� EXAMINATION PROCESS: �
Eligible applicants indicated their intention to participate in the examination process by submitting a letter
of intention to the Civil Service/Human Resources Department. Candidates were provided a 60-day notice,
as required for promotional testing under Civil Service. The examination process orig-inally consisted of a
4-part examination process: Written Examination(40% of total score), Supervisory Simulation(20%),
Incident Mgmt Simulation(25%), and Oral Presentation(15%). On the 2/26/08,the Civil Service
Commissioners approved an altered examination process for the Fire Chief. The examination process was
replaced with a structured interview process instead,weighted at 100%of the total score,held on 4/9/08.
� MINYMUM QUALTF�CATIONS REQUIRED: �
Open only to Lieutenants of the City of Renton Fire and Emergency Services Department who have been
employed three consecutive years or more and who have held their present rank of Captain for one year or
more subsequent to their regular appointment, or would reach eligibility status by March 1, 2008, and who
meet the minimum job requirements as stated in the Fire Captain position description: Graduation from a
standard high school,vocational school or equivalent. Requirements per union contract, employees hired
on or after January l, 1997 are required to have a two-year fire science degree to qualify for the
promotional examination for Captain.
� EXAMINATTUN CONTENT: �
A structured interview was conducted on Apri19,2008, and three internal candidates tested. The interview
was befare four raters,Deputy Fire Chief Bob Van Horne,Ray Shjerven(Kent Fire Department), Aaron
Weeks (South King Fire), and Marty Grisham(Tukwila Fire Department). The raters were to evaluate in
three different areas.
-70 points-Technical Knowledge(15 Structured interview questions)
-20 points-Communications Skills(Articulation,expressed ideas effectively, listens, etc.)
- 10 points-Presence(Control, composure,overall demeanor, etc.)
100 total possible points. In preparation for the structured interview process,the candidates were still to
refer to the Resource materials listed in the Fire Captain promotional announcement. The higheset rated
score was valued at 100%,with all other scores proportionately adjusted. A minimum socre of 70%was
required for placement on the eligibility list. Candidates were ranked and placed on a two-year eligibility
list according to their earned score, a curve,plus seniority points.

Applicants whose experience and qualifications most closely met the requirements of the position as
determined by the application materials were invited to participate in a competitive selection process. The
examination process consisted of a series of business skills test to include Data Entry,Excel,and Access.
Those that passed the Data Entry and Excel tests were invited for an oral board. Thirty-seven candidates
were invited to participate in the skills test which took place on April 7,April 10,April 11, and April 14.
Eleven candidates passed the skills test and ten candidates participated in the oral board on April 15,2008.

Any combination equivalent to: graduation from high school including or supplemented by secretarial,
business or office practices courses and three years of increasingly responsible office clerical experience
involving fmancial record-keeping.

This process consisted of a Data Entry test requiring both 7,000 KPH and 90%accuracy. Those that pass
the Data Entry test participated in an Exce12003 test requiring a passing score of 60%. An Access 2003
test was administered for advisory purposes only. The most qualified candidates that pass both tests
participated in an oral board interview weighed at 100%. A minimum score of 70%on the oral board exam
is required for placement on 6 month eligibility list

This letter is being written in regards to the decision to having rny name,Wayde
Segawa,removed from the eligibility list for Entry Level Police O�cer reason being that
a past bankruptcy(over two and a half years ago) "where there was no apparent
extenuating circumstances, ather than an inability to live within ones m�ans".
I would like to sta.te that in my lifetime I have never missed or been late on any
payment that I was aware of except for the period of time I was advised by my
bankruptcy lawyer not to. I have learned from that mistake and I will never allow myself
to get into another predicament like that again. I understand that Police 4fficers are also
faced with temptations such as having access to things that could be used for monetary
gain but my high level of honesty and integrity will, and never have allowed me to even
consider stealing or becoming corrupted by monetary gain. Even during my bankruptcy.
And my whole career as a.n automotive technician in the aftermarket industry I have
always had keys and 24 hour access to the facility with thousands of dollars of inventory
and stealing has never�ven crossed my mind even during my financial hardships.
Basically I am stating that I am uncorruptable and my financial decision making will
never become a problem because I am very aware of the consequences,and if hired into
the Renton Police Department I would never put the reputation and integrity of the
department at risk.
Since the bankruptcy I have dramatically changed my lifestyle and priorities. My
lifestyle has become very simple,I no longer drink(except on special occasions when
I'm not driving),I quit smoking, I don't go out to clubs or bars, and I exercise on a
regular schedule. Immediately after my bankruptcy my main priorities were to reestablish
my credit and to repurchase tools and equipment(that I lost during the bankruptcy) for
my current occupation as an automotive technician. I have accomplished those tasks so
now I am moving on to my next priority, which is to pursue a career in law enforcement
as before the bankruptcy my main priority was to financially survive.
Being hired by the Renton Police Department,which would be a great honor and
privilege,will enable me to take a step in the right direction for my career. As a person
and an employee I have always stood out in a positive way. If hired I am con�dent I will
become an asset to the department. Please reconsider removing my na.me from the
eligibility list because given the chance I won't disappoint anyone in the Renton Police
Department.

Dear Ms. Eileen Flott and Renton Police Department:
I am responding to the letter you mailed dated Apri14, 2008,which I received on Apri18,
2008, stating the removal of my name from the eligibility list for the position of Police
Service Specialist. I appreciate the opportunity to explain the circumstances of price tag
switching, as stated in the letter, with the intent to have my name restored for this
position and is as follows:
I shop more than the average person which entails approximately three weekends of
every month and it is something I enjoy doing. One of the stores I frequent has changed
their return policy to a thirty day plan. A standard practice for me is to not remove the
tags from my clothing until I wear them. In the past I have come across a garment in my
closet that has passed the thirty day cutoff time and has not been worn, the tags are still
attached, and buyer's remorse gets the best of ine.
The statement that follows is an example of what I have done; the garment in question is
a blouse with a price tag of$19.97. I will find a similar blouse in my closet with a equal
or lesser value purchased within the last thirty days from the same store,remove that
price tag and attached it to the over thirty days item and find the corresponding receipt.
Upon returning to the store I will shop for other items and do my return and new
purchase in one single transaction. Due to the fact that I enjoy shopping it is very rare
that I will do a return with out purchasing additional merchandise.
I never change price tags for financial gain and I never return clothing that has been
worn. I have only returned unworn items that I have decided against and have passed the
return policy time frame. This is not a practice I make a habit of and have only done this
on a few occasions. If anything I am guilty of being a recreational shopper who still has
the mind set of outdated return policies.
I am a responsible adult with outstanding credit and a very clean driving record. I do not
call into work sick, have an excellent attendance record, am very punctual and
dependable. I work in a highly organized manner and I am meticulous with details. My
situation allows me to be available to work any shift and be available for overtime if
required and even on call for last minute, unplanned shift coverage.
I am very appreciative of the amount of time that has been spent conducting the
necessary steps to qualify me for employment and i feel that I would be a great benefit to
the City of Renton Police Department staff. I will make myself available at any time to

investigation in effort to restore my name for eligibility.

The Renton Police Deparkment had received several new applications for consideration. Five(5)candidates took
both the written test and the oral board interview test on either 3/17/08,4/10/08 or 4/15/08. The written test is a
pass/fail test. Those passing the written test proceeded to the Oral Board Interview. (Ever since 11/27/07 the
Physical Fitness Agility Test-PFAT was not administered as part of the Lateral Police Officer examination
process.) The interview is weighted at 100%of the final score,with a passing score of 70%.

Written exam involves candidates watching a video of a response to a 911 Domestic Violence call,and writing a
report with fmdings. The Written exam has a pass/fail rating. The oral board consists of a set of 15 structured

70%or greater is required to be placed on the eligibility list.

Inventory Sheet evalutated to deternuned who would get hired. If they had any type of Law Enforcement
education(Question#6)or experience(Question#7)they were invited to interview; OR if they said"yes"
to all the the following questions: Question #2,#3 or#*8 AND were"high"in PC proficiency,they were
invited to interview. This resulted in eighteen(18)being invited to test,but only seventeen(17)actually

Candidates interested in employment with the City of Renton,and who pass that the written test. Written
tests are now pass/fail,with anything over 75%as a passing score. This is the first testing session where
written score of a pass/fail score is used, and the score is not a part of the total score calculation. Those
who pass the written test are afforded an oral board interview. Applicants must have a passing score of
70°/a or higher on the oral board interview to continue in the process.
Candidates must be US Citizen;be at least 21 years of age at the time of examination,have graduated
from high school or equivalent,valid Washington State driver's license. Twelve(12)months
Corrections/Jailer experience in the last 36 months to be considered for a Lateral Jailer position.
Written test is an hour test, consisting of 90+mostly multiple choice questions, requiring at least a 75%
score to "pass" the test. Questions cover various in the following areas: IPC Competency,
Professionalism, supervision & Discipline, Proper Use of Force & Defensive Tatics, Inmate Mental
Problems, Security Management, Report Writing, Pat/Frisk & handcuffing, Leg & Waist Restaint,
Transportation/Unclothed Searches, Practical Law, and Fingerprinting. Passing candidates proceed to
oral board interview, and must obtain a 70%Passing Score in the Oral Board Interview to be considered
further. The total score consists 100% on the oral board interview results. Those who receive passing
total scores are placed on the Eligibility List. Any applicable veteran's preference points is added on to the
total score of passing candidates.

We received the candidates deemed qualified for further testing by Public Safety Testing during March
2008 and invited candidates that were not invited&om previous months or requested to interview at a
later date. We held the Oral Board Examinations on April 16 and 17,2008. The Oral Board consisted of
15 questions and five dimensions, each rated at 5 points maximum for a total possible score of 100 points.
