a. Approval of Council meeting minutes of 6/4/2012. Council concur.
b. City Clerk submits City‐initiated request for release of easements on behalf of Renton
Properties, LLC, RVA Office, LLC, and RVA Center, LLC for the 2006 Renton Village Storm
System project in order to designate smaller easement areas, to classify the new easements
as Class B with no compensation due, and waive all filing and processing fees. Refer to
Utilities Committee.
c. City Clerk submits bid opening on 6/5/2012 for CAG‐12‐078, Earlington Sewer Replacement
Phase II project; six bids; engineer’s estimate $704,014.92; and submits staff recommendation
to award the contract to the low bidder, Shoreline Construction, Co., in the amount of
$714,844.47. Council concur.
d. Transportation Systems Division recommends approval of an addendum to airport lease LAG‐
84‐006, with Aerodyne, LLC, increasing the total ground lease to $0.62 per square foot per year
plus leasehold tax, which is an annual increase of $4,065.02, through 8/31/2014. Refer to
Transportation (Aviation) Committee.

91‐005, with Northwest Seaplanes, Inc., increasing the total ground lease to $0.62 per square

f. Transportation Systems Division recommends approval of an Operating and Permit Agreement
with Clean Craft Detailing, Inc., and the related sublease between Bosair, LLC and Clean Craft
Detailing, Inc., for the purpose of allowing Clean Craft Detailing, Inc. to operate their aircraft

SUMMARY OF ACTION:
On May 14, 2012, the City of Renton Public Works Department, Utility Systems Division, filed
application for release of three utility easements obtained in 2006 for the Renton Village Storm
System CIP project. In order to expedite the 2006 project, the original easements encompassed large
property areas. The understanding was that the City would later release and replace the easements
designating the smaller easement areas. Because of this circumstance, staff requests that the
Easement filing fee, processing fee and any other administrative costs associated with this matter be
waived. Staff also requests that the utility easements to be released be classified as Class B since no
public funds were expended to acquire them.
STAFF RECOMMENDATION:
Approve replacement of three 2006 Renton Village Storm System Utility Easements to
designate smaller areas, classify the easements as Class B with no compensation due, waive all filing
and processing fees, and authorize the Mayor and City Clerk to sign the Release of Easement
documents.

In accordance with Council procedures bids submitted at the subject bid opening met the following
criteria: There was more than one bid, the were no irregularities with the low bid, and the low bid was
within the total project budget. Therefore, staff recommends awarding the contract to the low bidder,
Shoreline Construction, Co., in the amount of $714,844.47.

SUMMARY OF ACTION:
Aerodyne LLC has a lease on the Airport under LAG 84-006. LAG 84-006 is a ground lease for hangar
and tiedown aircraft storage at 300 Airport Way. The periodic lease rate adjustment was effective
September 1, 2011 and a 2009 market appraisal was used to determine the new lease rate of $0.62 per
square foot per year. The old lease rate was $0.57 and the increase results in an annual revenue
increase of $4,065.02.
STAFF RECOMMENDATION:
Approve the lease rate increase and authorize the Mayor and City Clerk to sign the lease addendum to
Aerodyne LLCs lease LAG 84-006.

SUMMARY OF ACTION:
An Addendum has been signed by Northwest Seaplanes,Inc. to document a recent, periodic lease rate
adjustment, per their lease, LAG-91-005. Northwest Seaplanes, Inc. leases a parcel on the Airport at 860
West Perimeter Road, consisting of 91,545.57 square feet at a current rate of $0.3674 per square foot,
which will expire on December 31, 2029. On October 31, 2011, Northwest Seaplanes, Inc. was notified
by certified letter that the City would be using the most recent market appraisal from 2009 to determine
the new ground lease rate of $0.62 per square foot per year, for the period January 1, 2012 until
December 31, 2017. The ground lease amount was increased by $23,124.41 annually as a result of the
market appraisal rate.
STAFF RECOMMENDATION:
Approve the lease rate increase to the Northwest Seaplanes, Inc. lease LAG-91-005 and authorize the
Mayor and City Clerk to sign the Lease Addendum.

SUMMARY OF ACTION:
Bosair LLC is seeking approval of their sublease to Clean Craft Detailing, Inc. for office space in their
building at 289 East Perimeter Road, under their lease agreement, LAG 003-86. The term of the
sublease is on a month-to-month basis, effective March 1, 2012, and cannot extend beyond the
expiration of Bosair's lease. Bosair's lease expires July 5, 2020. The office space is required to operate
an aircraft detailing business and is consistent with lease LAG 003-86. An Operating Permit and
Agreement is ready for execution between the City and Clean Craft Detailing, Inc. for the sublease.
STAFF RECOMMENDATION:
Approve the sublease from Bosair LLC to Clean Craft Detailing, Inc. and authorize the Mayor and City
Clerk to sign the Operating Permit and Agreement with Clean Craft Detailing, Inc.
