ORDINANCE NO. 1509
AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON
RELATING TO ANIMALS CAPABLE OF TRANSMITTING
RABIES, PROVIDING FOR QUARANTINING, IMPOUNDING,
VACCINATION AND DESTRUCTION THEREOF, DEFINING
OFFENSES AND PRESCRIBING PENALTIES THEREFOR
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON, AS FOLLOWS:
Section 1: Whenever the Health Officer of the City of Renton suspects that
any animal capable of transmitting rabies is infected with such disease, such Officer
shall prescribe a period of quarantine, not to exceed fourteen days, and he shall
thereupon notify the owner or custodian of said animal in writing; thereupon such
animal, at the discretion of the Health Officer, shall be either quarantined in the
City Pound or upon the premises of the owner or a licensed veterinarian where con-
ditions of quarantine are strictly kept, except as otherwise specified in Section
4 of this Ordinance. Delivery of such notice to a person of suitable age residing
upon the premises shall be deemed sufficient notice hereunder. During such period
of quarantine, the Pound Master, his employees and members of the Police Department .
of the City of Renton are authorized to enter any premises for the purpose of appre-
hending any such animal and to cause the impounding of same except as otherwise pro-
vided herein.
Section 2: Whenever the Public Health Officer shall determine that rabies
is a serious hazard to the public health in the City of Renton or any part thereof,
he shall cause due notice of such hazard to be published in the City's official news-
paper for two successive weeks. The Health Officer may declare and establish a quar-
antine period of thirty days after such last publication during which period it shall
be unlawful to keep or harbor any animal capable of transmitting rabies unless same
is securely confined by a leash or tight enclosure from which such animal cannot
escape. Any such animal found running at large during such quarantine period shall
be impounded and humanely disposed of unless redeemed within two days by the owner
or his duly authorized agent. If apprehension by reasonable means is not possible,
such animal may be destroyed. The Public Health Officer may extend any such quaran-
tine period when deemed necessary by giving one additional notice in the official
City newspaper.
Section 3: It shall be unlawful to permit or cause to permit any animal subject

to such quarantine to come in contact with any other animal or person or to run at
large or to be removed from any quarantined premises without written consent of the
Health Officer of the City of Renton. Any such animal removed or caused to be re-
moved without such written consent or found running at large shall be impounded and
humanely disposed of unless redeemed within two days after impounding and returned
to its quarantine.
Section 4: Any such animal bitten by one found to be rabid on clinical or
laboratory diagnosis by the Health Officer shall be given the Pasteur or similar
treatment or be -humanely destroyed, at the option of the owner or keeper.. whether
or not such animal shall have been vaccinated by the single treatment of anti -rabies
vaccine. In the event that such animal has been administered the Pasteur treatment,
it shall be quarantined for a period of ninety days.
Section 51 Whenever the Health Officer determines that conditions exist where-
by it is necessary for the protection of the public health that animals capable of
transmitting rabies be vaccinated within a specified period of time with anti -rabies
vaccine, he shall require that all such animals three months of age or over shall
be so vaccinated or humanely destroyed, at the option of its owner or keeper and
failure to do so shall constitute a violation of this Ordinance. Notice of such
determination and requirement shall be given by publication in the official City
newspaper for a period of two successive weeks.
Section 6: Any person, firm or corporation violating this Ordinance 'or:. any
part thereof shall be guilty of a misdemeanor and shall upon conviction thereof be
punished by a fine not exceeding $100.00 or by imprisonment in the City Jail for a
term not exceeding thirty days, or by both such fine and imprisonment.
Section 7: This Ordinance shall be in full force and effect after its passage,
approval and legal publication.
