CALL TO ORDER Michael O'Donin, Vice-Chair, called the March meeting to order. In Attendance Board Members Michael O'Donin, Ron Regis, AI Dieckman, Troy Wigestrand, Larry Reymann Staff Chief Daniels, Larry Rude, Dennis Conte, Terry Higashiyama, Sandy Pilat, Bonnie Rerecich, Kelly Beymer II. TOUR Prior to the meeting Deputy Fire Chief Larry Rude gave the Park Board members a tour of the Emergency Operations Center at Fire Station 12, assisted by Facilities Supervisor, Dennis Conte. It was noted that Renton is fortunate to have a facility with such exceptional capabilities to effectively deal with emergencies as they occur. It was pointed out 76 employees and Community partners attended a FEMA training course last year. That training, coupled with the state-of-the-art equipment in this new facility, put Renton "Ahead of the Curve" and prepared to deal with difficult emergency situations. III. Approval of Agenda Troy Wigestrand made a motion seconded by Larry Reymann to approve the March agenda as written. All were in favor, agenda approved. IV. Approval of Minutes Ron Regis made a motion seconded by Troy Wigestrand to approve the February 20, 2007, minutes as submitted. Consent Items Terry Higashiyama reviewed the request to hold a bass tournament at Gene Coulon Memorial Beach Park on May 12 and 13th. The Loyaf 4H Companions rec�uested use of the Riverview Park and Cedar River Trail on Saturday, May 12t from 8:00 a.m. until 3:00 p.m. for their annual fund raiser and waiver of the shelter fee. Liberty High School boy's golf programs requested a fee waiver valued at approximately $3,865 for their golf season. Troy Wigestrand made a motion seconded by Larry Reymann to approve the consent agenda as recommended by staff. All were in favor, motion carried, the consent agenda was approved. VI. Citv Council Communication At the February 26, 2007, meeting a Special Presentation announced the successful passing of the Community Services DepartmenYs second accreditation. The Council also concurred in the naming of the new park located at 233 Union Avenue NE as Heritage Park. Terry Higashiyama indicated there would be separate dedications. Beverly Barfield Lucas would have a private one scheduled for May, the family of Bev and John Barfield may have a dedication for their memorial bench, and the City would have a dedication open to the public. VII. Discussion/Action Items Terry Higashiyama introduced Chief Daniels. The chief explained a position was approved this budget cycle adding the position of Emergency Management Director to the City staff. He explained his commitment in working together with our citizens to ensure community risk reduction. On May 22, at the Renton Community Center, a forum will be held discussing the City's capabilities during an emergency and how citizens can prepare themselves, their families, and their neighborhoods. Bonnie Rerecich was in attendance to discuss the new Tools on Wheels Program. This program will be incorporated into the City's Volunteer Program and provide access to over 200 tools to City-sponsored group's clean-up efforts. Projects involving City staff will have access to both the trailer and the tools, and projects by volunteer groups may check out tools. Bonnie distributed the Program Guidelines and acknowledged funding was provided by McLendon Hardware. She additionally provided an inventory of potential program uses, park sites and an inventory of supplies. Terry Higashiyama noted what a great job Bonnie is doing and this is only the beginning. Michael O'Donin noted how lucky the City is to have someone like Bonnie on staff. VIII. Administrator's Report Terry Higashiyama reported on the Sam Chastain Trail project. Basically it is at a standstill. Negotiations with Boeing and the Muckleshoot tribe have stalled. Although we are disappointed in the negotiations presently, Terry reiterated that we are not going to give up and will continue to meet with the parties in an attempt to complete this project. Terry stated she was encouraged because our state legislatures have made this a #1 priority also. Ron Regis voiced concerns that we should do something now to acknowledge Sam Chastain's contributions to the parks systems and not wait for this trail connection to happen. He was afraid that people will forget about Sam, waiting for the connection to be approved, and would rather initiate action to have the entire trail system within Renton be named after Sam, not just the `connection'. Terry indicated she had concerns regarding that proposal since the Cedar River Trail is a regional trail and listed on numerous maps and websites. Even if the City went through the steps to rename the entire trail, it would forever be known throughout the state as the `Cedar River Trail'. Terry requested that staff be allowed to investigate the County's naming policy and come back with a report at a later date. IX. Old Business Terry Higashiyama suggested we look at some possible dates in April for a tour, which would include the Springbrook Trail and Black River Riparian Forest. April 14 or 21 St were two suggested dates. Michael O'Donin suggested we just pick one rather than everyone get back to staff regarding the best date for them. It's seldom everyone will be able to go on the same date. It was decided April 14�' would work and Sandy will send out a schedule to everyone. X. Adiournment Larry Reymann made a motion seconded by Ron Regis to adjourn the meeting. All were in favor; motion carried the March 2007 meeting was adjourned at 6:02 p.m. � . , Signature
