SUMMARY OF ACTION:
The Washington State Department of Natural Resources (WDNR), through the United States Department
of Agriculture - Forest Service, Urban and Community Forestry Program funds, offered the 2010 Urban
Initiative Grant for urban forestry assistance to local communities and non-profit organizations. The
City of Renton, Community Services Department, submitted a qualifying proposal to perform an Urban
Tree Canopy Assessment study. On August 31, 2010, WDNR notified the City of Renton that it was one
of three cities selected for a grant award. The total project cost is $57,984 with the WDNR grant
contributing $30,000 and the City share contributing $22,225 (2010 CIP) and $5,759 (staff in-kind). The
project must be completed by July 31, 2011.
The Urban Tree Canopy Assessment Project will perform an aerial assessment of tree cover using
remote satellite images of the City. The study will determine the amount of pervious and impervious
surfaces, provide mapping in various color spectrums that distinguish tree canopy from open fields,
water, roof tops, roadways, open space and multiple land classifications and provide strategies for
increasing canopy cover. In addition, the project will compare Renton's current canopy cover on public
and private lands with aerial photographs from 2003. The final analysis and assessment report will
provide the findings of the study such as acres of canopy and hard surfaces, identify planting
opportunities, provide a dollar value of water, air and land benefits that trees and other vegetation
contribute, the potential for increasing those values, recommend canopy cover guidelines by zoning
classifications and more. The report will be an educational tool to demonstrate the values of protecting
and increasing tree canopy, develop urban forestry program canopy cover goals and be a basis for
future land development comparisons.
STAFF RECOMMENDATION:
Approve an interagency agreement with the Washington State Department of Natural Resources in the
amount of $57,984 and authorize the Mayor and City Clerk to sign the agreement.

SUBJECT:2010 Urban Initiative Grant – Interagency Agreement and Resolution
ISSUE:
Should the Council concur with the staff recommendation to enter into the 2010 Urban
Initiative Grant Interagency Agreement and approve the Resolution with Washington
State Department of Natural Resources to conduct The Urban Tree Canopy Assessment
Project for trees on public and private lands?
RECOMMENDATION:
Staff recommends approval of the Interagency Agreement and Resolution with the City
of Renton and the Washington State Department of Natural Resources in the base
amount of $57,984 to perform The Urban Tree Canopy Assessment Project. The City has
a 2010 budgeted amount of $110,000 in its Capital Improvement Urban Forestry
Program. The City applied to the State in July 2010 with a proposal to perform a
citywide canopy cover assessment and analysis. On August 20, 2010 Renton was
selected as one of three communities in Washington to receive the $30,000 Urban
Initiative Grant. A consultant will be utilized that provides canopy cover mapping,
assessment and analysis for this project. The project is expected to be completed well
within the July 31, 2011 deadline.
BACKGROUND SUMMARY:
The Community Services Department and other departments have been implementing
the Urban and Community Forestry Development Plan since City Council approval
(July 20, 2009). One of the key strategies of the plan was to conduct a citywide canopy
assessment. The purpose is to determine the ratio of impervious to pervious surfaces,
and the dollar value of environmental benefits that canopy cover provides and
guidelines that homeowners, planners and developers can use to minimize canopy cover
loss. Included in the grant application were letters of support from Mayor Denis Law
and Chip Vincent, Planning Director for Community and Economic Development
Department.

The City’s contribution to the project is $22,225 budgeted from the 2010 Urban Forestry
Program CIP Fund and $5,759 of in-kind staff time. The project will be performed using
the services of a consultant specializing in remote sensing and canopy cover analysis. A
report will contrast Renton’s public and private canopy cover in 2003 with existing cover
and display maps highlighting canopy, other pervious surfaces such as turf, and
impervious surfaces such as roof tops and streets. Data will be summarized using land
classifications (i.e. zoning) and include number of acres for each type of designation.
The report will indicate the potential for increasing canopy cover with corresponding
values, for example, increases in stormwater retention through tree planting or
maintenance. A dollar amount will be attributed to each environmental value, for each
classification by tree and for the city as a whole. Environmental values include the
corresponding cost to otherwise construct stormwater detention facilities, remove air
pollutants, store and sequester carbon and purify water using modeling programs of the
data. One of several products will be an Adobe PDF document that contains various
layers of data in map form, with graphs and tables that will be accessible to the public
on the City’s web site. The data will be useful in other ways including educating the
public about the dollar value and importance of trees on private property and for
quantifying and locating the green infrastructure for the Parks, Recreation, Open Space
and Natural Resources Plan. The project is expected to be completed in about four
months from the date of hiring a consultant.
CONCLUSION:
The City of Renton is fortunate to become one of three cities in Washington to leverage
federal funds administered through the Washington State Department of Natural
Resources for its Urban Tree Cover Assessment Project. Approval of the Interagency
Agreement and Resolution at a total cost of $57,984 will provide valuable educational
and planning information about Renton’s public and private urban tree cover. The City
will be reimbursed $30,000 by the State of Washington after project completion. A
consultant is expected to be hired for this project in November 2010.

AN ORDINANCE OF THE CITY OF RENTON, WASHINGTON, ESTABLISHING THE
ZONING CLASSIFICATION OF CERTAIN PROPERTY WITHIN THE CITY OF
RENTON'S FAIRWOOD POTENTIAL ANNEXATION AREA FROM R-6 (URBAN
RESIDENTIAL 6 DWELLING UNITS PER ACRE, KING COUNTY ZONING), R-18
(URBAN RESIDENTIAL 18 DWELLING UNITS PER ACRE, KING COUNTY ZONING),
R-24 (URBAN RESIDENTIAL 24 DWELLING UNITS PER ACRE, KING COUNTY
ZONING), AND R-48 (URBAN RESIDENTIAL 48 DWELLING UNITS PER ACRE, KING
COUNTY ZONING) TO RM-F (RESIDENTIAL MULTI-FAMILY; TWENTY DWELLING
UNITS PER ACRE) (FAIRWOOD ANNEXATION, FILE NO. A-08-002).
WHEREAS, under Section 4-2-020 of Chapter 2, Zoning Districts - Uses and Standards, of
Title IV (Development Regulations) of Ordinance No. 4260 entitled "Code of General Ordinances
of the City of Renton, Washington", as amended, and the maps and reports adopted in
conjunction therewith, the property hereinbelow described has not been zoned in the City of
Renton; and
WHEREAS, the City having held two public hearings to consider a pre-zoning application,
with the first hearing being held on August 25, 2010, and the second hearing being held on
September 29, 2010, and the zoning being in conformity with the City's Comprehensive Plan, as
amended, and the City Council having duly considered all matters relevant thereto, and all
parties having been heard appearing in support or opposition to the proposed zoning;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
ORDAIN AS FOLLOWS:
SECTION I. The following described property in the City of Renton is hereby zoned to
Residential Multi-Family (RM-F). The annual ordinance adopting the maps of the City's zoning
ordinance is hereby amended to evidence the rezoning and the Administrator of the

Community and Economic Development Department is hereby authorized and directed to
change the maps of the zoning ordinance, as amended, to evidence the rezoning, to wit:
See Exhibit "A" attached hereto and made a part hereof as if fully set forth
herein.
[The subject property, which consists of four subareas in the potential Fairwood
annexation area, amounts to approximately 138 acres.]
SECTION II. This ordinance shall be effective upon its passage, approval, and thirty
(30) days after publication.
