AN ORDINANCE OF THE CITY OF REN'TON, WASHINGTON ,
AMENDING SECTIONS 5-1202 , 5-1203 , 5-1205 and 5-1207
OF TITLE V CBUSINESS REGULATIONS) OF ORDINANCE
N0. 1628 ENTITLED "CODE OF GENERAL ORDINANCES
OF THE CITY OF RENTON" RELATING TO THE LICENSING
OF PAWNBROKERS
THE CiTY COUNCIL OF THE CITY OF RENTON DO ORDAIN AS FOLLOWS :
SECTION I : Existing Section 5�1202 of Title V (Business
Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances
o� the City of Renton" is hereby amended to read as follows :
Section 5-1202 as .amended: � LICENSE FEE. A�plicationr
it .shall be unlawt�ul tor any person to engage in tTze business
of pawnbroker or to conduct a pawnshop , without first having
obtained a license so to do; to be known and de.signated as a
"Pawnbroker' s License" . The license fee for a Pawnbroker' s
License shall be, and the same is hereby fixed in the sum of
forty dollars t$40 . 00 ) per annum. No pawnbrokerts license shall
be issued hereafter which would increase the number of holder�
of such licenses �to more than one ( 1) for every 15 ,000 of
population, according to the last preceding Federal or State census .
Application for a pawnbroker' s license shall be in writing ,
filed with the Clerk ori a form furnished by the City and shali
be accompanied by the required license fee. The application
shall then be referred to the Palice Department for investigation
and recommendation. Any conviction by the applicant o� owner of
the business , during the previous ten C10) years for the cri.mes
of burglary, larceny , receiving stolen goods and other such o�
similar crimes , as may be determined by the Chief of Police , s�all
be grounds for denial of such license. In case of approval of
the application by the City Council , after written recommendation
has been made to said body by the Police Department , such license
�ay then be issued.
SECTiON II : £x�.sting Section 5-1203 of Title V CBusiness

�rdinances of the City of Renton" is hereby amended to read as
foliows�
Section 5-1203 as amended: EVERY PAWN$ROY.ER N4UST
KEEP �CbRDS�: It shall be the duty of every pasR�o�Cer to
maintain at his glace of business a bound book or record (but
not a loose leaf record book) in which s-hall be legibly written,
in ink, in the English language, at the time of such loan,
e�change, purchase or sale , a record thereof eontaining, among
others, the following information: -

It shall be unlawful for any pawnbrak�r and every clerk , agent ,
or employee o� such p�.wnbroker to f�i1. , negl.ec� or refuse to rnake

Anyone who pledges , �ell.s c�� c�n�igns any p�+oper�ty to ar with
� a pawnshop ar pawnbroker a� hereinabove defined, �r��ii sign �
the recnrd required �o be kept by such dealer with his true name
j and sha11 include his correct r�esid�nce address , and every
pawnbroker, clerk, a�en� , ar employee o�' any pawnbroker shall
require proper and adequat� identif�.cation of sueh person. The
ident�.fication sh�ll irielud� �he name o� �Ghe person, hirt�da�e ,
sex, race and address of the p�rson w3�o pledges , sells , �Grades
or consigns �he praperty. �'he signature shall b� verified for
correctness and legibility by the pawnbro?cer, clerk, agent or
employee.

tlrdinanees of the City of Re�tan" is hereby �mended to read as follt�ws :
Section 5-2205 � as amend�d: RECORDS TO BE OPEN FOR SNSPEC`��ON :
Al1 books and ather records af any pawnbroker relating t� gurehare ,
pledge, exchanga , bartar ar re�eip� of any goods , war�s ,
merchan�or a�her art�.cle� c�r th�.n�s �f value , sha�.l at all
-times be open for insp�ctic�n by the Chief of Police, ar any Poli.ce
Offieer detailed far that p�rpose , a11, s�c�rage ar��.s ancl �,11
articles or things recei.ved, purchased or left in pled�e and
stored, with said pawnbrake�+ shall at alI times be open to
inspection.

expiration of thirty (30) days .after the same were purchased,
received or left in pawn, un�.�ss the said gobds , articles or
things h.ave within the time specified, been insp�cted �nd
approved for release by the Police �epartment, which such.
approval shall be in writi.n�;.
It sha11 be unlawful for any pawnbroker, his clerk or employee ,
to receive in �ledge, or purchase , any article or thing from any
person under eighteen (18) years of age , or from any person who
is at the time in�oxicated, or from any habitual drunkard, or
from any pe�son addicted �n the u�e of narcotic drugs , or from
any person who is known to be �. thief, or a receiver of stolen
goods , or from any person whom he has reason to su�p�ct or believe
�o bs such. Notification by th� Police De�artment to the lz�csnsee ,
clerk, agent or tm�,loyee �hat a person has been convicted o�'
burglary, 1arc�ny , receiving stol.en goods or similar crime sha11
constitute sufficient notice of said conviction under �he
provisions of this chap�er �nd s2�a11 constitut� prima facie
evidence that such licens�c , al�rk, agent or employee had
knowledge of such eonvietion.
The fact of loaning money upon or puchasing goods from any of
the classes of person enumera��d in this seetion shall be
prima facie evidence of an intent t� and on the part of such
pawnbroker, his agent or empl.oy�e , to vio].ate this Chapter.
SECTION V: Any and all orda.nances or parts of ordinanc�s
in conflict herewith are her�by r�pealed.
SECTION Vx : This ordinance sha.11 be effective upon its passa�e ,
approval and five days after its publication, unless otherwise provided
for �ereinabove.
