iUSE MAP" THEREflF
WHEREAS the continued growth and development of the City, together with annexa-
tians of additional terriCories thereto from time to time, require the continuaus study
I af develapment prbblems and the attendant expansian and improvemen� of a camprehensive
plan far the coord�.na�ed and order3.y develapment of the City, and
WHEREAS the Planning Gommission and the City Cauncil have heretofore adapted
such a Comprehensive Plan as per Resolution No. 1240, duly passed and approved on May
1+, 1964 after publi.c hearings having been I�eld thereon in connection with such Compre-
hensive Pl.an, after due notice thereof as provided by lawiand
WHEREAS since the adaption of such Plan the Planning Cammissian has duly
recommended to the City Council certain amendments to the '"Land Use Map" and the
Planning Commission and the City Councii having dvlp held public meetings in relation
� ta such amendmeats and due natice thereof having been given as provided by law, and a21

� parties apgearing in favor or opposition ta said amendments and ta said Comprehensive
Plan having been duly heard at such hearings, NOW THEREFORE

Resolution No. 1240 passed and approved on M,ay 4, 1964, is hereby re-adopted in all I
respects, which Comprehensive Plan shal2 be as follaws:
Z. PtIttP4SE: The primary purpase of this Comprehensive Plan: is to define and
' establish the policy re�.ating to the development of the communitq as a whole; to indicate I
the principles and objectives which shall guid2the establishment, development and
impiementation of definite and precise plans, pubiic and private; to pravide for the - !
caordination o€ the many separate plans which govern the developrnent of this communitY;
to officially adapt a program and guide which wi11 enable the City of Renton to attain

the principles and objectives set £orth in R.C. W. 35.63 af the Revised Code aE Washington, �
in the manner provided.
ZZ. PARTS: This Comprehensive Plan is compased of tha '"Text°G which presents
I the exist3.ng conditions, the prablems, the abjectives and the progosed policies, and
the °'Maps°S which illustrate the program. Additional supplementary parts developed in

the future may inciude, but not be Iimited to, special studies, chartis, graphs, I

additional general maps, localized maps, including specific development ctf the down town
business area, reports or schedules, which when adopted will become an integral part of
the Comprehensive Plan.
1. The "Land Use Map'' attached hereto, labeled Exhibit "A°' and by reference
there�� incorporated herein as if fully set forth, illustrates in broad and general
terms the foreseeable development of the City of Renton. The use areas shown thereon
indicate the principles which are intended to guide implementation of this development
program. Said "Land Use Map'�, however, is hereby amended, pursuant to the recommendati.ons
of the Planning Commission and the public hearings held thereon by the Planning Commission
and the City Council� in the following respects:
A. The area generally westerly of 132nd Avenue S.E. and Sunset Blvd.
continuously to an area easterly of 138th Avenue S. E. and both
sides of Sunet $lvd. to a depth of approximately 500 feet on each
side thereof shall be designated as a retail - commercial use area.
B. That certain area east of 3rd Place North, and south of 4th Avenue
North and west of the Pacific Coast Railroad track shall be designated
as Light Industrial Use.
C. That certain area on the north side of the Mapie Valley Highway in
the vicinity of the �IE 1/4 of the SW 1/4 of the SW 1/4 of Section
16, Township 23 North, Range S E. ,W.M. shall be designated Retail-
Commercial Use.
D. That certain area lying between 4th Avenue and 5th Avenue and between
Main and Burnett Streets, EXCEPT the northerly 100 feet thereof,shall
be designated as Multiple Residential Use.
E. That certain area described as the northerly 100 feet of the area lying
, between 4th and Sth Avenues and between Main and Burnett Streets, shall
be designated Retail-Commercial Use.
F. That certain area east of Shattuck Street, west of Burnett Street, and
between the alley south of 3rd Avenue and the Pacific Railroad, shall
be designated Retail- Commercial Use.
and the City Engineer and Planning Director are hereby authorized and directed to make
the necessary changes on said "Zand Use Map""to evidence said amendments.
2. Streets and Arterials: The o°Arterial Streets Map'° attached hereto, labeled
Exhibit "B" and by reference thereto incorporated herein as if fully set forth herein,
illustrates the proposed program for traffic circulation and is intended as a guide in� .
the dedication, development, construction and/or acquisitfon of rights of way, the
development of standards and regulations and purposes related thereto.
3. The '�Text°' attached hereto, labeled Exhibit "C" and by referenee thereto
incorporated herein as if fully set forth herein illustrates briefly the history of the
City of Renton, the studies heretofore undertaken and the goals set forth which are to
be achieved when such Comprehensive Plan has been fully im�lemented.
III. IMPLEMENTATII�N: In order to fully accomplish the objectives and principles
of ttis Comprehensive Plan, and as same may be amended from time to time, all resolutions

and ordinances of the Gity of Renton concerned with the development and welfare of the
community and its people shall be considered in the light of and related to the
principles, objectives and policies set forth herein. To fulfill the requirements �{
R.C.W. 35.63, and in the interest of pu�lic safety, health, morals and �he general
welfare, the following instruments of official implementation, among others, will be
developed in detail, �o embody the necessary controls, regu}.ations, standards and
penalties, and upon adoption by the City Council sill become implements of the
Comprehensive Plan: 1. Zoning Ordinance; 2. Street and Arterial Plan; 3. Land
' Subdivision and Pla�ting Plan; 4. Building Codes; 5. Capital Improvements program.
VI. AMENDMENT: It shall be th� duty of the Planning Commission to continue
to observe the development of the City and its environs in relation to the Plan and
to prepare reports and submit same to the City Council from time to time, and whenever
necessary, after proper study and deliberation amendments may be recommended by the
Commission to the City Council of this Gomprehensive Plan.

1, PURPOSE OF THE PLAN>
The purpo�� of the comprehensive plan is to secure for the
citizens of the City of Renton and its immediate environs the
social and economic advantages resulting from an orderly and well
planned use of the land within and immediately adjacent to the
Cityo
2 , A GENERAL STATEMENT ON THE PLAN;
The Cifiy of Renton had its beginnings in 1853 when Henry
Tobin settled in the area now occupied by the Renton Shopping
Centero With the discovery of coal in the area in the 1860° s �
� and the opening of the first coal mine in 1873 by Captain William
Renton� the community grew, attracting a population consisting
in the main of emigrant miners and workmena
New life and strength were injected into the community with
the advent of the Denny-Renton Clay and Coal Company, now Gladd-
ing McBean Company, and the Pacific Car and Foundry Plant short-
ly after the turn of the centuryg and later with the establish-
ment of the present Boeing Airplane Company facilities ,and the
advent of extensive public housin� facilties in the community
during World War IIo
The coal�mining era had largely passed by the early 1920 °se
" The 1920 's and the depression years of the early 1930Qs saw
. little growth or change in the community with th� exception of

some public improvements instal�ed during the WPA yearsa In the
T period followi�g the end af World War II many changes were

The City of Renton, which had a population af 4 ,�88 persons
at the beginning �f World War II , now has a current population of
2Qs176 � as of th� March 31� 1963 Censuso The Ci�y limits , which
had changed li�tle since its ariginal incorparation in 1901 , fol�
lowing the close of World War IT � has steadily increas�d its area i
and now �amprises approximately 7600 acreso

problems naw beset �he community with the increased tempo of r�sm
idential developments mostly within the outlying areass wi�h the

and the development of new industrial areas with full public

The City of Renton Comprehensive Plan is a visualization of
the City and its immediate environs present�y and in the futurea
It is not a final blueprint , but rather a general design for fut-
ure growthe Since conditions and needs are bound to change in
com�ng years ,the plan should be reviewed and revised from time to
time in order to provide us with an up�to-date guide, As each
new improvement is proposed, it should be studied and compared
with the plan in order �hat the best possible placement and tim-
, ing of that improvement can be madea

The coordinated outline of the future land use areas of the
' City is the basic and most important single part of the compr�-
hensive plano It should not be confused with the tools by which

to heavy industrial districts, Heavy industry should be loca-
ted where adequate utilities9 communication, and transporta-
� tion are available , where reasonably close proximity to living
areas will minimize commuting time, but where the community is
protected from the greater naise , smoke, odors , and activities
of such installationso
With the construction of many miies of new highways and
freeways within the City of Renton, it is the objective of the
City to preserve and enhance the inherent and existing values ,

and maintaining the appearance of a clean, attractive and fully
functional circulation system within the Citye The City f.urther
intends to encourage and allow the development of new commerc-

The development of these areas for recreational use usu-
