ORDINANCE N0. 3922
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON,
AMENDING PORTIONS OF SECTIONS 4-702 AND 4-707
OF TITLE IV (BUILDING REGULATIONS) OF ORDINANCE
NO. 1628 ENTITLED "CODE OF GENERAL ORDINANCES
OF THE CITY OF RENTON" RELATING TO SMALL LOT
ZONES
THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO ORDAIN
AS FOLLOWS:
SECTION I : Existing subsection B of Section 4-702 of Title IV
(Building Regulations) of Ordinance No. 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amended by adding the
following subsection:
Section 4-702 (B) 6 . BUILDING ENVELOPE: The allowable building
area permissible for the construction of one (1) single family dwelling
unit in a residential cluster.
SECTION II: Existing subsection C of Section 4-702 of Title IV
� (Building Regulations) of Ordinance No. 1628 entitled "Code of General
Ordinances of the City of Renton" is hereby amended by adding the
following subsection:
Section 4-702 (C) 10 . CLUSTER (Residential) : The placement
of more than one (1) building envelope on a single lot or parcel of land
for the purpose of constructing single family residential dwelling units
in either attached or detached construction arrangement, and where the
propery ownership outside the building envelopes is commonly held by
all single family dwellings on that lot or parcel of land.
SECTION III: A new Section 4-707 of Title IV (Building
Regulations) of Ordinance No. 1628 entitled "Code of General Ordinances
of the City of Renton" is hereby created as follows:

Section 4-707 : R-1-5 RESIDENTIAL ZONE
(A) Purpose: The Residential Zone (R-1-5) is established for
medium density, single-family residential dwellings . It is designed
to protect established single family areas and to encourage better use
of common and private open space, more privacy, more energy and resource
efficient homes, and protection of sensitive natural areas . The R-1-5
zone is intended for areas which are designated Single Family on the
Comprehensive Plan and are directly adjacent to higher density zoning or
for areas which are designated Low Density Multiple Family on the
Comprehensive Plan.
(B) Uses: In the Residential Zone (R-1-5) , the following uses are
permitted and prohibited:
l. Principal Uses:
a. Detached or attached single-family dwellings .
b. Gardening or fruit raising, non-commercial . ,
c . Neighborhood parks .
2 . Accessory Uses:
a. A maximum of two (2) detached buildings and/or
structures, such as are ordinarily associated with
single-family dwellings, up to a maximum of seven
hundred twenty (720) square feet for the total of
all detached structures.
b. Home occupations when approved by the Board of
Public Works.
c. Day care for a maximum of six (6) persons .
3 . Conditional Uses: In the Residential Zone (R-1-5) , the
following uses and their accessory uses may be allowed by conditional
use permit as provided in Sec . 4-748 of the City Code:
a. Churches
b. Schools, both public and private

c. Public and quasi-public uses essential to the
physical and economic welfare of an area, such
as fire stations, electrical substations,
telephone exchanges, and community and regional
parks . Buildings shall conform to and harmonize
with the surrounding buildings as to type of
architecture, setback and landscaping.
4 . Prohibited Uses: In the Residential Zone (R-1-5) , the
following uses are prohibited:
a. Travel trailers, r.ecreational vehicles, or mobile
homes used for habitation.
(C) Developmental Standards: In the Residential Zone (R-1-5) ,
the following developmental standards shall apply:
1. Dwelling Unit Density and Lot Area: The dwelling unit density
in the R-1-5 Zone shall not exceed 8 .0 dwelling units per acre (including ,
area dedicated for public purposes) . '
a. Platted Single Family Lots: The lot area shall
not be less than 5, 000 square feet for any single- I
family dwelling.
b. Clustered Dwelling Units : The total number of
dwelling units permitted in a cluster shall be
the net area divided by 5, 000 after allowing
for the newly platted streets.
c. Minimum site area: The contiguous area that may
be zoned R-1-5 shall not be less than three (3)
lots or 15, 000 square feet.
d. Maximum site area: The depth of an area that
may be zoned R-1-5 shall not exceed 400 feet. The
width shall not exceed 1300 feet. The contiguous
area that may be zoned R-1-5 shall not be
greater than eight (8) acres .
2 . Platted Lot Dimensions and Setbacks:
a. Lot Width: A minimum of fifty feet (50 ' ) for an
interior lot and sixty feet (60 ' ) for corner lots .
b. Lot Depth: A minimum of eighty-five feet (85 ' ) .

c. Setbacks:
1) Front Yard: A minimum depth of twenty feet (20 ' ) .
2) Rear Yard: A minimum depth of twenty-five feet
(25 ' ) . See exception below.
3) Side Yards:
a) Interior Lots: A total of both side yards
equal to a minimum of ten (10) feet. If a
detached structure is proposed to be located
within five feet (5 ' ) of a side property line,
the adjacent property shall be required to
have a ten foot (10 ' ) side yard setback free
of structures and, in addition, a permanent
legally recorded plat covenant or easement
must be provided for necessary access to
the adjacent lot to allow painting, re-roofing
and other normal repair and maintenance, and
for the encroachment of eaves upon the adjacent
property. When structures are proposed to
share a common wall on a lot boundary line,
a legally recorded plat covenant or easement
must be provided for necessary access to each
adjacent lot to allow painting, re-roofing
and other normal repair and maintenance of
each structure ' s exterior.
b) Corner Lots: The side yard along a street
shall not be less than twenty feet (20 ' ) in
width, except on previously existing platted
lots which are forty feet (40 ' ) or less in
width in which case the side yard shall be
not less than ten feet (10 ' ) . If a corner
lot is less than the minimum width required
by this section, then for each foot in width
in excess of forty feet (40 ' ) , the required
yard shall be increased from a minimum of
ten feet (10 ' ) by one foot (1 ' ) up to a
maximum of twenty feet (20 ' ) .
4 ) Special Setbacks:
a) A maximum of a twelve foot (12 ' ) reduction
in the rear yard setback may be permitted
' in the rear yard where the side yard on one
side is increased by two feet (2 ' ) for
each three feet (3 ' ) of reduction of the
rear yard setback.
b) Accessory buildings shall have a minimum
side yard and rear yard setback of three

feet (3 ' ) . In addition, accessory buildings
shall provide a minimum of six feet (6 ' )
' setback from residences, and shall not be
allowed within required front or side yards
along streets.
c) The standard setbacks from the boundaries
of a subdivision as set forth in the R-1
Zone (Section 4-706) shall apply in the
R-1-5 Zone.
d) In order to preserve privacy between adjacent
lots, in the event that the side yard setback
is less than five feet (5 ' ) , there shall be no
windows, doors, or mechanical vents in the
wall facing the nearest lot line except when
such wall faces permanent open space or a public
or private right-of-way.
e) Eaves may protrude no more than eighteen
inches (18") across a lot line .
3 . Lot Coverage: The maximum area covered by buildings shall
not exceed thirty-five percent (350) of the total lot area.
4 . Clustered Single Family Dwellings:
a. One or more building envelopes of at least two
thousand two hundred (2200) square feet meeting
all setback requirements of Subsection 4-707 (C)
from the boundaries of the lot may be established
to accommodate clustered single family dwellings .
b. The remaining lot area outside of the building
envelopes shall be retained as common open space.
c . Building envelopes shall be platted to provide a
permanent legal record of their size, shape and
location. The building envelope is only required
for clustered single family development.
d. No more than four (4) building envelopes may be
contiguous in any one cluster.
5 . Height:
a. The height of a dwelling or structure shall not
exceed thirty feet (30 ' ) .
b. Accessory buildings and/or structures shall not
exceed twelve feet (12 ' ) in height.

6 . Driveways: Maximum length of one hundred fifty feet (150 ' )
with a maximum of two (2) lots per driveway, except that in clustered
dwelling units a maximum of four (4) dwelling units may utilize one
(1) driveway having a minimum width of twenty (20 ' ) feet.
7 . Parking. See Chapter 22 , Title IV of the City Code .
8 . Signs: See Chapter 19, Title IV of the City Code.
9 . Special Conditions:
a. The preliminary and final plat or short. plat must
illustrate the approximate size and location of
all structures (including building envelopes)
proposed to be placed in an otherwise required
yard or open space. Building and Zoning Department
officials shall determine at the time of submission
if setback requirements have been met.
b. Nothing herein shall be deemed to prohibit the
construction of a single family dwelling and its
accessory buildings on a pre-existing platted lot
with less area than herein required.
10 . Site Plan Review: Site plan review in accordance with the
City Code shall be required for all development of more than four (4)
lots or more than four (4) clustered dwelling units in the R-1-5 zone .
SECTION IV: This Ordinance shall be effective upon its passage,
approval and thirty days after publication.
