Items Discussed: 1. Airnort Issues Update • Public Input meeting for Renton residents—January 16, 2007, 6:00-8:00 p.m., Council Chambers and the meeting will be televised so that is can be played over again on cable 21. Goal of the meeting is to inform public what has been done since 2001 to current and to presentation the Master Plan Alternatives that have been worked up. • Public meeting at Mercer Island on January 29, 2007 -press release will be sent out. • Mike O'Hallorand requests everyone to re-read the 2005 Airport Development Study. 2. Reauired Navi�ational Performance (RNPI Overview—Del Fadden, SeaTec consulting Del gave a power point presentation of the proposed Required Navigational Performance (RNP) for runway 15 that would create a curved approach down the east channel of Lake Washington. The power point presentation should be put on the website; • Bob Finley—asked Del to describe the approach differences between Boeing Field and Renton • Del Fadden—del described the difference between the ILS at Boeing Field and the proposed RNP at Renton • Ken Whitfield—asked Del if an approach lighting system was needed • Del Fadden—no approach lighting system is needed • John Middlebrook—Renton is unique in that there is a retirement home nearby, question on auto landing • Del Fadden—won't be auto landing, must depend on pilot, meet minimums, missed approach Ken Whitfield—the runway was close to IFR @ Renton today(meaning low cloud cover) • Mike O'Halloran—can you avoid south Renton neighborhoods? • Del Fadden—for arrivals from the south on Runway 33, SeaTec is looking at: 1)Maple Valley, 2) Power line. Study of detailed terrain needed. Following Valley conflicts with Boeing airspace.The approach needs to come from east. • Mike O'Haloran—So Renton affected • Marlene Mandt—and Kennydale • Del Fadden—Not Kennydale. We have more flexibility. Can be series of turns, curves. • Frank Marshall—Are curved approaches manual? • Del Fadden—We believe yes,no prohibition. • Bob Moran—Equipment need? • Del Fadden—Yes. Bus cost relatively low because similar/close to GPS. Power Point Presentation— Summary Roadmap: Next generation of navigational system—study 5-6 years around sweeping transformation of air space 2012—2025. �r � . ' • Del Fadden -Boeing has installed RNP in every 737/757 since 1995. ICOA accepted will be standard. Only way to get more density in the nations airspace • Peter Hahn—Remember Colleen Turner's VLJ's presentation last month. New vs. old • Del Fadden—Add: if in bus we'll do it if non of them 1 airport used • John Middlebrooks—residential uses are so close to runway that it won't ever match the ILS at Boeing Field with a 200' decision height � Del Fadden—that true,but Renton doesn't necessarily need that low of a decision height, a decision height of 400'-500' would work just fine • Ryan Zulauf—Number of days/year we have low cloud cover is fairly small, the Lake may have an effect on the micro-climate which tends to reduce fog events. • Colleen Turner—Other airports have this?Number?Palm Springs has! Plans? • Del Fadden — 150 total approaches in US. Commitment number 25/year. • Bob Finley—Cost$16k hardware upgrade for aircraft to fly RNP approach • Del Fadden—Today available $1500. If unequipped, significantly higher$40k-$80k. • Mike O'Halloran—You in control w/FAA?No. Difference? Cooperative...FAA being typically conservative??,methodical??... • Diane Paholke—Cost: will a grant from the FAA pay far RNP? • Ryan Zulauf—Yes, $150k state entitlement. Problem: 2007 start design of dip in pavement...can use end-fund balance. • Diane Paholke—Other government money? • Ryan Zulauf—no,but we may be able to find some other partners to help offset the costs • Ken Whitfield—Cost estimate? • Ryan Zulauf-$300k for technical and adaptive work • Del Fadden—some of the work involves public outreach on RNP, a demonstration flight of a jet flying the proposed RNP for runway 15, etc—that's some of the adaptive work • Colleen Turner—Is there anything we/RAAC do to help? • Del Fadden—Knowledge, call far answers. Concept and language regarding RNP is not widely known, even within the FAA. • Bob Moran—Problem • Del Fadden—Track can be on very narrow. 3. Airnort Lavout Plan—John Yarnish, URS John Yarnish gave overview of the Alternatives in the Airport Layout Plan Update to the Master Plan • Bob Moran—Now 7pm get quieter. How does this change?Hangar hours? • John Yarnish—Other similar airports do NOT change significantly. We would be similar. • Marleen Mandt-August noise. • John Yarnish-No guarantee but not anticipating nighttime noise (lOpm—7am) to be 5%) • Mike O'Halloran-Boeing Field numbers,noise. • A1 Banzholzer-Need criteria— 1 sheet; address#l, Area B; options? • John Yarnish-All ALP's—Area B for small aircraft; FAA mandated T-hangars, east/west direction; Compass Rose, continuation of T-hangars including 80-100,but Boeing has a lease on that property thru 2010. • Council Member Palmer—Council meeting January 17, 2007 • Bob Finley. -Benefits: 1) attract IKEA's tuype businesses 2) increased taxes paid to City • Jennifer Ann Rutkowski—will increase in business add to vehicle traffic? � John Yarnish—little to no increase in car traffic as a result of the plan • Bob Moran—What happened to the seaplanes? • John Yarnish—The seaplanes are considered in all alternatives • Frank Marshall—Cessna have to wait? Inc • John Yarnish-All/Del—VLJ's no; corporate some maybe. Helicopter • Colleen Turner—What is the process to approve the Plan? • Council Member Palmer—Schedule is being revised • Peter Hahn—Need preferred alternative plan—SEPA—etc,back to Council (next year or later)— approved Master Plan,RFP's &RPN. �, `r"'r , � ' • Ken Whitfield—Is the plan considering an infrastructure study—needs for jet center? • John Yarnish—Pavement condition: history, maintenance, etc. Section by section good enough for jets • Marlene Mandt—Would like on 3B—quality of air—impact of jets (plume?) SEPA? Concerned with aggregate air quality impact of I-405 and airport. • John Yarnish—The Puget Sound area is below the air quality threshold • Ken Witfield—PSAQA/Air Quality • Peter Hahn—Contact far info is the Puget Sound Air Quality Authority • Mike O'Halloran—South end approach available?Vote before?Not familiar with process; • John Yarnish -Apron B—Alternatives 3A&B differs mainly in how the tiedown space is organized • A1 Banzholzer—are there Transient areas? • John Yarnish—Yes. 23 spaces in scattered areas • A1 Banzholzer—Change to refueling areas? • John Yarnish—No, long-term maybe • Dina Davis—Wildlife study going to be done as part of the Plan? • John Yarnish—If required at SEPA level New a�enda item: Ouick overview of federal erant assurances -FAA Paul Johnson • Paul Johnson Grant terms: every grant obligates for 20 years. Federal government deed restrictions on use of airport property.
