Minutes from Julv 21, 2009, Meetinq: It was moved, seconded and Adria Krail carried to approve the July minutes. Linda Smith Rob Spier Elizabeth Stevens 2. Presentation —Transportation Proiects: Jim Seitz, Design/Planning Program Supervisor and Keith Woolley, Civil Engineer, updated the Committee on the Rainier Avenue and I-405 transportation projects. The Absent: Rainier corridor will e�end from Grady Way to Second Avenue. Lanes will Anthony Costanti be reconfigured so that traffic can pass through more easily, businesses will Alicia Glenwell be more accessible and the number of accidents from attempted left-hand Samantha Williams turns will be reduced. It will be a vibrant and attractive corridor drawing more businesses and consumers. Staff Contacts: Karen Bergsvik The I-405/I-5 to SR 169 Stage 2 project will involve construction of a new 425-430-6652 interchange at SR 515 (Talbot Road), including an off-ramp from kbergsvik@rentonwa.gov southbound I-405 to SR 515 and an on-ramp from SR 515 to northbound I- 405. A northbound and southbound lane will also be added on I-405 Dianne Utecht between SR 167 and SR 169, and the Benson Road Bridge over I-405 will 425-430-6655 be reconstructed. dutecht@rentonwa.gov Katie McClincy 3. Aaencv Outcomes: Prior to the 2007/2008 funding process, Human 425-430-7555 Services worked with a consultant to identify nine result areas where the kmcclincy@rentonwa.gov community wanted to make a difference. These Renton Results are now Carol Allread used to develop City-wide and agency outcomes, and guide the Committee 425-430-6650 to focus funding in the areas that will make the most impact. Agencies were callread@rentonwa.gov to identify a Renton specific outcome, indicator, and a measurement tool by the end of the second quarter. Staff compiled what was submitted, and distributed to Committee members. There was a discussion about whether agencies had to do a sample of Renton clients served or if a sample of all their clients was more appropriate. Rob has volunteered to work with agencies that need assistance with technology and developing outcomes. 4. Second Quarter Aqencv Report: Dianne provided information for the two agencies not meeting at least 90% of contracted levels. She is working with Valley Cities Counseling and Consultation to increase referrals. She explained that they provide far more services to clients than we fund, making it difficult for them to report on their Renton specific goals. It was clarified that agencies report on all Renton residents served, and not just those that the City provides funding for. Washington Women's Employment & Education had issues with the location of their computer classes. This has been resolved and it is expected that they will have good participation in future classes. These agencies will be reviewed for progress at the end of the next quarter. 5. Sharinq of the ARISE Proqram: Linda and a group of 13 of her peers served dinner to the men at the ARISE shelter on August 4, 2009. She shared that it was a wonderful experience, the men enjoyed the food and her group wants to participate again. The viability of the ARISE program was questioned due to a recent request for volunteers for many dates during the month of August. Karen explained that the original concept of the program was to have one host church and one support church. Recently churches have grown tired as they frequently have had to do double duty. It is difficult to enlist other churches to provide volunteers and while host churches are scheduled through 2010, they are always looking to widen their base. 6. Electronic Fundina Application: Elizabeth and Karen attended a meeting with the Eastside Human Services staff to review an electronic funding application which EGov Alliance developed and supports. Karen is facilitating a South King County group that is working on simplifying the application process, and Elizabeth is a member of that group. She cepresents South King County Human Services Commission members. A coalition of Eastside cities, EGov Alliance, was established to improve efficiencies through technology. It covers many aspects of government, like employment, enrollment in parks and recreation classes, and building permits. The Human Services application allows agencies to simplify the application process by filling out one application online and submitting it to several cities at once. It has the potential of being able to be saved for future use. Elizabeth said the program is user friendly and would be helpful to agencies, especially those that are losing staff. The City of Renton has already joined EGov Alliance, so costs to Human Services to support the agency application process would be minimal. The goal is to have an agreement in place by September, 2009, begin field testing by February, 2010, and have the system in place by March. Elizabeth and Karen will learn more about the appliGation and come back to the Committee to demonstrate how it works. 7. Update on Citv Budqet Process: The budget offers have been submitted for review for each division. The projected shortfall for 2010 is $6 million, and that could increase if Tim Eyman's I-1033 is approved by voters. The Mayor will submit his budget to City Council on October 19, 2009.
