AN ORDIWCE OF THE CITY OF RENTON, WASHINGTON, RELATING
TO AND PROVIDING FOR OFFICERS OF THE CITY, THEIR ELECTION
OR APPOINTMENT, TERMS OF OFFICE, QUALIFICATIONS, COA-PENSA.-
TION AND DUTIES; AND REPEALING PROVISIONS OF PRIOR ORDINAN-
CES IN CONFLICT HEREWITH.
BE IT ORDAINED BY THE MAYOR AND THE CITY COUNCIL OF THE CITY OF RENTON, AS
FOLLOWS:
SECTION 1: The Officers of the City of Renton, Washington, shall
consist of the following, whose election or appointment and whose terms of
office and compensation shall be as below stated, to -wit:
MAYOR: - elective - term 4 years - salary as fixed in City Budget.
12 COUNCILMENf -elective - term 4 years - salary as fixed in City Budget.
CITY CLERK: - elective - term 4 years - salary as fixed in City Budget.
DEPUTY CITY CLERK: - appointive - term indefinite, at pleasure of
appointing officer - salary as fixed in City Budget annually.
CITY TREASURER: - elective - term 4 years - salary as fixed in City
Budget.
ASSISTANT CITY TREASURER: - appointive - term indefinite, at
pleasure of appointing officer - salary as fixed in City Budget
annually.
CITY ATTORNEY: - appointive - term 4 years - salary as fixed in City
Budget annually.
ASSISTANT CITY ATTORNEY: - appointive - term indefinite, at pleasure
of appointing officer - salary as fixed in City Budget annually.
STREET COMMISSIONER: - appointive - term 4 years - salary as fixed
in City Budget annually.
CITY ENG1 EER: - appointive - term 4 years - salary as fixed in
City Budget annually.
COMPTROLLER: - appointive - term indefinite, at pleasure of appoint-
.ing authority, salary as fixed in City Budget annually.
PURCHASING AGENT: - appointive - term indefinite, at pleasure of
appointing authority, salary as fixed in City Budget annually. \
POLICE JUDGE: - elective - term 2 years - salary as fixed in City
Budget.
CHIEF OF POLICE: - appointment and tenure under Civil Service
Laws and Ordinances - salary as fixed in City Budget annually.
CHIEF OF FIRE DEPARTMENT: - appointment and tenure under Civil
Service Laws and Ordinances - salary as fixed in City Budget annually.
DIE
HEALTH OFFICER: - appointive - term 4 years - salary as fixed
in City Budget annually.
5 LIBRARY TRUSTEES: - appointive - term 5 years - no salary.
SECTION 2: The duties and powers of each officer of the City shall be
those prescribed by the Laws of the State of Washington and by the Ordinances of
the City of Renton; in addition to the provisions hereinafter made applicable to
the respective officers.
a. On and after the first Monday in June, 1956, the office of the Mayor
shall be conducted on a full time basis; he shall be the chief executive officer
of the City Government and as such have general supervision over the several de-
partments of the City Government and over all its interests.
b. The duties of the Street Commissioner shall include supervision of
all streets,'public places, the City Garage and Repair Shop, and all sewers
(sanitary and storm, but excluding the sewage disposhl plant); also supervision
of construction, maintenance and operation thereof.
c. The duties of the City Engineer shall include supervision of the
water system, the Sewage Disposal Plant, and all city buildings except the City
Garage and Repair Shop; also supervision of construction, maintenance and operation
thereof.
d. The duties of the Comptroller shall be to act as administrative
assistant to the Mayor in matters of City Finance and .Administration, and partic-
ularly in the general planning and supervision of annual budgets; and generally
to perform such other duties as may be assigned to that officer by the City Council.
To be eligible for the office of City Comptroller the appointee must be a High
School graduate and have completed a minimum of two years of college, or in the
alternative to such college education, have at least three years of practical
experience in the field of accounting, including cost accounting and public finance.
e. The office and duties of Purchasing Agent shall be separate and
distinct from those of any other City Officer or Department, and be under general

supervision'of the appointing aut#ority; but other City Officers or employees
including the Shop Foreman, shall be eligible for appointment as Purchasing
Agent as such separate position.
f. The City Council shall elect from its members a President of the
City Council, who shall preside at all meetings of the Council-when the Mayor
is not present and who shall act as-Mayor and exercise the authority and perform
the duties thereof whenever there is a vacancy in the-office of Mayor or he is
absent from the City or unable from any cause to discharge the duties of his
office.
SECTION 3: The appointive officers above enumerated, except those under
Civil -Service, shall be appointed by the Mayor, subject to confirmation by the
City Council. The affirmative vote of not less than seven councilmen shall be
required to confirm any such nomination made by the Mayor. If the City Council
shall refuse to confirm any such nomination of the Mayor, then he shall within
ten days thereafter nominate another person to fill the office and he may con-
tinue to nominate until his nominee is confirmed. If the Mayor fails to make
another nomination for the same office within ten days after the rejection of a
nominee, then the City Council shall elect a suitable person to fill the office
during the term. Whenever a vacancy shall occur in an appointive office, the
vacancy for the unexpired term shall be filled by appointment in the same manner
as at the beginning of the term, unless otherwise expressly provided by law.
Each officer of the City hereinabove enumerated before entering upon the duties
of his office shall take the oath of office, and if required by law or Ordinance
to give bond shall file the same within ten days after receiving notice of his
election or appointment, or if no notice is received, then on or before the date
fixed for the assumption by him of the duties of the office to which he may have
been elected or appointed.
SECTION 4:. Deputies and/or Assistants of City Officers, where such.
positions now exist or are hereafter authorized by the City Council, except those
under Civil Service, shall be appointed by the respective City Officers by writing

filed with the City Clerk, subject to approval of the City Council. The
Clerk shall inform the Council of the filing of any such appointment at the
next following regular Council meeting, and if not rejected by the Council
within thirty days after its filing, the appointment shall be deemed approved
by the Council. Deputies and Assistants may at any time be removed by the
respective City Officers without Council action thereon. Each Deputy and
each Assistant shall receive such compensation for his services, payable semi-
monthly, as may be fixed annually in the City Budget. The provisions of this
Section shall apply only to Deputies of and Assistants to City Officers, designa-
ted and titled as such, but not to regular or casual employees of the City
otherwise titled or authorized and provided for in annual City Budgets,and not
to Deputies or Assistants under Civil Service.
SECTION 5: Ordinance No. 1392 and -any other Ordinances, parts or
provisions of Ordinances in conflict herewith, are hapetseded.hereby.
SECTION 6: This Ordinance shall become effective from and after its
passage, approval and legal publication.
