Chief Milosevich provided background on the potential need to fill Penny Bartley's position on a
A, temporary basis while she is on loan for the Regional Misdemeanor Jail project. Phelan inquired
about the State law that would only allow for a temporary assignment for four months. The Chief
Examiner will research the issue of a temporary assignment.

Eligible applicants indicated their intention to participate in the examination process by submitting a letter
of intention to the Civil Service/Huxnan Resources Department. Candidates were provided a 60-day notice,
as required for promotional testing under Civil Service. The written examination process consisted of 174
multiple choice questions. The scores were curved,with the highest score being rated at 100%. The
Assessment Center consisted of three part: Supervisory simulation,Incident Management Simulation,and
a Oral Presentation. The highest rated score(of the combined three assessment center exercises)had the
value of 100%,and a11 other scores were proportionately adjusted(curved).

Open to all Captains of the City of Renton Fire and Emergency Services Department and in the present
rank of Captain by November l,2008 and who meet the minimum job requirements as stated in the Fire
Battalion Chief/Safety Officer position description: Graduation from a standard high school,vocational
school or equivalent. Requirements per union contract, in addition to State Fire Service Teaching
Certificate,Level I and ten years firefighting experience. An associate degree in Fire Science and college
level personnel management courses preferred. Note: Even though Captains are on the Battalion
Chief/Safety Officer's Eligibility List,Captains will not be eligible for promotion until completion of
Captains probation. (Approved by Civil Service for this particular recruitment only.)

The examination consists of two major parts: Written Examination&Assessment Center. Specifics
include:•Written Examination-Worth 40%of the total score. A minimum score of 70%was required
to proceed to the Assessment Center. A"curve"was applied to the scores(see above).
•Assessment Center-Worth 60%of the total score. This assessment consisted of 3 parts, and
the combined score(of 3 exercises)were"curved" (see above).The three parts were:
a) Supervisory Simulation-(20%weight)Assessors were: Bob Whipple, and Rudy Alvarado
(Bill Flora was Facilitator)
b)Incident Management Simulation(2 tacticals)-(25%weight)Assessors were: Chris Flores,
Chuck Kahler(Mark Peterson was Facilitatar)
c)Oral Presentation(15%weight)Assessors were: Warren Merritt and Mike Haschak
(Bob Van Horne was Facilitator)
A combined(written results&assessment center results)minimum score of 70%was required for
placement on the eligibility list. Candidates were ranked on a two-year eligibility list according to their
earned score,a curve,plus seniority points.

RULE 13-TEMPORARY AND PROVISIONAL APPOINTMENTS
13.01 TEMPORARY APPOINTMENTS
A person may be employed in a temporary position only for the duration of the appointment. If the position
is made permanent, it must be filled by appointment on a regular basis in accordance with Rule 10. A
person given a temporary appointment may not be transferred or changed to any other position except on
a temporary basis and shall never attain regular status from such appointment. A temporary appointment
may continue only so long as the facts exist justifying a temporary appointment. The Commission may
review positions occupied by temporary appointees.
13.02 PROVISIONAL APPOINTMENTS
A provisional appointment without examination may be made when there is no appropriate eligibility list or
persons on the list are not available or cannot be contacted and when the appointing authority/chief
certi�es and supports with adequate facts that an emergency exists. The provisiona� appointment must
be approved by the Commission and the provisional appointee must meet the requirements and file
application for examination for the class. The appointment may continue only until such time as the
position can be filled from an eligibility list. No person shall receive more than one provisional
appointment or serve more than four months as a provisional appointee in any one fiscal year.
An emergency exists when:
a. Life, health or property is in jeopardy; or
b. The immediate employment of a currently available applicant is imperative because of
extreme recruitment di�culties; or
c. The work program of the department will be impaired if the position is left vacant and the
work cannot be deferred or reassigned; or
d. A vacancy will result in failure to perform legally required functions or to meet deadlines
imposed by law.

The Renton Police Department had received two new applications for consideration. These candidates were
interviewed,on 11/4/08 and 11/11/08. Those who pass the written test proceed to the Oral Board Interview.
(Ever since 11/27/07 the Physical Fitness Agility Test-PFAT was not administered as part of the Lateral Police
Officer examination process.) The interview is weighted at 100%of the final score,with a passing score of
70%.

Must have been a regular police officer for a minimum of one year of the past 36 months in order to be
considered. Must pass the written test,and oral board in order to be placed on the eligibility list.

Written exam involves candidates watching a video of a response to a 911 Domestic Violence call,and writing a
report with fmdings. The Written exam has a pass/fail rating. The oral board consists of a set of 15 structured
questions, and the rating of five dimensions, developed for an experienced police officer. Passing score for the
70%or greater is required to be placed on the eligibility list.
