the general public; and
WHEREAS the City Council further finds and detexmines tha.t the adjaining
area known as Liberty Park on portions of which t.�s,e pxesent library building and
,facilities are now located is likewise unsuitable for the establishment and construc�
tion of a new library building by reason of t�e fa.ct that the remaining portion of
Liberty Park is �operated by the Park Board of the City of Renton containing park I
and recreational facilities, including tennis courts, swimming pool and playground
areas, and said Liberty Park area, including b:ae present library building, being
inadequa.te and insufficient in size and location to provide for the establish�ment and
construction of a new library building and accessories thereto; and

WH�REA� the City of Renton now ha.s on deposit within its "Cedar River Paxk
Acquisition Fu.nd" a suxn in excess of $405Q00.00 which, among others, includes the
award paid to the City of Renton by the State Highway Department for its acquisition
of a portion of said Cedar River Park, and said Fund being availa.ble for the public
� purposes and uses hereinabove specified, but due to the change of circuxnstances and
conditions as hereinabove set forth said areas no longer bein,g suitable for the con-
struction and improvement of such public fa.cilities; and
1 WHEREAS it is deemed advisable to make available unto the Libarary Board
of the City of Renton su£ficient funds to acquire and purchase a suita.ble site for the �
establishment of a new libs�as�y�and facilities related thereto; NO�YY THEREFORE
BE IIC` RES�LVED BY THE MAYOR AD�D THE CITY COUNCIL OF THE CITY
OF RENTON AS FOLLOWS� � �
Section I: The a£oresaid findings and determinations are hereby �ound to be
true and correct in all respects and it is deemed in the best public interest and for
the public welfa.re that a certain fund be established £or the benefit of the City's
Public Library toward the acquisition and improveznent of a site for a new public
library. It is expressly found and deterznined by the City Council of the City of
Renton that due to the aforesaid �ha.nges in conditions and circumsta.nces affecting
the Cedar River F�.rk area and adjoining properties, including Liberty Park, all of
said areas have now becoxne inadequate and unsuitable for the purpose of estab-
lishing and constructing thereon a library building, due to lack of space, adequa.te
xneans of ingress and egress and general accessibility to the public. The City
Council has heretofore adoptted prdinance No. j9'`"f� esta.blishiaig and setting
up a. Cusnulative Reserve Fund, known as "Cumulative Reserve Fund �or the
Acquisition of a Public Library Site, Construction of a Public Library, and Acquis-
ition of Materials, Supplies, and Furnishings for a Public Library, and Improve-
xnents, Repairs, Additions and Altexations of Library Properties and Appurtenances
Thereto, Together with Payment of Consultants and Expexts Services Relative to the
Roregoing Purposes". There is hereb�r appropriated for the benefit of said Cuxnula-
tive Reserve Fund, and the City Treasurer and City Clerk are heareby authorized and

directed to transfer and set over, the sum'of $150, 000,00 froxn the Cedar River Park
Acquisition Fund unto said Cumulative Reserve Fuz�d for the benefit of the Cit�r's
Lib�a.ry; such transfer and appropriation to be effective on or about Januar�r I,
19b3, and to be duly budgeted therefor as required by law.
