RELATING TO THE LICENSING AND REGULATING OF
EMERGEi�CY I�iEDICAL SERVIC�, - AMBULANCES ; SE'TTING
FORTH THE DUTIES OF LICENSEES INCLUDING DRIVERS
AND MEDICAL ATTENDANTS ; SP£CIFYING REQUIRED
EQUIPMEIST AND ACCESSORIES ; DEFINING OFFENSES
AND PRESCRIBING PENALTIES AND REPEALING ANY AND

SECTION I : This Ordinance shall be 3cr�own and may be c3ted as the '
"Renton Ord�ance Regulating Ambulances" .
SECTION II : DEFINITIONS :
A. "Ambulance" shall mean any priva�tely or publicly owned
vehicle that is especially designed , cons�tructed, equi�ped , rnaintained
or used for the transportation of pati.e�ts wl�o are sick, in}ured or
ot�erurise incapacitated, whicY� is operated as part of an ambulance
service for hire.
B. "Ambulance Sarvice" shail. mean any person, a.s �ereir�after
�
def�ned, who operates an ambulance for hire which is either stationed
i� the City of Renton o� disp.atched from withi.n the City of Renton
and repeatedly or customarily makes trips far hire within the City
to pick up injured or sick fares or whieh rnakes regular tri�s ta
the City of Renton, from points ovtside its City Limit� , for the
purpose of transporting sick or injured fares i� such service is
oceasir�nally or repeatedly advertised wit�in the City of Renton;
�.r�v�ded , however , that ti-�e provision of t�is Chapter shall not app�y
�o any ambulance which shall �ass t,hrough the City in �he delivery
of fares pic3ced up at points �eyond the limits af tlie Ci�y.
c. `tMedical Attendant" shall mean any trained or otherwise
' qUalified individual , responsible for the operation of an ambulance
�rid th� care of the patients whether or not the medieal atten�ant
a�si3 serves as a driver.

D. "Communication Syste�" shall mean two way rasiio communications
between ambulanees, dispatchers, hospitals and ot�ie� agencies as
needed . A four C4) bank multi-f�eguency capability �.s aceeptai�le .
E . "Patient" shall mean an individual who is sick, ittjur�ed'
wou�ded or otherwise incapacitated or helpless .
F. "Person" shall mean any individual, firm, partnership,
association, corporation, company, group of individuals acting to-
ge�her for a common purpose or organization of any kind, including
any govern�ental agency other than the United States o� the State of
Washington.
G. "License Officer" shall mean that person authorized by the
Mayor and/or City Council to provide for the issuance o� a license
and to er��orce the requirements re�.ating to same. Unless otherwise
determi�ed by the Mayor, t�e "Director of Finance" or a person
de�ignated by him shall act as "License Officer".
3£�T�ON II� : LICENSE REQUIRED FOR AMBULANCE SERVICE. No person shall
�opera�e an ambular�ce service, as def ined herein, unless he obtains
a tnaster operator`s license �rflm t�e Department of Fa.nai�ce, City of
�teri�or�, for such activity. i�o such l�cense shall be issu�d unless:
A. �'he applicant has fulfiiled all requirements of this
, Qrdinance and ot�er pravisions of law relating to
ambulance desigx�, equipment, operation, quali€ications
o� medieai af�endants; a�d
�. '�e a�pli.cant has amply demonstrated �he need fo� an
ambuia�ce service ir� ttte area where he intend� to
oper-ate and demoristrates the applic�nt's capa��lity
and willingness to pravide adequate serv�ce in such .
des3gnated are�a and that he has the necessary equipment,
a�tendants and aecessaries to operate such serviee
successfully and on a- contiruous basis.�'or the purpases

of this sub-paragraph an applicant' s capability to
so service shall be presumed if he is the owner and/or
operator of at least three or more ambulances, and o�e
o£ which shall be stationed within the City li.mits of
Re�ton at all times , unless on call, together with such
baekup ambulance and equipment as may be necessary to
provide continuous and prompt service to the City of
Renton and its immediate environs .
C. The applicant shall file a copy af liability insu�anee
policy or policies showing evidence o€ non-cancel3able
coverage ir� accordance with Section VI of this Ordinance;
the limits of such public liability insurance shal� be
not less than $30fl , 000.flD per person and $500,0OO. OQ per
aceident and the property damage liability coverage to
I be not less than $50, 000 . 00 .
D. The applicant files proof that all medical attendants and
drivers in his employ are certified as hereinafter
specified not later than June 30 , i972 .
SECTION IV: APPLICATION FOR MASTER AMBULANCE LIC£NSE. A� application
for a master ambulance license to o�erate an ambulance se�vice shall
be made upon forms provided by t3�e `City and shall, among other"s,
contain the following information.:
A. Name, home address and telephone number of the applicant.
� B: .Business name under .which the ambulance service will be
operated within �he City of Renton together with business '�
ad.dress and �telephone number. I
C. In ease of a corporation, the name and address of the
officers and directors of such corporation, and in case
o� a partnership, the name and address of each general or
limited partner. ,

D. A description of each ambulance , incl�ding the make,
model, year of manufacture, motor and chassis n�n�ber,
together with current State license number; t�e 3e�g�h
of time the ambulance has been in use and t�e co�:o�
scheme, insignia, name, monogram or other distinguish�.ng
characteristics to be used to designate applican�'s
ambulance .
E. The location and description of the p�.ace or pl�ces
fram which the ambulance service is intended to operate and
the number of licensed medical attendants to be initially
employed . I�
F. The fee for such master license shall �ie $�.0� ger
calendar year and such license shall e�titl� the holder
thereof to license three ambulance vehieles doing business
in the City of Renton without any additional fee . The:re-
after the fee shall be $25 per year for each additifl�al
� ambu3aneed so licensed.
�. Prior -to the issuance of such license5, a�.l equipment
and accessories of every �ype and deserip-tion requi�ed for
use s�ha_11 have been duly inspected by an authorized inspection
ser�:ice, ineluding licensedor franchise dealer or repair I
�it�si.ness or such other agency or specialist� as the Ci�y
may designat.e . I� shall �e the responsibi.lity o� e�eh ` ,
licerisee to furni�h unto the City upon requ�st, but at
least every six months , a eomplete report ot inspection
warranting th.e c.ondition, adequacy and proper function
of all such equipment and accessories .
H. Based on the City of Renton' s present n�eds, t�ere shall
be issued or� such master ambulance license for ea�h 3{1,00�
population, ar fraction thereof, residing witY�in the Cit� of
Renton. Additional ambulance Iicenses may b�e issued sv�enever
an applicant can demonstrate, by a preponderance of evidence ,
that such additional service is needed withi� theCity, and
ti�at he is capable of furnishing such service a� hereir�above I
' set forth.
i. I� the event any such license, as he�eina3�ove se't forth,
is issued after July 1, of any calendar year, then the fee
shall be one-haif of the annual fee set forth above.

E. EAch ambulanee and its equipment shall be maintai�ed
in a sanitary rnanner and good opera-�ing condi-tion as
determined by the vehicle inspection pracedures as set
forth in RCW 46 . 32 .

of this Ordinance as if fully set farth herein. I
� SECTION VI : STANDARDS FOR AMBULANC£ LICENSE -- I,IABILITY INSt1RANCE.
A . No ambulance operator ' s license shall be issued, nor
shall such license be valid after issuance nor any
ambulance be operated in theCity af Renton unless the

policies of liability insurance, or certified copies of I
same , together with evidence af premium payment, issued

b� a responsible insurance campany to be approved by the j
City o� Renton, and naming the City as an additional
insured which insures against all ciaims for personal
� injury, death and property damage arising out of the
operation of said ambulance and the care of patients .
�he ins�rer shall be a company licensed to da business
in the State of Washington. The lir�its of said policy

shall be not less than spec�.fied in �eetivn III as herein-
above .

B . Said insurance pol.icy sha11 be submitted to the Depart-
ment of Finance far approval priar to the issuance of each
ambulance license . Satisfactory evidence that such
insurance is at all times in full force and effect shall ��
be furnished unto the Department of Finance , in such form
as it may specify, by a31 licensees required to provide
such insurance under the terms o�` this Ordinance .
C. Every insurance policy required hereunder shall contain
a provision for continuing liability thereunder ta the full
amoun�t t�hereaf, notwithstanding any recovery thereon, that
I the liability af the insurer shall nat be affected by
the insolvency or the bankruptcy of the insured, and that
until the policy is revoked the insurance company will not
ibe relieved from liability an aecount af non-paymen� of
premium, failure to renew license at the end of the year,
or any other act or omission of the named insured.
D. Every insurance policy required hereunder shall extend for
the period to be cavered hy �he license applied fc�r and
the insure� shall be abliged ta give not less than a thirty
day written nc�ti:ce to the Departrnent of Finance of �Ghe
City of Renton and to the insured before any. cancellatian
or �erminata.on of the policy earlier than its expiratian
i date and the car�cel2ation or o�h�r termination af any such
policy shall automatically revoke and terminate any
license issued for the ambulances covered by such policy ,

SECTION VII : M�'�ICAL �TTEi�D.�Ni� ' LI��i1SE APDLICATIONS . Ap�lica�ions

made �zpon such forms as may be prepared or furnished by the Department of
Finanee of �he City and shall ,a��ong others , contain �he follawing informa-

tion and care af patients, and whether he h�.s previously
been lice�sed as a driver, chatzffeur, attendant ar

of such course compl�ted by any applicant, the decision
of the Advisory Committee, as hereinbelow set forth, shall
be controlling and conclusive .
Each licensee, in addition to the foregoing, may be
requested to attend and successfully complete such other
course or courses reasonably required to enhance and
improve the special training and knowledge of such
"Emergency Medical Technician" as may be recommended by
the Advisory Committee from time to time and which courses
are available at any Community College or similar
institution within King County, Washington.
2 . The applicant has a valid Washington State Driver ' s
License issued by the Department of Motor Vehicles
provided that the City may consider the driving record
as verified by the Department of Motor Vehicles in
determining whether a certificate shall be issued or
refused for an ambulance driver-attendant .
3 . The applicant is twenty-one ( 21) years of age or older .
SECTION IX EXPIRATION AND RENEWAL 0�' LICENSE
A. Certificates of Licenses for drivers , attendants and
attendant-drivers shall expire two years frQm date of
issue . No such license shall be renewed or extended
unless the holder has submitted evidence to the Department
of Finance that he has successfully completed the course
and training hereinabove set forth within a period of
twelve months preceding the application for renewal
or any refresher course approved by the City' s Department
of Finance .
B . It i� presently recognized that an applicant, b�
reason of lack of training availability, may not be
able to fully comply with the standards set forth
i hereinabove; in any sucfi case the Department of �

B (1) a �rovisional license may be issue� for a
period of not to exceed six (6) months , conditioned
an such applicant enrolling in the rirst available
training and instructional program thereafter offered
in Kin� �ounty which meets the requirements of said
Section, and thereafter complying with all o� such
require�ents as promptly as may be practicable under
all the circ�.zmstances .
3 . Conditional License - Attendant , Standards
a. An aDplicant shall demonstrate emergency medical
knowledoe consistent with the standards for the
advance course of the American Red Cross , the
Washington State De�artment of Labor and Industries I
(18-hour course) , or the Washington State Fire
Training School.
b. After January 1 , 1972 , �rovisional licenses will
be issued only because o� unavailability of
qualified medical attendants . Holders of such
provisional licenses after January l, 1972
shall L� used only as ambulance drivers . Not
more than one such prov3sional license holder
sha�l staff an emergency vehicle after January 1 ,

�ECT�OIJ X: REVflCATIO�N OF LICENSE.
A. The Department of Firance , acting by and through its
�'inance Director or duly authorized represent'ative may,
and is hereby authorized to suspend. or revoke any license
issued hereunder for failure. of licensee to comply wi�h

and to maintain compl�ance with or for his viola�ion
of any applicable provision, standard or requirement
of this Ordinance or for any regulations prom�lgated ,
hereunder, or of any other applicable law or ordinances
or regulations promulgated thereunder, and further
provided that prior to any such suspension or revocati.on,
due notice thereof has been given unto the licensee
and no-t less than ten (10) days for compliance with any
such provisions , standard or requirement.
B. Within ten (10) days after any such suspension or revocation,
the licensee shall, upon his written request , be afforded
a hearing before �the Depa�tment of Finance and such
hearing shall be held not later than thirty ( 30) days
after the date of such suspension.
1. The Finance Director or his duly authrnized
representative shall, within fifteeri (1.5) days
after conclusion of such hearing issue a written
decision which shall inciude� findings regarc�ing
the suspension of said license. Such written
decision shall be promptly transmitted to the
licensee. Licensee shall have the right to ap.peal
an� such suspension or revocation to tt�e City -
Council upo� giving written notice thereof within
ten (10) days after transmittal of such written
decision of sus�ension or revocation.
2 . In a11. matters of alleged gross medical negligence ,
the Director of Finance nr his duly authorized
representative shall cause an immediate investigation
� to be made and he may, for just ca�se,. or in cast� �
,
of any such emergenc�, immediately suspend such
l�cense.

profession or a law enforeement officer in case of any

No efiort shaZl be made by the licensee to assume the custody
of a patient before release of cus�iody has been made by the officer in
charge ,
SECTIDN XIV INSPEC`I'�ON BY CITY : Notwithstanding any other provision of
this Ordinance , an authorized repre�entative of -the City may , at all
reasonable times9 inspect any rect��ds, equipm.ent and accessories of any
lic.ensee hereunder. In case of a9�►�r -.�`a.�� c�f �o�npliance with any o� the
req,ta�,���en��s hereunder or deficiencies , such licer�see shall pror�p�ly

SECTION XV: AMBULANCE RATES TO BE FILED: Each ambulan.ce service
licensed hereunder shall , immediately upon the issuance of a license ,
file with the Director of Finance its schedule of rates to be charged
for service during the license �eriod ior which application has been madeo
Such schedule of rates shall be a matter of public record and open to
public inspection in the office of the Director of Finanee during normal
�usiness hours . Each licensee shall strictly adhere to such schedule
throughout the geriod �or which a license has been issued.
SECTION XVI ; AVAILABILITY OF EQUIPMENT Ar1D PERSONNEL : A.Each licensee
�
hereunder shall keep ambulance equipment and on-duty personnel available
on a 24 hour basis .
B. The availability , location and status of all
ambulance equipment shall be promptly submitted to
the Department of Finance; any licensed vehicle that
does not have the required on-duty personnel in
attendance shall be considered "out of service" and
shall be reported as such. In the event all available
equipment and personnel are in use , the Department
of Finance shall be immediately advised of such
coadition and that the licensee could not respond
to any emergency at that time.
SECT�ON XVII : ADVISORY COMMITTEE.
A. The Mayor and/or City Council shall appoint an Advisory

SECTION XIX; SEVERABILITY. Zf any section, subsection, sentence, I,
clause, phrase or portion of this Ordinance is for any reason held
invalid or unconstitutional by any Court or competent jurisdiction,
such portion shall be deemed a separate, distinct and independent
provision and such holding shall not affect the val.idity of the
remaining portions hereof .
SECTION XX: EFFECTIVE DATE . This Ordinance shall be effective upon
its passage , approval and five days after its publication, unless
otherwise provided for hereinabove .
