Eash week during the summer, as many as 55 entrepreneur vendors gather to sell their goods to an average of 4,000 visitors. Since the inception of the Renton Farmers Market in 2002, the Market has been primarily organized and operated by volunteers of Piazza Renton, with support from the city of Renton and the Renton Chamber of Commerce. In January 2008, the City entered in to a three year agreement with Piazza Renton to hire and manage a part-time Farmers Market Coordinator to manage the business functions of the Market and work with Piazza Renton volunteers to operate the Market. Salary expenses for the Coordinator were paid from 2008-2010 by the City contributing $15,000 per year and Piazza Renton contributing $15,000 per year. Through market revenues, sponsorships and community donations, the Market is now financially self-sustaining. CED is currently finalizing a Memorandum of Understanding with Valley Medical Center to potentially expand the Market to Sundays, and if finalized, this relationship would allow the City to increase the staffing hours and provide benefits for the position at 30 hours per week (.75 FTE). STAFF RECOMMENDATION: Authorize the Administration to establish a limited term, part-time .75 FTE position of Farmers Market Coordinator. Considerable walking and standing, and some lifting and carrying are required. The majority of duties will be conducted during the market season from June through September. Positions in this classification will be required to be on site at the market from June through September from at least 11:00 am to 8:00 pm on Tuesdays and 10:00 am to 5:00 pm on Sundays. Since that time, periodic informal reviews and negotiations have since managed the fee and service levels with US Bank. Beginning in mid-2010, Finance staff performed a detailed analysis of the City’s banking services to assess our current service requirements. A Request for Proposal was prepared and several area banks, including US Bank, were notified that the issuance was imminent. Throughout this process, we negotiated with US Bank for a reduction in fees and an increase in our earnings credit rate. US Bank was able to reduce the rates by more than twenty five percent and offered an earnings credit for cash in the checking account at a minimum of 0.50%. We believed these terms were very favorable and not likely to improve through the RFP process and have informed US Bank of staff’s recommendation and prepared the attached agreement. STAFF RECOMMENDATION: Approve US Bank Banking Services Agreement and authorize the Mayor and City Clerk to sign the agreement. 6c. ‐ Finance and Information Technology Department recommends  approval of a renegotiated Banking Service Agreement with US Bank to Page 10 of 24 FINANCE AND INFORMATION TECHNOLOGY M E M O R A N D U M DATE:January 3, 2011 TO:Terri Briere, Council President Members of the Renton City Council VIA:Denis Law, Mayor FROM:Kristi Rowland, Senior Finance Analyst SUBJECT:Banking Service Agreement ISSUE Should the City enter into a written agreement to replace the expired banking service agreement with US Bank? RECOMMENDATION Staff recommends approval of the proposed contract for banking services with US Bank which has been negotiated to include a reduction in fees and an increase in our earnings credit rating. BACKGROUND The City’s last Request for Proposal for banking services resulted in an agreement with US Bank in 1994 which was renewed once, expiring in 1998. Since that time, periodic informal reviews and negotiations have since managed the fee and service levels with US Bank. Beginning in mid-2010, Finance staff performed a detailed analysis of the City’s banking services to assess our current service requirements. A Request for Proposal was prepared and several area banks, including US Bank, were notified that the issuance was imminent. Throughout this process, we negotiated with US Bank for a reduction in fees and an increase in our earnings credit rate. US Bank was able to reduce the rates by more than twenty five percent and offered an earnings credit for cash in the checking account at a minimum of 0.50%. Upon execution, the contract will be in place for three years with an option to extend for one year. The agreed upon terms and fee levels is estimated to save the City between $53,000 and $63,000 annually (based on 2009 transaction levels); over the four-year term of the contract this will be a savings of between $212,000 and $252,000. CONCLUSION Staff recommends the Council approve the Banking Services Agreement with US Bank.
