CITY OF RENTON, WASHINGTON
ORDINANCE N0. 3183
AN ORDINANCE relating to the waterworks utility
of the City including the sewerage system as a
part thereof; specifying and adopting a system or
plan of additions to and betterments and exten-
sions of that waterworks utilit ; declaring the

estimated cost thereof as nearly as may be; pro-
viding for the methods of paying such cost; and
authorizing and approving the execution of an
intergovernmental contract for the construction
and operation of water supply and transmission
facilities relating to such system or plan.
�E IT ORDAINED BY THE MAYOR AND CITY COUNCIL OF THE CITY OF
RENTON, WASHINGTON, as follows:
Section l. The City hereby specifies and adopts a system or
plan for making additions to and extensions and betterments of the
waterworks utility of the City including the sewerage system as a part
thereof (herein defined as the "Plan of Additions and Betterments") ,
which plan shall be that part of the "Comprehensive Water System Plan, "
dated October 1976, prepared by Harstad Associates, Inc. , consulting
engineers (which plan is on file at the office of the City Clerk) as
the same applies to the City and the improvements described in
"Alternate B-1°` of that plan. There shall be included in the foregoing
Plan of Additions and Betterments the acquisition and installation of
all necessar valves, fittings, couplings, connections, equipment and

appurtenances, and the acquisition of any easements and rights-of-way
and lands and water rights that may be required; and there shall also
be included the performance of such work as may be incidental and
necessary to do the construction and installation of the foregoing Plan
of Additions and Betterments. I
The above-described plan shall be subject to such changes of I
detail not substantially affecting the service provided by that plan '

pursuant to authorization given by the City Council either prior to
or during the actual course of contstruction.
Section 2. The esti.mated cost as near as may be of the Plan
of Additions and Betterments is hereby declared to be $1,354 ,500. The
cost of acquiring, constructing and completing the Plan of Additions
and Betterments shall be paid from grants anticipated to be received
from the State of Washington, Department of Health and Social Services
(Referendum No. 27) , and from water and sewer revenue bonds to be issued
by the City in an amount estimated to be $960,000 par value. The pro-
posed water and sewer revenue bonds shall be paid from revenues of the
waterworks utility which shall include payments received pursuant to
an intergovernmental contract approved by this resolution.
Section 3. The Mayor of the City is hereby authorized to
execute and the City Clerk is hereby authorized to attest on behalf of
the City the Intergovernmental Contract for Joint Water Supply and
Storage Facilities negotiated by the City of Renton, King County Water
District No. 14, King County Water District No. 63 , King County Water
District No. 69, King County Water District No. 77 and King County
Water District No. 88 , relating to the provision of water supply, trans-
mission and storage set forth in the Plan of Additions and Betterments
specified and adopted by this ordinance. A copy of that contract is
on file in the office of the City Clerk as of the date of passage of
this ordinance.
Section 4. The City has acted as the lead agency under the
5tate Environmental Policy Act with' respect to the Plan of Additions
and Betterments. The responsible City officials have heretofore
investigated the environmental impact of that plan, have complied with
the State Environmental Policy Act and regulations promulgated there-
under with respect thereto, and have prepared and circulated its
Declaration of Non-5ignificance and published its notice with respect

thereto. The City Council hereby approves and ratifies that Declaration
of Non-Significance.
