a) Approval of Council Meeting minutes of May 9, 2016.

b) AB - 1660 City Clerk reports the results from the 4/19/2016 bid opening for CAG-16-040 -
Cedar River Maintenance Dredge Project; and submits the staff recommendation to
accept the lowest responsive bid submitted by Gary Merlino Construction Company, in
the amount of $7,537,748.41.
Council Concur
c) AB - 1658 Administrative Services Department recommends approval of an interlocal
agreement with Community Connectivity Consortium, the University of Washington, and
participating Cities to deliver a high speed optical network around Lake Washington in
exchange for in-kind contributions.

Mayor Law called the meeting of the Renton City Council to order at 7:00 PM and led the
Pledge of Allegiance.

SPECIAL PRESENTATION
a) The Owl Project: Meena Merchant from The Owl Project provided a presentation to Council
regarding plans for a City-wide art project involving about 8,000 elementary school aged
children who are residents within Renton, and what the Renton School District will be doing
to foster this project. She specified that the project will entail creating many ceramic pieces
that will be put together to make one big picture depicting Owls to be erected on a building in
the downtown area. The purpose of the project is to bring the community together to
promote inclusion, celebrate diversity, and enhance the lives of the residents of Renton. She
concluded her presentation with a list of different options for sites they are currently
considering. Additionally, Mitch Shephered from the Renton Municipal Arts Commission
addressed Council regarding the Commission's support for this project.
b) Renton Regional Fire Authority (RFA) Update: Fire Chief Mark Peterson provided a brief
update on the passing of a recent proposition regarding the RFA and addressed plans for
implementation.
ADMINISTRATIVE REPORT
Chief Administrative Officer Jay Covington reviewed a written administrative report
summarizing the City’s recent progress towards goals and work programs adopted as part of
its business plan for 2015 and beyond. Items noted were regarding:
Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
AUDIENCE COMMENTS
Jeff Wagner, Renton, Municipal Relations Manager for Republic Services in South King
County, thanked Council for allowing him to speak and addressed the possible
passage of Ordinance No. 5801 being presented to Council for second and final
reading this evening. He explained that Republic Services is excited at the prospect of
having Renton join the Republic team and he shared what they are doing as a
company to provide passion for business and service efficiencies that will serve the
residents of Renton, should this ordinance pass.
The following residents addressed Council regarding traffic concerns in the Kennydale area
and concerns about the proposed I-405 changes:

Mayor Law and President Corman clarified some of the proposed/future changes being set in
motion and encouraged residents to write the Secretary of Transportation and the State
Legislator to ensure they understand the impact of these issues on Renton's residents.
Additionally they requested that a public/community meeting regarding this matter be
scheduled at some point in the future.

CONSENT AGENDA
Items listed on the Consent Agenda were adopted with one motion, following the listing.
a) Approval of Council Meeting minutes of May 2, 2016. Council Concur.
b) AB - 1655 Community Services Department recommended approval of an interlocal
agreement with King Conservation District to accept $10,500 in grand funds for the 2016
Renton Farmers Market. Refer to Finance Committee.
c) AB - 1657 Human Resources / Risk Management Department requested authorization to hire
an HR Labor Relations, Classification, and Compensation Manager at Step D of salary grade
m36, effective immediately. Council Concur.
d) AB - 1648 Transportation Systems Division recommended approving a consultant agreement
with KPG, Inc. in the amount of $277,625.55 to complete the design of the Airport Control
Tower Seismic Upgrade and First Floor Remodel Project. Refer to Transportation (Aviation)
Committee.
e) AB - 1656 Utility Systems Division recommended approval of an Engineering Consultant
Agreement with Carollo Engineers, Inc. in the amount of $119.168 for the CCTV Inspection
Program Improvements Project. Refer to Utilities Committee.
MOVED BY CORMAN, SECONDED BY PAVONE, COUNCIL CONCUR TO APPROVE
THE CONSENT AGENDA, AS PRESENTED. CARRIED.
UNFINISHED BUSINESS
a) Finance Committee Chair Persson presented a report recommending approval for payment on
May 9, 2016 claims vouchers 346680 - 346980, 4 wire transfers and 1 payroll run with benefit
withholding payments totaling $5,420,860.96 and payroll vouchers including 742 direct deposits
and 46 payroll checks totaling $1,602,257.92.
MOVED BY PERSSON, SECONDED BY PAVONE, COUNCIL CONCUR IN THE
COMMITTEE RECOMMENDATION. CARRIED.
b) Finance Committee Chair Persson presented a report recommending concurrence in the staff
recommendation to approve amending RMC 1-6-3 relating to Statement of Expense of
Candidate. The Committee further recommended that the ordinance regarding this matter be
presented for first reading.

SUMMARY OF ACTION:
This Consortium Project Agreement #70, is entered between the Community Connectivity Consortium (“C3”),
the University of Washington (“UW”), and contributing project members (City of Auburn, City of Bellevue, City
of Federal Way, City of Kent, City of Kirkland, City of Renton, King County, and Valley Communications Center)
for design, provisioning, and delivery of a high speed optical network around Lake Washington. The Network
may only be used for the purpose of supporting public, not -for-profit, and governmental institutions unless
explicitly agreed otherwise in writing by all parties. This project includes pathway, conduit, fiber and
electronics to build and operate a high speed dense wave division multiplex (“DWDM”) optical network
around Lake Washington connecting The Westin, Seattle; UW-Bothell Campus; the City of Bellevue; the King
County Regional Communications and Emergency Coordination Center (“RCECC”), Renton; Valley
Communications Center, Kent; and King County Data Center (“KCDC”) at Sabey Campus. Tukwila.
The estimated total valuation of this project is over $34M funded by in -kind contributions from the
participating agencies.

2-20-5 MEETINGS:
A. The Mayor will appoint appropriate staff to assist the Commission.
B. The Commission shall keep a written record of its proceedings, which
shall be a public record in accordance with State law, and shall actively solicit
public comment at all meetings. The meetings shall be subject to the Open
Public Meetings Act, Chapter 42.30 RCW, as amended or recodified.

In addition to our day-to-day activities, the following are some items worthy of note for this
week:
• Please join the City of Renton and honored veterans Monday, May 30th at 1:00 p.m. as we
recognize the men and women who have fallen in the line of duty. Veterans Memorial Park
is located at the intersection of Main Avenue South and South 3rd Street. Parking is
available at the 200 Mill Building. For more information please visit rentonwa.gov
• Preventative street maintenance, traffic impact projects, and road closures will be at the
following locations:
✓ Monday, May 16th through Friday, May 20th, approximately 8:00 a.m.to 5:00 p.m.
Single lane closures will take place on Lake Washington Blvd just north of Houser Way
North due to storm main installation. Approved traffic control plans have been issued
for all work and will be followed. Questions may be directed to Patrick DeCaro at 206-
207-603.
✓ Monday, May 16th through Sunday, May 22nd. The two west lanes on Main between
2nd and 3rd will be closed for project improvements while the east lanes will be open
for traffic flow. Approved traffic control plans have been issued for all work and will be

a) Affordable Housing Week-May 16-22,2016:A proclamation by Mayor Law was read
proclaiming May 16-22, 2016 to be "Affordable Housing Week" in the City of Renton,
encouraging citizens to join in the special observance. Lisa Fabatz from the Renton Housing
Authority accepted the proclamation with thanks. She also requested continued support to
preserve affordable housing in Renton through more aggressive legislation to provide better
access to affordable housing and secure more tenant protection.

b) National Public Works Week- May 15-21, 2016:A proclamation by Mayor Law was read

encouraging all citizens to recognize the contributions public works professionals make every
day to our health, safety, comfort, and quality of life. Public Works Administrator Gregg
Zimmerman accepted the proclamation. He provided a brief description of the work
performed by Renton's public works employees.

ADMINISTRATIVE REPORT
Chief Administrative Officer Jay Covington reviewed a written administrative report
summarizing the City's recent progress towards goals and work programs adopted as part of
its business plan for 2015 and beyond. Items noted were:
• Preventative street maintenance will continue to impact traffic and result in
occasional street closures.
• Residents were invited to recognize the men and women who have fallen in the line
of duty on Memorial Day, Monday, May 30, 2016 at 1:00 p.m. at Veterans Memorial
Park.
AUDIENCE COMMENTS
• Marie McPeak, Renton, addressed concerns regarding the limited amount of parking
at the current Renton Transit Center and asked for clarifications about the plans to
move the Transit Center, particularly in regards to parking. Mayor Pro Tem Corman
clarified that the City is requesting a 2,000 car parking garage at the new(proposed)
transit center and that the intention is to provide a structure with enough parking for
anyone wishing to use public transit. Public Works Administrator Zimmerman clarified
that the City has plans to use ST1 funds to purchase the property and provide a
facility for both Metro and Sound Transit services that will provide more surface area
parking at the proposed location.Additionally, within the ST3 plan, there is a proposal
to add a 2,000 space parking garage structure. Councilmember Perez encouraged Ms.
McPeak to fill out the Metro survey to communicate the specific needs of Renton
residents.
• Tina Mapelli, Renton,from First Place School in Seattle advocated for more affordable
housing in King County and shared her hopes that more affordable housing will be
made available, and vouchers for families can be upgraded, so as to ensure secure
and stable homes for all.
• Howard McOmber, Renton, applauded Peter Kageyama who spoke at the For the Love
of Renton event last Thursday, May 12, 2016 at the Renton Pavilion, and shared his
agreement with Mr. Kageyama's belief regarding the value of volunteerism within '
cities and the difference it can make. Additionally, he expressed his support for The
Owl Project that was presented at the Council meeting on May 9, 2016.

Mayor Pro Tem Corman initiated a discussion about a letter that Chief Administrative Officer
(CAO)Jay Covington sent to Sound Transit Board Members regarding Sound Transit 3 (ST3).
The focus of the letter was to ensure that Sound Transit understands that in order to receive
support from the Renton City Council, they will need to include the following elements in
their ST3 plan:
• Agree to spend the allocated monies from ST1 on a new Transit Center within Renton.
• Implement an In-Line BRT Station (Flyer Stop) at I-405/NE 44th Interchange (VMAC).
• Evaluate future Light Rail Transit potential for I-405 Corridor,Tukwila to Lynnwood.
Mayor Pro Tem Corman also expressed his beliefs that Renton, being the 6th largest City in
Sound Transit District, should have a representative on the Sound Transit Board.
CAO Covington and Public Works Administrator Zimmerman provided clarification regarding
why NE 44th St. is the desired location for the BRT station.
Councilmember Perez shared her confusion and frustration regarding why Renton is not
receiving equal transportation benefits as the other Cities within the proposed ST3 area,
especially considering the size and location of the City.
Following these remarks, Council agreed to continue the discussion at next week's Committee
of the Whole meeting.

and METRO Long Range Plan Enhancements

Mr. Executive, Councilmember Balducci, and Councilmember Upthegrove:
This email is an extension of my conversations with Councilmember Balducci, a planned Monday morning phone
conversation with Councilmember Upthegrove, and a by-phone discussion that our contract lobbyist Doug Levy had with
Rache► Smith. Additionally, Mayor Law has had a series of conversations with all of you as well as other Sound Transit
Board Members.
While Renton's dissatisfaction with and concerns over prior Sound Transit plans is well-documented, this email attempts
to spell out what we believe is a reasonable and financially achievable package for ST3, in combination with METRO
Long-Range Plan service adjustments and early action around a transfer of booked Sound Move funding ($68 million)
from the 405/N. 8th Access to a South Renton Transit Center. If you concur, Mayor Law and I believe we can get a
majority of the city councilmembers and Renton community members to accept the proposal.
Our proposal is as follows:
South Renton Transit Center–Senarate from and not deaendent on ST3
We view this as a "low-hanging fruit" early-action item for ST that would be very well-received in Renton and would help
build good will between the Transit agency and our community. Specifically, we ask that ST commit to early action
purchase of property this year to get going on the new Transit Center and demonstrate measurable progress.
Kin�Countv METRO Lon�-Ran�e Plan Commitments–Senarate from, but connected to ST3
We ask that you support, and help expedite and assure to the maximum extent practicable, the implementation of
planned "Rapid Ride" routes that would be extremely helpful in providing Renton residents and workers more direct bus
access to/from nearby population and employment centers. Specifically, this would be Bellevue Transit Center to
Renton Center Route 240; Kent Transit Center to Renton Transit Center Route 169; and Renton Highlands to Rainier
Beach Light Rail Station Route 105-106.
Specific ST3 Action Steps
Renton has signed onto a group letter from eastside cities asking for significant upgrades to planned 405 BRT,
particularly additional in-line stations to better connect riders to the planned system. We recognize that within ST's
financial constraints, it will be difficult to add all of the potential stations anticipated—but we also understand there is
some room to make strategic investments.We seek the following:
• In-Line BRT Station (Flyer Stop)at I-405/NE 44th interchange (VMAC): The current proposal provides no access to
BRT between South Renton and Bellevue. Lack of access would exacerbate our already overloaded streets and
freeway as people are forced to stay on surface streets. We see 405/44th as a very logical and strategic node for a
BRT stop, given proximity to the Boeing-Renton MAX production facilities, Southport, the Seahawks facilities, and
the Pan Abode and quendall Terminals property. This stop would also provide convenient access for Newcastle. To
minimize congestion in and out of the site, we would ask that this be structured as a flyer stop (not direct access),
with a 200-stall surface parking facility as noted in ST documents.

• Parking and Access Improvements to South Renton Transit Center: We believe to ideally serve the Transit Center '
location, a 2000-stall parking garage will be needed, along with access improvements from the Talbot Road on/off
ramps to the intersection of Grady Way and Lake Avenue. This should inciude transit signal priority and queue
jumps at the signalized intersections and an extension of South Renton Village Place.
• Study to evaluate future Light Rail Transit potential for I-405 Corridor,Tukwila to Lynnwood: Our City
Councilmembers also would like to ensure that within ST3, a study of LRT for the 405 corridor could be evaluated as
a potential part of a next-stage Sound Transit "4."
It would be our desire to meet with you next week (we are willing to come to Seattle}to discuss this proposal and
ensure Sound Transit staff can draft necessary amendments for the ST Board to offer at the board meeting on May
26. An in-person meeting would also help us provide information and assurances to our Renton City Councilmembers at
their Monday, May 23 meeting, where an update on the ST3 plan is scheduled on the agenda.
