The Renton Palice Department had received a few new applications for cansideratian. Two candidates were
interviewed, on 8/28/08, The written test is a passlfail test. Those who pass the written test proceed ta the Oral
Board lnterview. (Ever s'vnce 11/27/07 the Physical Fitness Agility Test-FFAT was nat aciminisCered as part of
the Lateral Po2ice Officer examination process.} The interview is weighted at 100°fo of the final scare,with a
passing scare of 70%.

Must have been a regular palice afficer far a miiumum of one year out af the past 36 months in order to be
considered. Must pass the written test,and aral baard in arder ta be placed on the eligibility list.

Written exarn involves candidates watching a video of a respanse to a 911 Domestic Violence call,and writing a
report with findings, The Written exam has a pass/fail rating. The oral baard consists of a set af 1 S structured
questions, and the rating of five dimensions,developed for an experienced police officer. Passing score for the
7Q%or greater is required to be placed an the eligibility list.

Eligible applicants indicated their intention to participate in the examination process by submitting a letter of intention
to the Civil Service/Human Resources Department. Candidates were provided a 60-day notice,as required for
promotional testing under Civil Service. The written examination process consisted of 200 multiple choice questions
and held on 9/2/08. The Assessment Center,held on 9/10/08,consisted of three parts: Structured Interview,2
Tacticals(Incident Management Simulation),and an Oral Presentation(which included a written exercise).

This was open to Lieutenants,including the transferred District 40 Lieutenants,of the City of Renton Fire and
Emergency Services Departxnent who have been employed three consecutive years or more and who have held their
present rank of Lieutenant for one year or more subsequent to their regular appointment,or would reach eligibility
status by the date of the written test. They must also meet the minimum job requirements as stated in the Fire Captain
position description: Graduation from a standard high school,vocational school or equivalent. Requirements per
union contract,employees hired on or after January 1, 1997 are required to have a two-year fire science degree to
qualify for the promotionai examination for captain.

The examination consisted of two major parts: Written Examination&Assessment Center. Specifics included: •
Written Examination-Worth 40%of the total score. A minimum score of 70%was required to proceed to
the Assessment Center. The highest rated score in the written exam had a value of 100%,with all
other scores proportionately adjusted. (NOTE: Two appeals were submitted and granted.)
•Assessment Center-Worth 60%of the total score. This assessment consisted of 3 parts. A combined
minimum score of 70%was required to pass the Assessment Center portion.The highest rated
score,after combining the three parts of the assessment,had a value of 100%,with all other scores
proportionately adjusted. The three parts included:
a)Structured Interview-(20%weight)Assessors were:Mike Haschak(from Kirkland),and
Lavern Peterson(from Tukwila)-Bill Flora was Facilitator.
b)Incident Management Simulation(2 tacticals)-(20%weight)Assessors were:Jerry Blaylock
(from King Cty#2)and Marin Fowler(from WA State)-Roy Gunsolus was Facilitator.
c)Oral Presentation(20%weight)Assessors were:Rick Ashleman(Shoreline)and Rich
Christensen(from Bellevue)-Bob Van Home was Facilitator.
A combined(written results&assessment center results)minimum score of 70%was required for placement on the
eligibility list. Candidates were ranked on a two-year eligibility list according to their earned score,a curve,plus
seniority points.
