A Memoranduxn of Understanding(MOtJ)addressing how Fire District 40 civilian personnel will be
considered potential candidates/employees within the City of Renton and provided special consideration
in the recruitment process. The City and Union(AFSCME Loca12170)agreed to waive the recruitment
process(Article 21, Sections B, C,D and E)for the Communications Specialist II(Fire)position. This
MOU allowed for the"internal"posting of this Communication Specialist II to be available for both
current employees and for Fire District 40 employees to apply. Additionally,the posting time was
reduced from a ten(10 day)posting requirement to five(5)days.
Internal applicants(including those within Fire District 40)who met the requirements of the position were
invited for an oral board interview weighted at 100%of the final score. Results were graded on a curve,
with the highest score having a value of 100%. A minimum score of 70%was required to pass. Since
this is an AFSCME position, a six month eligibility list applied.

Any combination equivalent to: Bachelor's degree in communications,public relations or related field and
three years of professional communications,public relations, education, outreach or related field.
Experience developing,presenting, and coordinating public information and education programs is
required. Proficiency in some or all of the following programs: Word,PowerPoint,InDesign,Photoshop,
Pagemaker,basic HTML,Adobe Acrobat and basic email program. Proficiency in web capabilities and
graphic design is required for some positions,which includes both print and web/online design. Excellent
oral and written communication skills.

A structured interview was conducted on February 27, 2008, and two internal candidates(one from Fire
District 40)were tested. The interview was before three raters,Police Manager,Fire Captain, &the
Communication Director. The raters asked a total of 15 questions,worth a total of 75 points.
The highest rated score was valued at 100%,with all other scores proportionately adjusted. A minimum
score of 70%was required for placement on the eligibility list. Candidates were ranked and placed on a
six-month.

By signature below,the parties agree to the provisions of this Memorandum of
Understanding(MOL�. The MOU shall address how Fire District 40 civilian personnel
will be considered potential candidates/employees within the City of Renton and provided
special consideranon in the recnutment process. The City and Union agree to waive the
recnutment process(Article 21, Sections B, C,D, and E)for the following position.
The City and Union agree the City will offer employment opportunities to civilian Fire .
District 40 employees either as a direct iransfer or through a promotional process. Job
offers are contingent upon prospective employees meeting job qualifications established

hired will be required to successfully complete a six-month probationary period. Those
hired will be paid/benefited in accordance with City policy and the 2006/2008 Labor
Agreemen�
Cornmunications Specialist II(Fire Department)post as a promotional opportunity for
current employees and also allow Fire District 40 einployees to apply and reduce the ten

SELECTION PROCESS—Applicants will take the written test,which will consist of several components. A written
score of 70%is needed to pass and proceed to the CPAT testing portion. The CPAT test is a passffail test. Of those
passing candidates only top candidates will be invited by the Renton Fire&Emergency Services Department to partieipate
in the oral board interview process. The oral board interview results will represent 50%of the fmal score, and the
remaining 50%will consist of#he written test results. The highest rated score in the combined written exam&the oral
board interview score will have a value of 100%,with all other scores proportionately adjusted. This fmal score will
require a passing score of?0%passing score or higher to be placed on the Eligibiiity List,and valid for two(2)years.
ADDITIONAL CREDIT—A 5%credit will be applied to the final score upon proper dacumentatian of the applicant

as required for promotional testing under Civil Service. The examination process originally consisted of a
4-part examination process: Written Exainination(40%of total score), Supervisory Simulation(20%),
Incident Mgmt Simulation(25%),and Oral Presentation(15%). On the 1/22/08,the Civil Service
Coxnmissioner approved an altered examination process for the Fire Battalion Chief/Safety Officer. The

interview was before two raters,Fire Chief Dave Daniels, and Fire Chief Mark Fitzgerald. The raters were
to evaluate in three different areas.

-20 points-Communications Skills(Articulation,expressed ideas effectively, listens, etc.)
- 10 points-Presence(Control, composure, overall demeanor, etc.)
100 total possible points. In preparation for the structured interview process,the candidates were still to
refer to the Resource materials listed in the Battalion Chief/Safety Officer promotional announcement. The
higheset rated score was valued at 100%,with all other scores proportionately adjusted. A ininimum socre
of 70%was required for placement on the eligibility list. Candidates were ranked and placed on a two-

displays, tours, and other public activities, deploy and retrieve radar trailer, assist Evidence Technicians when necessary,

MINIMUM REOLTIREMENTS—Must be eighteen years of age or older and be currently enralled at an accredited
college or university with emphasis in criminal justice or related area af study. Have a valid Washington State driver's
license. Must be a US citizen&able to read and write the English language. A stringent personal background
investigation aud drug screening test will be conducted on candidates considered for hire. Must be to qualify for Access
certification if needed. This position may have access to areas that are governed by Police 250-16, "Electronic Data
Secruity"and therefore a required check will be conducted to verify identification,state of residency and national
fingerprint-based record within 30 days upon initial employment. Employment will be based on successful passing of
this backgraund check.
SELECTION PROCESS.—Applicants who most closely meet the requirements of the position will be invited to
participate in a competitive and weighted selection process consisting of a written exercise and an oral board interview.

We received the candidates deemed qualified for further testing by Public Safety Testing from February
2008 and invited candidates that were not invited from previous months. We held the Oral Board
Examinations on March 18,20 and 21,2008. The Oral Board consisted of 15 questions and five
dimensions, each rated at 5 points maximum for a total possible score of 100 points.

however,was for advisory purposes only. All passing candidates(which were 14 candidates)were able

The Renton Police Department had received several new applications for consideration. Nine(9)candidates
took both the written test and the oral board interview test on either 2/27/08, 3/4/08, 3/10/08,or 3/11/08. The
written test is a pass/fail test. T'hose passing the written test proceeded to the Oral Board Interview. (Ever since
11/27/07 the Physical Fitness Agility Test-PFAT was not administered as part of the Lateral Police Officer
exainination process.) The interview is weighted at 100%of the final score,with a passing score of 70%.

report with findings. The Written exam has a pass/fail rating. The oral board consists of a set of 15 structured
