Adria Krail 1. Introductions: New member Linda Smith was introduced to the
Linda Smith Committee. A longtime resident of Renton, Linda is involved with Martin
Rob Spier Luther King Memorial Church and Margie Williams Helping Hands Center.
Elizabeth Stevens She also works on hometessness issues and is involved with a prison
Samantha Williams ministry.
Absent: 2• Minutes from April 21, 2009, Meetinq: It was moved, seconded and
carried to approve the April minutes.

3. Presentation of Catholic Communitv Services and ARISE: Bill
Hallerman, Acting Executive Director of Catholic Community Services and
Staff Contacts: the Archdiocesan Housing Authority, discussed the recent merger of the two
organizations that will be effective July 1, 2009. The goal is to leverage the
Karen Bergsvik strengths of both organizations, and to expand the services being offered to

425-430-7555 days a week at the shelter. The goal of ARISE is to keep the men

Carol Allread regain self-sufficiency and stability, working toward permanent housing. By
425-430-6650 the end of the first quarter of 2009, ten men have been placed in permanent
callread@rentonwa.gov housing. In response to a question, Tracy explained that it is difficult to
capture how many of the men utilizing the shelter are Renton residents. It is
also hard to capture the average nights' stay. Tracy said some men stay a week, some a month, others
six months and some come and go. The long term goal of ARISE is to provide a continuum of care to
the men and work on prevention, resulting in a shortened, three month cycle. Staff wants to provide life-
skills workshops and have volunteer life-skills coaches help the men on their life paths.

4. CDBG and the Economic Stimulus Bill: The funds from the Economic Stimulus Bill will be spent on
traffic lights. Approximately $20,000.00 per year savings will be realized for the City by improving the
energy efficiency of 30 out of 55 street lights. Staff recommends to Council that the funds from this
savings be used for energy programs such as utility rebate, discount or energy assistance programs that
help low income Renton Residents.
5. HRAP Customer Service Survev: Tim provided the 2008 year-end summary for the Housing Repair
Assistance Program. Comments are positive and the program is very popular. Community
Development Block Grants (CDBG) require that the program has an outcome. One of the outcomes of
the program is that it improves the health and safety of the residents and their homes. In turn, this
keeps housing affordable and neighborhoods attractive and safe.
6. Joint Meetinq with the Communitv Services Committee: A joint meeting will be held with the
Community Services Committee on Monday, June 15, 2009, at 4:30 p.m. If inembers have specific
questions, please present them to Karen in advance. (Manager's note: This has been postponed)
7. Briefinq on the Summer Lunch Proqram: The City of Renton and the Renton School District are
working together to provide free lunches to children ages one to eighteen at 14 locations throughout the
city, including five local parks and other neighborhood sites. This program will be offered from June 23
to August 28, with many community partners helping to serve the lunches. The summer feeding
program was established to ensure that children in lower-income areas continue to receive nutritious
meals during long school vacations, when they do not have access to school meal programs.
