THE CITY CfJU��IL OF TH� �ITY G"r� RENTON DO ORDAIN AS FOLLOWS:
� Section. I ; There is hereby created and established a "DEPARTMENT.
(
OF ENGI�'EERING" which shall be under the supervisian of the Director
af Engineering as hereina�ter set farth , and said Department shall
cansist of and be divided into the follot4��ng di�,risions , and each to
have a su�ervisor thereof , to-wit :
A. Uesign Division
B . Street Division
C . Utilities Division
I D. Traffic Engineering Division
The Director of the "DEPART�IEN.T OF E\GI:�EERIitiG" shall be respansible
for and supervise all divisions and shall have the following duties ,
among others , tagether ���ith those assigned ta him by the �4ayor and/
ar City Council fxom time to time , ta-�,�i� :
a. Such Director shall superti�ise and assist tin the
I engineering, surveying and draftin� �rork involved
in Public Works and improvements of the City such
as preparatian af esti;�3ates , plans , specifications ,
reports and recar�l���endations and public impravements .
B . Supervise the keeping of plans , plats , maps ,
dr�wings , dedicatians , final estimates and specifica-
tions relating to City affairs .
C . Direct the City' s constructian , repair , sweeping ,
cleaning af streets , curbs , gutters , and alleys .
D. Direct the City' s construction , repair , maintenance ,
cleaning and flushing of all public utilities .
E . Direct the inspection af street , sidewalk , gutters
and sewer improver�eilts .
F. P1an and recomi�tend need�d publzc canstr�zction ,
repair and mainte7��ncW z�-ork .
G . Pravide technical anc� advisory engineerin�

I?. Serve as meraber of the Eoard of Public t�'orks .
Section II : The �esign I)ivision , under the supervision of the
Engineering Director , shall perform the follol,Ting functions and duties :
.a. Provide for the preparation of all estimates ,
plans and specifications for all types of public
construction projects .
B . Check and maintain a suitable file or f.iles of all
official maps . plats , surveys and construction
projects of t�le City or in �ai�icll t}ie City may. have
an interest .
C . Establish and maintain all monuments and bench marks .
D . Prepare all property descriptio:ns and arrange for
acc{uisition of all street rights -of-way by dedication ,
purchase or conctemnation .
E . Neogtiate with propert�• owners , including the
preparation of cost estimates anc� assessment ralls ,
preliminary and final , for all local improvement
district projects .
F . Rfaintain a file of suitable projects for the City ,
estimates and designs for such contemplated future
raorks as may be directed by the A�Sa��or and City
Council from time ta time .
G . Study , investigate �nd make application to State
and Federal governments , boards and commissions ,
for grants in aid , loans , and other benefits
available to the City in cannection t��ith an�t such
public wurks project .
H. Perform such other services as may be required by
1aw or the �Iayor from time to time .
I . Supervise a11 neti�� construction such as highway
; projects , streets , alleys , side�valks and bridges .
J . Provide for the sampling and testing of materials
used in construction of any public project c�iithin
the Ci�Cy of Renton .
K. Supervise all crews for land , preliminary and
constructinn surve��s .
Section SII : The Street Divisian under the supervision of the
Street Superintendent , shall have , among others , the following duties
and functions :
a. 5upervise all highway , street., alley �.nd sidewalk
repair , maintenance and construction.
B . The Street Superintendent shall assis�C the Engineering
Director in reports and investi�ations of proposed
street maintenance pro7ects .
C . Keep an accurate and detailed account of a11 costs ,
estimates , and disbursements in connection with any
of such tivork projects as herein sp�cif.ied.

D. ��Iaintain , clean and flush all street and- other
roadways , sideraalks and bridges including removal
of snow and ice from streets , together wit_z sanding
of streets and bridges during �ti�inter months .
E . Maintain and operate gravel pits and aggregate
crushing plants , if o�ti�ned or controlled by the City,
as may be directed b�� the Enbineering Director.
F . Advise and make reports on conditions of City
streets and alleys , as well as misc�llaneous
structures , and timely recommend action to be taken.
Section IV: The Utilities Division, including water and sewer ,
shall be headed by a Utilities Engineer who shall have , among others ,
the following duties and functions :
A. I�laintain , repair , replace , operate and construct
all sewer systems and other sanitary installations
and all other phases of sanitation which may be
assigned to this utility.
B. Maintznance , repair, replacement , operation and
construction of all wate-r systems and like
installations and alI o�ner pr.ases of wa�er
supply , quality and storage tnereof, and to
assist in the design or the foregoing.
C . Advise and make reports on conditions of water and
sewer installations and projects and recommend
action to the Engineering Director .
D . Direct the inspection of all �7ater and sewer
improvements .
Section V: The Traffic Engineering Division shall be headed
by a Traffic Engineer k'ho shall , among others , have the following
duties and functions :
A. Conduct studies of traffic accidents , congestions
and ot-her conditions affecting the safe and convenient
use of the streets and alleys within the City.
B . Collect facts regarding the effect and operation
of regulations controlling street traffic signals
and Iighting in connection thereti��ith.
C . Make recommendations concerning legislation or
construction affecting tlie safe and convenient use
of streets and alleys within the City .
D . Prepare , assist and advise in the preparation of
plans and specifications ror the construction of
public streets and road�.cays including interchanges ,
channelization and street libhting and traffic
signals relating thereto .
E.. Design, supervise , maintai7z and operate installation
of traffic signals , signs , pavement markings and
crosswalk lights .
F . Perform such other services tl�at ma}- be required b��
law or by the Director o� L;�Z�ineerin� from time to
time .

Section VI : The Director of the "DEPARTTIE�T OF ENGIPdEE�:ING"
shall be appointed b�= the �Iayor , subject to confirmation by a
majority of the City Council .
' The salary of the Director of tlle "DEPARTMENT OF
ENGINEERING" shall be as determined and provide� for in the Annual
City Budbet and as otherl,Tise provided by la��T.
Section VII : Qj�alifications of Director of "DEPARTMENT OF
ENGINEERI\G" :
Such Director shall l�ave a thorough and up-to-date
knowledge of modern methods and tec}iniques of Civil Engineering as
applied to the design, construction, operation and maintenance of
public ti;orks and utility facilities and installations of every type
and nature , together with a thorough kno�ti�ledge of land and engineering
survey systems , methods and technic�ues , and all current developments
and literature in the field of Civil Engineering. In addition
thereto , such Director shall have an adeauate knowledge of the laws
and regulations relating to the plan�ling , construction and operation
of public tiaorks and utility facilities , of the principles and
practices of modern office management and operation , and the abilitv
to adapt approved engineering methods and standards to the design
and construction of a variety of public works projects . Furthermore ,
sucli Director must be able to 'establish and maintain constantly
effective and efficient working relationships with his associates ,
subordinates , supervisors , the llayor ' s office , members of the
Legislative body, and other municipal officials and the public
generally.
Such Director must be a graduate from an established and

ly accredited four-year colleoe or universitv T�ith the ma 'or

course �°orl: in civil engineering , or public administration i�ith a
minor in civil engineering , toget}ier �:ith actual experience of a
progressively responsible nature in the practice of civil engineering ,
including experience in a super�;isory capacit�• �,-ith a governmental
unit of ilot less than five years , a�1d in addition thereto , such
Director must have , or be capable of obtaining i�ithin a reasonable
period of time after such appointment , a Certificate of Registration

with the ti�'ashington Board of Registration for Professional Engineers
and Land Sur�-eyors .
Section VIII : .appointment and Qualif�cations of Supervisors .
The appointmelits of Supervisors in the three di�;isions
hereinabove speciiied , namely Street Division , Utilities Division,
and Traffic Engineering Division , shall be made by the Director
of the "�EPaRT�1EI�T OF E\GINEERItiG" subject to prior concurrence
� therein bv the hiavor.
The qualificatic�s of such Supervisors shall include the
folloti�ing :
A. Street Division .
1 . Such Street Superintendent to have a thorough
kno�aledge of the T�aterials , methods , techniques ,
tools ar.d equipment used in all street maintenance
and rep� ir <<�ork .
2 . a �thoroi..gh knoticledge of the occupational hazards

invol�-ec and s et recautions ecessar to

safe anc efficient conduct of heavy manual work
and equipmen� and machiner�� operation.
3 . a working knokrledge , based on not less than
five yeGrs of actual eYperience , of the pririciples
and practices of civil engineering as applied
to the de�-elopment and management of municipal
public ti�-orks .
4 . Ability to organize , direct and coordinate the
acti�rities ot several crews in a manner conducive
to full and efficient performance and high moral .
5 . .ability to express ideas in public works projects
. clearly and concisel}• and to make written reports
thereon .
6 . Abilitv to establish and maintain at all times
an effective and <<�orkin� relationship with
emplol�ees , subordinates , other City officials
I and the public in general .
' . Graduation from a standard high school , preferably
supplemented by college le��el courses in civil
engiz�eerinc or related fields , considerable
progressively responsible supervisory h�ork in
varied ublic ��orl:s o erations includin�

6 . The Utilities �ngineer shall be a grad�ate from

2 . Such Traffic Bngineer shall have extensive
knawledge of the principles anc3 pr�.ctices af
modern, up-ta-date traf£ic engineering
particularly as applied to mun3cipal public
works .
2 . Thorough knowledge of construction and maintenance
methods , materials and equipment employed in
general. and specific traf�'ic engineering warks ,
including street lighting, traf£ic control and
rel.ated public works .
3. Extensive knowledge af modern principles of
accident prevention and the experience an�i
ability to implement accident �revention des3,gns
and improvements .
�# . An adequate know2edge of th� laws and regul�tions
relating to traffic cantral ; construction and
maintenance of traffic si�ns , d�vices , inc3.u�i�g
el�ectric light standarc�s >
5 . A substantial knowledge of administrative �
