ORDINANCE NO. 3923
AN ORDINANCE OF THE CITY OF RENTON,WASHINGTON,
AMENDING THE CITY' S COMPREHENSIVE PLAN AND MAPS
AND DATA IN CONJUNCTION THEREWITH RELATING TO
POLICIES WITH REFERENCE TO TRANSITIONAL SINGLE
FAMILY RESIDENTIAL DEVELOPMENT
WHEREAS the Planning Commission of the City of Renton and
the City Council have heretofore adopted and filed a "Comprehensive
Plan" as evidenced by Resolution No. 1240 , and Ordinance No. 2142 ,
and as same have been implemented and amended from time to time,
together with the adoption of various codes, reports and records, and
WHEREAS since said adoption the Planning Commission has
heretofore duly recommended to the City Council, from time to time
certain amendments to said City' s "Comprehensive Plan" ; and
WHEREAS the Planning Commission held a public hearing on or
about May 9, 1984; and
WHEREAS the Planning Commission has made certain findings
and recommendations to the City Council, including implementing policies
for transitional single family residential development, which implementing
policies were approved and are hereby adopted by the City Council of the
City of Renton; and
WHEREAS the City Council has duly determined, after due considera-
tion of the testimony and evidence before it that it is advisable and
appropriate to amend and modify the City' s "Comprehensive Plan" and such
modification being in the best interest and for the public benefit,
NOW THEREFORE

THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DO
ORDAIN AS FOLLOWS:
SECTION I: The afoxestated findings and recitals are hereby
found to be true and correct in all respects.
SECTION II: The Comprehensive Plan and maps, data and reports
in support of that Comprehensive Plan are hereby modified and amended,
to include the policies for transitional single family residential
development as shown on Exhibit "A" attached hereto and incorporated
herein as if fully set forth.
SECTION III: The Policy Development Director is hereby authorized
and directed to make the necessary changes on said City' s "Comprehensive
Plan" and the maps in conjunction therewith to evidence the afore-
described amendment.
SECTION IV: The City Clerk is further authorized and directed
to file this Ordinance as provided by law, and a complete copy of said
document likewise being on file with the office of the City Clerk of
the City Renton.
SECTION V: This Ordinance shall be effective upon its passage,
approval and thirty days after publication.

POLICY CHANGES
COMPREHENSIVE PLAN LAND USE DESCRIPTIONS
Sinqle Family Residential
An area intended for detached single family dwelling units...not exceeding the density of
six (6) dwelling units per gross acre...and related compatible low density uses. Under
special conditions. such as planned unit developments. other building types may be
appropriate.
Single family dwelling units up to a density of eight (8) dwelling units per gross acre may
be appropriate adjoining more intensive residential or nonresidential uses. Detached
single family dwellings or the utilization of clustering. zero lot line. common wall. or
other contemporary construction and design techniques may be appropriate in these areas.
IV. RESIDENTIAL GOAL
NEIGHBORHOOD OBJECTIVE:
POLICIES:
9. Housing alternatives should encourage a variety of choice in architectural
design. physical location. building arrangement. and ownership patterns.
C. HOUSING DENSITY OBJECTIVE:
POLICIES:
4.a. Medium and high density single family uses should be considered as
an alternative to low density multiple family uses in buffering single
family areas from more intensive residential or nonresidential
zoning.
11. Medium and high density single family uses should be located in the
immediate vicinity of more intensive residential and nonresidential
uses and not represent single lots or isolated areas of more intensive
single family residential use. Zoning for higher density single family
uses should be only as extensive as appropriate to provide for a
smooth transition between more intensive and less intensive uses. In
cases where topographic separation or other barriers already provide
an adequate buffer between a single family area and more intensive
uses. medium and high density single family uses are not appropriate
adjacent to the single family area.
V. COMMERCIAL GOAL:
A. COMMERCIAL AREAS OBJECTIVES:
8. euffers should be placed between commercial and single family uses
with higher density single family as an alternative to multiple
family uses where either the scale of the commercial development
or the geographical constraints in the vicinity of the commercial
area represent opportunities to locate less intensive residential uses
adjacent to the commercial areas.
