� ING WORK FOR THE CONSTRUCTION OF STREET PAVING, THE RECONSTRUCTION
OF TI�E SEt�VER SYS TEn�i AND Th'�E REC ONSTRU CTI ON OF THE WATER SYSTEM:
The City Council of the City of Renton do ordain as
folZows;
SECTION I: Tha.t whereas due to the construction of the
Boeing Seaplane factory resulting in a large addition to the
present population to the City of Renton, �'lashington, it has
become necessary for the City Council to expend certain funds
for the construction of paved streets to provide for the traf-
fic from said plant i,n the re-construction of the water system
to provide for additional inhabitants of the city, and the re-
� construction of the sewer system to adequately pronide for the
health of the people of the City of Renton, and
� ��HERE.�S these expenditures could not have been anticipated
at the adoption of the last budget, which said expenditures are
due to causes which could not reasonably hane been f oreseen at
the time of making the budget, and

t�REAS the City Cowa.c3.l has been assured by the Federal I
Government of the United States that sufficient federal fur_ds
. will be provided to take care of and pag such necessary ex- i
penditures, and
�'HEREAS the City Council has entered into a con�tract with
James W. Carey, anc� engineer of the City of Seattle, to do the
necessary prel.iminary engi.neering v�ork for t�e construction oP �
such street paving, the eonstruction of said water system, and
the construction of said sewer syste�a, and also agreed in such '
contract to pay the said James W. Carey at mon.thly intervals
out of pocket expenses incurred by said James W. Carey in pre-
paring f or the actual construction work of such street pa9ing,
such water s9stem and such sewer system, and i
WHEREl�,S certain amounts are now due from the city to said
James W. Carey for prel3.minary emergency ex�enses performed by
him in such street pavin�;, �rater system and se�er s�stem, and '
no funds are avai].able to pay the sames
The Cit� Council does hereby f3.nd that an emergency exists
f or the appropriati on provided f or herein.
�here is hereby apprepriated from the emergency fund of
the City of Rentor., �ashington, the sum of riot to exceed �p15,000.00
to be expended in the payment of the said James W. Carey for
such expenses so incurred. The expenditure of such sums to be
authorized by action of the Cit� Counc�l from time to t3.me ancl
represented by warrants of the Ci�y of Renton payable to the
sa3.d James W. Carey drawn on said emergencg fund.
Upon rece3.pt of federal funds for the construction of said
public improveznents, suf'ficient money therefrom for the �ayment
of such claims so allowed by the City Council shall be deposited
in the emergency fund for the payment of warrants drav�n on such
emer�ency fund for the purpose of the pagrnent of such claims.
SECTTON II; In case for any reason federal fund,s are not
received in a sufficient amount to pa�r warrants dravrn on said

emergency fund f or said .purposes, then and 3n that event a
sufficient appropriation shal.l be made in the next budget to
pay the same.
SECIOTN:_�IIT; Fina1 action on this ord3.nance sha1Z not be
taken unti one .�veek has elapsed �fter its introd.uct3.on. It
shall require the unanimous vote of the members of the Council
present, and the approval of the Mayor. �ifter the first intro-
duction of this Qrdinance, the City Clerk shall publish a
notice of the time set for voti.ng on the final, passa�e thereof.
