a limited amount of grading work, and the consi;ruction of
� a culvert in tne bed of Black River,

Com�Lissioners be here'r�y p�titioned to take such steps in tne
imr.iediats futur� as may be necessary to s�cure the opening
up of Second �.venue from the city limits to R�;inier Averzus
for through traffic.
