AN ORDZNANCE OF THE CITY 0�' RENTON, WASHINGTON,
ESTABLISHING AND CREATING THE POSITION OF "PUBLIC
WORKS ADMI,NISTRATOR" ; PROVIDING FOR THE APPOINTMENT
THEREOF, SPECIFYING DUTIES , RESPONSIBILITIES AND
QUALIFICATIONS FOR SAID POSITION ,
THECITY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLOWS ;
SECTION I : APPOINTMENT. There is hereby created and
established �eposition of "Public Wo.rks Administrator" who shall be
appointed by the Mayor. Such appointee shall hold office at the pleasure
of the appointing authority.
SECTION II : GENERAL DUTIES . The position of "Public Works
Administrator" is a professional position in the field of public works
' administrati.on whi.ch position includes administrative work assisting
and directing project.. management and development in the general field
ins trator u on direction
of public works . It is the duty of the Adm , p
and under supervision of the Mayor, to administer and coordinate public
works projects and related programs so as to implement and execute the
policies , directions and programs as set forth by the Mayor, and to
further carry out the policies of the City Council.
7- • Such work involves the conduct of research projects of
in
various natures , participation(and directing of these projects and
the preparation and compilation of reports and surveys .
2 . The "Public Works Administrator" shall have the following
duties , among others , together with such additional duties as may be
assigned to his office by the Mayor and/or the City Council from time �
to time, to-wit:
A. To administer and coordinate for the Mayor the
proj ects ar��d �p�ograms of Departments engaged in .
public work projects , programs and planning, and
to act as a liaison officer between such Departments ,
the Mayor' s office and the Legislative body and its
committees .

B . Reva.e� itezns and reports from Departments ,
suggesting changes or further research including
the preparation of the City�s Capital Improvement
,� Program.
1 C. To confer -.with Department heads from time to
t3..m.e concerning established policies and
j practices and to gather information required
� as a basis for action by the Executive Department.
� D. To serve as chairman of the Board of Public Works
� or such other Board or Commission as the Mayor
pand/or City Counci.l may determine from time to
time.

� E . To assist in preparation of the annual city
budget
� SECTION III; QUALIFICATIONS . The appointee must have
a thorough knowledge of the princi.ples and techniques of governmental
administration, including the fundamentals of civil engine�ing together
with a th�rough knowledge of intergovernmental relati.ons and the
functions of the various jurisdictions . In addi.tion thereto , the
qualifi.cations shall include the ability to exercise technical super-
v�sion over both administrative and technical staffs ; the ability to
coordinate the activities of departments , boards , commissions and
agencies engaged in public works endeavors , and to establish and
ma�ntai.n effective working relationships with associates:; pub]�ic
o���,cials and subordinates .
Educat�.onal Qualifications : The appointee shall hold
a Master` s degree i.n public administrati.on, civil engineering or a
related f�eld, or in lieu thereof, a combination of practical work
expe�ience coveri.ng a period of not less than tive years with a
ga�rnmental or. �uasi-governmental unit or intl�eprivate sector of
public work
business dealing primarily with engineering and related/projects .
Whenever possible , preference shall be given to a candidate who possesses
both the educational and practical experience, preferably at the
' znanagerial level of City Manager, Assistant City Manager or as a
Department Head in engineering or a related field.

SECTION IV. SALARY. The salary of the "Public
I Works Administrator" shall be as determined in the City's annual Budget
from time to time.
SECTION V . This Ordinance shall be effective upon
its passage, approval and five days after its publicati.on, unless
otherwise provided for hereinabove.
