SUMMARY OF ACTION:
In accordance with Ordinance #5210 (Water Billing Adjustment for Water Leak), Finance staff submits to
the Council's Finance Committee a request for a once in five-year leak adjustment that exceeds $2,000.

ISSUE
Should an adjustment be made to Shadowhawk LLC’s utility bill as a result of a water
leak?
RECOMMENDATION
Staff recommends approval of the adjustment in the amount of $2,907.11 in accordance
with Ordinance #5210.
BACKGROUND
Finance received a request for a leak adjustment from Shadowhawk LLC. Attached is
their written request and documentation of the leaks along with their utility billing
history. D Youngs Plumbing Inc. replaced the line (see attached proposal).
The requested adjustment covers two billing periods and breaks down as follows:
Water $ 461.34
Sewer 700.28
Metro 1,745.49
Total $2,907.11
Ordinance #5210 provides that any adjustment will be submitted to the Finance
Committee for approval on accounts greater than $2,000.

SUMMARY OF ACTION:
BACKGROUND
In May 2009, the Human Resources and Risk Management (HRRM) Safety Officer retired. In his
absence, the HR Systems Technician incumbent began processing Worker’s Compensation claims. Now
with the recent layoffs, the HRRM Department eliminated the position of Risk Management Analyst.
With the downsizing of the Risk Management section this past year, it has become necessary for the HR
Systems Technician to perform more duties related to Risk. Not only has the current incumbent been
performing Risk Management related duties since May 2009, but she has recently moved away from her
Human Resources duties and taken on more responsibilities in the area of Risk.
If approved, this proposal will provide a salary adjustment for one employee. The cost of
implementation during FY 2010 is approximately $2,856, excluding salary related benefits. This
proposal would be effective January 1, 2010. If approved, the costs for the promotion would be
absorbed by the 2010 budget.
RECOMMENDATION
Risk Management Analyst (Non-Represented, grade m17): It is recommended to eliminate this position
and reclassify to a Risk Management Technician at grade n13. There are currently no incumbents in the
Risk Management Analyst position.
Human Resources Systems Technician (Non-Represented, grade n11): It is recommended to retain this
position title, but promote the current incumbent into the newly created Risk Management Technician
position, moving from a grade n11 to a grade n13.
STAFF RECOMMENDATION:
Approve reclassification of the Risk Management Technician position and the promotion of the current
Human Resources Systems Technician into that position.

CLASS TITLE:
RISK MANAGEMENT TECHNICIAN (XXXXX)
BASIC FUNCTION:
Under the direction of an assigned supervisor, perform responsible technical support for
Risk Management programs, which may include property and liability claims, workers
compensation, and safety and environmental health/hazards management; receive and
process workers' compensation, liability and property damage claims filed against or
sustained by the City; participate in the adjustment of claims; work within established
guidelines to conduct research, prepare recommendations, create reports and process
claims referred to the Risk Management office.
REPRESENTATIVE DUTIES:
*Assist in the administration of the City's workers' compensation program by
receiving, reviewing, tracking, researching and processing workers'
compensation and liability and property damage claims filed against or
sustained by the City; research additional information on reported incidents
with City staff and the public; prepare follow-up reports for review and action;
maintain appropriate documentation.
*Exercise tact in processing documents and information of a confidential or
sensitive nature.
*Provide technical support for property and liability claims processing, workers
compensation, and safety and environmental health/hazards program
management.
*Prepare, receive, process and maintain a variety of records, files, and reports
regarding risk management related issues; prepare necessary documentation
in compliance with city, state, and federal laws and regulations; gather and
compile data for city, state, and federal reporting requirements.
*Verify insurance requirements for contracts, permits and vendors.
*Assist City staff and the public on the telephone and in person by responding
to inquiries, complaints, and requests; serve as an informational resource to
City staff and the public on procedures for filing claims.
*Work with the City’s Risk Manager in the acquisition of general liability,
property, crime coverage, and other insurance policies.

WORKING CONDITIONS:
Work is performed in an office environment with occasional night meetings. A valid
Washington State driver’s license is required for minimal travel.

RESOLUTION NO.
A RESOLUTION OF CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON,
SUPPORTING ANNEXATION TO THE KING COUNTY LIBRARY SYSTEM (KCLS).
WHEREAS, Renton voters will be asked at the February 9, 2010 election whether or not
to annex to KCLS; and
WHEREAS, Renton is one of only three cities in King County not part of KCLS; and
WHEREAS, the 2008 Master Planning Process (Master Plan) found that "Renton lags far
behind in the resources available to provide responsive, high-quality library services needed by
its growing and diverse citizenry;" and
WHEREAS, the Master Plan recommended an investment of 27 million dollars to cover
the estimated cost of critical building upgrades, and program and collection improvements; and
WHEREAS, remaining independent and fully funding the improvements recommended
by the Master Plan, including rebuilding one library branch and making program and system
improvements will cost approximately $260 per year for a $400,000 home; and
WHEREAS, currently Renton has no plans to make these improvements due to budget
constraints; and
WHEREAS, Renton has a reciprocal borrowing agreement with KCLS with charges based
upon usage, and there is more usage of the KCLS system by Renton residents than the
converse, resulting in Renton paying KCLS an annual fee for such usage; and
WHEREAS, the current funding model and Renton's economic challenges prevent
needed upgrades and enhancements and would result in reduced library hours, reduced
budgets to purchase library materials and layoffs of temporary staff; and

WHEREAS, Renton's cost for Renton residents to use KCLS would likely increase over
time which would require additional staff layoffs and restricted borrowing of materials; and
WHEREAS, if annexed, all Renton staff will have the option to become employees of
KCLS; and
WHEREAS, if annexed, current Renton libraries would be improved with new lighting,
furniture, technology and signing; and
WHEREAS, if annexed, the main library would add three (3) open hours per week and
the Highland's branch would add seventeen (17) additional open hours per week, including
hours on Friday; and
WHEREAS, if annexed, the quantity and variety of materials and services available to
library patrons would increase.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
SECTION I. The above recitals are found to be true and correct in all respects.
SECTION II. The City Council supports annexation to the KCLS and urges Renton
citizens to vote for annexation to KCLS at the election on February 9, 2010.

A RESOLUTION OF CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON,
OPPOSING ANNEXATION TO THE KING COUNTY LIBRARY SYSTEM (KCLS).
WHEREAS, Renton voters will be asked at the February 9, 2010 election whether or not
to annex to KCLS; and
WHEREAS, Renton is one of only three cities in King County not part of KCLS; and
WHEREAS, Renton has acquired an unique library collection, the ownership of which
would be lost to KCLS, upon annexation to KCLS; and
WHEREAS, annexation to KCLS would result in loss of local control; and
WHEREAS, the current library staff, although offered positions with KCLS, would lose
valuable seniority, benefits and advantageous working conditions; and
WHEREAS, proposed KCLS policies might result in the system of rotating library staff,
which would be difficult on current Renton library staff and difficult on Renton citizens who
would no longer be dealing with familiar staff members knowledgeable of individual patron's
needs and preferences; and
WHEREAS, the cost to taxpayers for getting library service from either Renton or KCLS
would likely be roughly the same.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF RENTON, WASHINGTON, DOES
RESOLVE AS FOLLOWS:
