SUMMARY OF ACTION:
The Lodging Tax Advisory Committee met on November 26, 2012, and approved allocation of $206,000
in lodging tax funding for the 2013 Renton Community Marketing Campaign and Renton Chamber of
Commerce-Renton Visitors Connection. The Community & Economic Department recommends approval
of this recommended allocation as well as $65,000 in Renton Community Marketing Campaign
membership contributions for budgets as follows:
$120,000 to the Renton Chamber of Commerce to fund the Renton Visitors Connection,
$102,000 to the Renton Community Marketing Campaign administered by Saunderson Marketing Group,
and additional Marketing Campaign expenses in the amount of $49,000 as follows: $15,000 for a year-
round partnership with the Seattle Seahawks, $18,000 for sponsorship of the third SIFF-Renton festival,
$5,000 for an update and copies of the South King County Trails Map, $10,000 for Economic
Development Sponsorships, and $1,000 for Renton STQRY Application.

ISSUE
Should money from Lodging Tax funds and Renton Community Marketing Campaign
membership contributions be allocated to assist with projects consistent with the City
and community’s goals for economic development and marketing?
RECOMMENDATION
Support the recommendation of the Lodging Tax Advisory Committee to allocate
$206,000 in lodging tax funding for the 2013 Renton Community Marketing Campaign
and Renton Chamber of Commerce-Renton Visitors Connection. Additionally, support
the recommendation of the Community & Economic Development department to
allocate an additional $65,000 in Renton Community Marketing Campaign membership
contributions, for a total of $271,000.
Additionally, staff recommends that the Mayor and City Clerk be allowed to execute
contracts with: 1) the Renton Chamber of Commerce to administer the Renton Visitors
Connection tourism promotion activities and 2) the Saunderson Marketing Group to
assist with the Renton Community Marketing Campaign, and authorize City staff to
expend budgeted funds on the proposed additional marketing initiatives outlined below.
BACKGROUND SUMMARY

and Renton Technical College.

SUMMARY OF ACTION:
Reid Middleton, Inc. is the Airport’s consultant for the engineering and design of the Taxiway Bravo
Rehabilitation Project. Due to FAA grant funding availability, this project has been separated into two
construction phases. The phases are referred to as the South Portion and the North Portion. This
separation of the project occurred after contracting with Reid Middleton and has necessitated a change
in the scope of work. A revised scope of work has been provided by Reid Middleton that identifies
remaining work for both portions of the project. The scope of work also increases the contract amount
by $259,476.00 to a total of $674,773.00. A supplement to the contract has been drafted for the change
in the scope of work and the increase in the contract amount. The increase of $259,476.00 will be
funded with FAA Grant 24, which is in the approval process and will provide 90% funding of project
costs, including $233,528.00 for this supplement. The remaining 10% of $25,948.00 is budgeted in the
Airport CIP account, 422.725100.016.594.46.63.000, which has an adjusted appropriation for 2013 of
$10,700,000.

complete the permitting and design engineering for the Taxiway Bravo Rehabilitation
Project?
RECOMMENDATION:
Approve the change in scope of work and increase Reid Middleton’s contract in the
amount of $259,476.00 for the Taxiway Bravo Rehabilitation project and authorize
the Mayor and City Clerk to sign Supplement No. 1 to CAG 12-038 with Reid
Middleton, Inc.
BACKGROUND:
A supplement to the third contract with Reid Middleton, Inc. (CAG 12-038) is necessary
to complete additional duties for the Taxiway Bravo Rehabilitation Project.
Taxiway Bravo is a long north/south parallel taxiway on the east side of the Airport that
is used by general aviation tenants and Boeing production aircraft.
The Taxiway Bravo Rehabilitation Project entails removing the old asphalt,
reconstructing the sub-grade where necessary, rehabilitating or replacing old storm
water and hydrant water lines, repaving with airport-grade asphalt, and striping.
Additionally, all of the connecting taxiways around the Airport will be renamed. Right

now the connecting taxiways have alpha designations like “E” and “F.” After the project
is complete the taxiways will have alphanumeric designations like “A1” and “A2.” The
new designations will help to standardize the Airport with other airports across the
country.
The first contract with Reid Middleton (CAG 10-155) began the preliminary engineering
for this project, while the second contract (CAG 11-117) completed the preliminary
engineering and began the actual project design.
The third contract (CAG 12-038) was to finish all of the engineering and design for the
entire project. Subsequent to this last contract in March 2012, the project was divided
into two separate construction projects due to the availability of federal grant funding.
Dividing the overall project into two separate construction projects requires Reid
Middleton to create two separate bid packages. The original scope called for only one
bid package. That sole bid package was used for the project’s North Portion in July
2012. Creating a second bid package for the South Portion is outside of Reid
Middleton’s current scope.
Additionally, the existing contract did not adequately anticipate the effort or cost
associated with obtaining the necessary permits. The existing contract provided for one
initial meeting with the City, preparation of a shoreline exemption application, and
coordination for the Federal Aviation Administration’s (FAA) National Environmental
Policy Act (NEPA) categorical exclusion.
This supplement now properly accounts for the cost to complete the permitting process.
The permitting effort now includes:
1.General permitting coordination including meetings and management
2.Floodplain, Federal Emergency Management Agency (FEMA), Digital Flood
Insurance Rate Maps (DFIRM) analysis and coordination
3.State Environmental Protection Act (SEPA) process for both the North and South
portions to include the necessary checklist, assembling permit packages, and
public hearing coordination
4.Obtaining a Construction Permit and Grading license to include permit
application and follow up, and creation of the Technical Information Report (TIR)
5.Obtaining a Special Fill and Grade Permit – Land Use Permit for the South Portion
6.A temporary noise variance application for the South Portion.
While the effort associated with creating a second bid package for the South Portion and
obtaining all of the necessary permits for the project are the main drivers for this
supplement, there are other contributing factors.
First, the Federal Aviation Administration (FAA), after hearing about some of the

problems with vehicles transitioning from the runway’s concrete panels to the existing
taxiway pavement, encouraged the Airport to look at replacing all of those concrete
panels and properly tying them to the new pavement. Replacing these 14 concrete
panels is now included in the South Portion’s specification.
Second, Airport staff asked Reid Middleton to attend several meetings with Boeing
Company representatives to work out a phasing plan to meet Boeing’s production
needs. Over four meetings, Reid Middleton was able to work out a phasing plan to
accommodate Boeing’s production schedule. Additional meetings with Boeing
representatives will be necessary to work out other details concerning the replacement
of the fire water lines and hydrants.
Third, this supplement includes an upcoming effort by Reid Middleton to help with the
bid process. Reid Middleton will coordinate and attend a pre-bid meeting, respond to
contractor’s questions regarding the bid documents, prepare up to two addenda, and
provide bid analysis, evaluation, and recommendation of award.
At the end of this contract, including work identified in the supplement, the City will
receive the following deliverables:
·75%, 90%, and final review submittals including the design report; two hard copy
sets to the City and one hard copy set to the FAA plus electronic copies
·Construction cost estimate
·Final bid documents including construction plans and specifications will be
provided to the City and FAA; four hard copy sets to the City and two hard copy
sets to the FAA plus electronic copies
·Bid Process Engineering – monthly budget tracking documentation, pre-bid
meeting sign-in sheet, addenda, bid analysis and evaluation, and
recommendation of award.
The total amount for this supplement is $259,476.00. The FAA will reimburse 90% of
this amount leaving $25,948.00. This amount is budgeted in the Airport CIP account
422.725100.016.594.46.63.000, which has an adjusted appropriation for 2013 of
$10,700,000.

SUMMARY OF ACTION:
The purpose of the project is to improve storm system conveyance capacity in approximately 4,800
linear feet of new 60-inch to 72-inch storm system pipe in SW 7th Street between Lind Avenue SW and
the outfall at Naches Avenue SW. The project will improve storm system conveyance capacity in the 627
acre South Renton drainage basin to solve existing flooding and provide conveyance capacity for future
land use. This project will also retrofit the SW 7th Street storm system to provide water quality
treatment. The 30% design work (Phase 1) for the project under CAG-11-156 with SAIC Energy,
Environment & Infrastructure, LLC has been completed.
Addendum No. 1 to CAG-11-156 is to complete the Phase 2 design work including supplemental site
survey work; a pre-design report for water quality facilities; a final hydrologic/hydraulic model; a final
geotechnical report; utility relocation plan; preparation of permit applications and supportive
documentation for all required permits; cultural resources technical memorandum and; preparation of
final construction plans and specifications for construction bid advertisement.
The project is funded from the Surface Water Utility’s Capital Improvement Program (CIP) for the Hardie
Avenue SW – SW 7th Street Storm System Improvement project (427.475475) and the Department of
Ecology through the 2012 Statewide Stormwater Grant Agreement No. G1200555 for the SW 7th Street
water quality systems. The funding remaining in the approved 2012 CIP budget of $1,000,000 for the
project is $803,106. The remaining project budget is for City project management cost.

RECOMMENDATION:
Authorize the Mayor and City Clerk to execute Addendum No. 1 to CAG-11-156 with
SAIC Energy, Environment & Infrastructure, LLC for the final design of the Hardie Avenue
SW – SW 7th Street Storm System Improvement project, in the amount of $694,178.
BACKGROUND SUMMARY:
The total Hardie Ave SW-SW 7th Street Storm System Improvement includes two
segments. The first segment includes storm system conveyance water quality
improvements between the storm system discharge point on Naches Avenue SW, along
Naches Avenue SW to SW 7th Street and then west along SW 7th Street to Lind Ave SW.
The second segment of the project consists of storm system conveyance improvements
between the Hardie Ave SW crossing of the BNSF railroad right-of-way, through an
easement area on private property to Lind Ave SW (see attached map). The 30% design
to the complete project (both segments) has been completed by SAIC as part of the

Engineering Consultant Agreement CAG-11-156 (Phase 1), which was approved by
Council on August 8, 2011. The proposed Addendum No. 1 to the SAIC Engineering
Consultant Agreement CAG-11-156 is to complete the final design and permitting of the
first segment of the overall Hardie Ave SW-SW 7th Storm System Improvement project.
The purpose of this segment of the project is to improve storm system conveyance
capacity by installing approximately 4,800 linear feet of new 60-inch to 72-inch storm
system pipe in SW 7th Street between Lind Avenue NE and the outfall at Naches Avenue
SW. The final pipe size will be determined as part of the Addendum No. 1 contract. In
addition, the storm system that collects runoff from SW 7th Street within the project
limits will be modified to provide stormwater quality treatment along SW 7th Street
between Naches Ave SW and Lind Ave SW. The storm system will be modified using
Filterra Systems or equivalent stormwater quality treatment systems to provide
enhanced basic water quality and oil treatment prior to discharge to Springbrook Creek.
The modifications to the SW 7th Street storm systems to provide water quality treatment
will be partially funded through a Washington State Department of Ecology (Ecology) FY
2012 Statewide Stormwater Grant for the SW 7th Street Stormwater Retrofit project that
the City received. The grant agreement was approved by Council on October 15, 2012,
and has been executed by the City and Ecology. The final design and construction
associated with retrofitting of the SW 7th Street storm system to provide water quality
treatment will be included in the storm system conveyance improvements described
above.
The proposed Addendum No. 1 to the agreement is to complete the Phase 2 design
work that will include supplemental site survey work; a pre-design report for water
quality facilities; a final hydrologic/hydraulic model; a final geotechnical report; utility
relocation plan; preparation of permit applications and supportive documentation for
city, state and federal permits; cultural resources technical memorandum and;
preparation of final construction plans and specifications for construction bid
advertisement. The project final design and permitting will be completed by February
2014 with construction planned to start in the spring of 2014.
The project is funded from the Surface Water Utility’s 427 Fund Capital Improvement
Program (CIP) for the Hardie Avenue SW – SW 7th Street Storm System Improvement
project (427.475475). The funding remaining in the approved adjusted 2012 CIP budget
of $1,000,000 for the project is $803,106. The remaining project budget is for City
project management cost. The proposed 2013-2014 Surface Water Utility CIP project
budget includes $615,600 from Ecology’s 2012 Statewide Stormwater Grant to improve
stormwater runoff quality from SW 7th Street (SW 7th Street Stormwater Retrofit Project
Grant). All work associated with the Ecology grant agreement must be completed prior
to June 30, 2015.
CONCLUSION:
The Hardie Avenue SW – SW 7th Street Storm System Improvement project will improve
