certain Fire service Rules as they apply to the Firefighters transferred to the City's employ under RCW
= 35.13.215-225. Eligible employees who were transferring into our civil service system gave the City of Renton
Civil Service Commission notice by"filing a written request and giving written notice".

would be more practical and a better use of our depleted resources and time. Additionally,it was determined that

CITY OF RENTON
CLASS TITLE: Communications Specialist I ( )
BASIC FLJNCTION: Under the direction of an assigned supervisor, develop and
implement comprehensive external and internal communication strategies. Serve as a
liaison as assigned. Create and manage content for Department publications (external and
internal), the municipal web site, government access television programming; newsletters
and other informational and promotional mechanisms. Work with other communication
staff and provide timely and accurate information for the city's newsletter. Coordinate
relevant activities that may affect the City of Renton's service to its customers. �nsure
consistency in design and branding with the citywide graphic standards.
DISTINGUISHING CHARACTERISTICS:
The person in this position must support effective relationships with the community including
community associations, the business community, civic organizations, regional partners, the
media,various interested groups and individuals and with other city departments.
REPRESENTATIVE DUTIES:
*Plan,organize and creatively develop public information materials in print,web
and other formats on various issues and topics related to the Department to target
key external and internal audiences.Develop and recommend new communication
methods and enhancements to better achieve department goals. Research,evaluate
and apply as appropriate emerging communications technology.
*Participate in inter-departmental communications efforts as they relate to projects
in an assigned department and provide timely and accurate information during
emergencies.
* Get input from project managers and update web pages to provide information
that is clear and easily understood by the public in accordance with City Policy.
*Participate in the City's web team (bi-monthly meetings) to represent the
department and to continue enhancements and improvements on the website
* Create flyers and other information pieces as needed to get the word out on key
projects.
* Gather relevant program and project information from staff for inclusion in the
Renton Now newsletter, City's home page and other communication channels
*Develop draft press releases, talking points and other material on programs and
projects related to the department.
*Provide support for the City of Renton's Emergency Operations Center(EOC)
during emergency activation and coordinate communications with the staff in the
field,the EOC and the Mayor's office during emergencies.
*Maintain favorable relations with the public, community leaders,the media and
internal information sources.
* Identify issues and promote events affecting citizens in the Renton service area.

CLASS TITLE: Communications Specialist II ( )
BASIC FIJNCTION: This position reports to an assigned supervisor and will be responsible
for developing and implementing communications and outreach strategies for the City of Renton.
The position will assist in developing and implementing outreach initiatives in the community,
helping to shape the message,identify the audience,develop related materials, and coordinate
events;assist in responding to information requests from the public;and assist in working with
the media. This position can also develop and coordinate the public education and information
far any particular department of the City. Coordinate with the City's Communications Director
in development of a unified message. Reduce risk through education information. This position
is responsible for creatively developing public information materials in both print and web
formats including newsletters,public information bulletins,brochures,booklets,posters,flyers,
and PowerPoint presentations. May also require attendance to nightly meetings.

CTTY OF RENTON CIVIL SERVICE COMMISSION
RESOLUTION NO.
A RESOLUTION OF THE CITY OF RENTON CIVIL SERVICE
COMMISSION AMENDING CERTAIN FIRE STRVICE RULES AS
THEY APPLY TO THE FIREFIGHTERS TRANSFERRED TO THE
CITY'S EMPLOY UNDER RCW 35.13.215-225
WHEREAS, the City of Renton by Ordinance No. 5340 approved the annexation of
thirty-six percent of Fire District #40, and has contracted with Fire District #40 to provide fire _
emergency services to the entirety of Fire District#40; and
WHEREAS, firefighters, lieutenants and battalion chiefs (collectively Firefighters)
employed by Fire District#40 and represented by International Association of Firefighters Local
1912 will be laid off as a result of the annexation, and have requested the ability to transfer to the
City's employ and civil service system pursuant to RCW 35.13.225; and
WHEREAS, the City desires to employ the Firefighters laid off by Fire District #40 in
open positions within the City Fire and Emergency Services Department based upon the
Firefighters' rank and seniority as set forth in RCW 35.13.215 provided the Firefighters (1) were
at the time of annexation employed exclusively or principally in performing the powers, duties,
and functions which are to be performed by the Renton Fire and Emergency Services Department
(2) will, as a direct consequence of annexation be separated from the employ of Fire District#40,
and (3) can perform the duties and meet the minimum requirements of the position to be filled
within the City of Renton.
NOW, THEREFORE, THE RENTON CIVIL SERVICE COMMISSION DOES
HEREBY RESOLVE AS FOLLOWS:

RESOLUTION NO.
SECTION I. The Renton Fire Civil Service Rule Number 11 regarding new
appointments to open positions within the City of Renton Fire and Emergency Services
Department shall not apply to the initial retention of the Firefighters laid off from Fire District
#40 and hired by the City as a result of the City's annexation of Fire District#40.
SECTION II. The Renton Fire Civil Service Rule Numbers 12.01 and 12.02
regarding probationary periods for new employees shall not apply to the Firefighters laid off from
Fire District#40 and hired by the City as a result of the City's annexation of Fire District#40.
SECTION III. The Renton Fire Civil Service Rules shall otherwise apply to and
govern the terms and conditions of the employment of the Firefighters unless specifically
modified and superseded by the February_, 2008 Memorandum of Understanding between the
City of Renton and International Association of Firefighters Local 864.

Under the direction of a superior officer,direct,as a first-line supervisor,and participate in the activities

wO� absence of the platoon captain;deal with man-made and natural disasters that pose a threat to public
safety;perform hazardous tasks for long periods of time under such conditions as considerable heights,
cramped surrounding and in hot,smokey environments with limited visibility.
The promotional examination is open to Firefighters of the City of Renton Fire and Emergency Services
Department who have been employed three years with at least two of those years at journey level,and
ELIGIBII.ITY who meet the minimum job requirements as stated in the Fire Lieutenant position description:
REQITIREMENTS Graduation from a standard high school,vocational school or equivalent. Requirements per union
contract,employees hired on or after January 1, 1997 are required to have a fire science certificate to
qualify for the promotional examivation for lieutenant.
A Written Examination will be held Tuesdav Mav 6.2008 (Tuesdavl. The written examination will be
worth 40% of the total score. A rrLnimum score of 70%will be required to proceed to the Assessment
Center. The highest rated score in the written exam will have a value of 100%, with all other scores
proportionately adjusted.
The Assessment Center will be held on Mav 21 & 22, 2008 (Wednesdav & ThursdaV)• This will be
worth 60% of the total score. This assessment will consist of three (3) parts. The highest rated score,
after combining the three parts of the assessment, will have a value of 100%, with all other scores
proportionately adjusted. The three parts of the assessment are weighed as follows:
• Supervisory Simulation(20%weight)
• Incident Management Simulation(20%weight)
• Structured Interview(20%weight)
EXAMINATION
PROCESS A combined minimum score of 70%is reauired for placement on the eligibility list. Candidates will be
ranked on a two-year eligibility list according to their earned score,plus seniority points.

Public Safety Testing canducts the initial physical and written tests, and forwards those who pass the
physical agility exam and have a passing score of 75%or more on the written test to the City for further
testing. Due to the large number of candidates presented by PST,the Department decided that the
candidates with a PST score of 80%and higher would be invited to the Oral Board. This score has a 30%
weight of the final score. Only those candidates who pass with an 80%or higher oral board score would
be placed on the eligibility list. This score has a 70%weight of the fmal score.

NATURE OF WORK - Under the direction of a Police Sergeant, the Parking Enforcement Officer performs a variety'of

■ The top candidates passing all of the above mentioned tests will be invited to oral board interview, weighted

■ Following the examinations, a one-year eligibility register will be established based on the rank order of

A RESOLUTION OF THE CITY OF RENTON CIVIL SERVICE
COMMISSION AMENDING CERTAIN FIRE SERVICE RULES AS
THEY APPLY TO THE FIREFIGHTERS TRANSFERRED TO THE
CITY'S EMPLOY UNDER RCW 35.13.215-225
WHEREAS, the City of Renton by Ordinance No. 5340 approved the annexation of
thirty-six percent of Fire District #40, and has contracted with Fire District #40 to provide fire _
emergency services to the entirety of Fire District#40; and
WHEREAS, firefighters, lieutenants and battalion chiefs (collectively Firefighters)
employed by Fire District#40 and represented by International Association of Firefighters Local
1912 will be laid off as a result of the annexation, and have requested the ability to transfer to the
City's employ and civil service system pursuant to RCW 35.13.225; and
WHEREAS, the City desires to employ the Firefighters laid off by Fire District #40 in
open positions within the City Fire and Emergency Services Department based upon the
Firefighters' rank and seniority as set forth in RCW 35.13.215 provided the Firefighters (1) were
at the time of annexation employed exclusively or principally in performing the powers, duties,
and functions which are to be performed by the Renton Fire and Emergency Services Department
(2) will, as a direct consequence of annexation be separated from the employ of Fire District#40,
and (3) can perform the duties and meet the minimum requirements of the position to be filled
within the City of Renton.

MEMORANDUM OF UNDERSTANDING
This Memorandum of Understanding is entered into this�day of April, 2008 between
the City of Renton("City") and International Association of Firefighters Local 864 ("Union").
Whereas the City of Renton by Ordinance No. 5340 has voted to annex 36% of Fire
District#40 effective March 1, 2008 and to contract with King County Fire Protection District
#40 ("Fire District#40") to provide fire and emergency services to the remainder of the District;
and
Whereas the City of Renton City Council and Fire District#40 Board of Commissioners
have entered into a Fire and Emergency Services Operating Agreer�ient, dated February 4,2008
to implement the above annexation and contract for service; and
Whereas the City has authorized the creation of new full-time firefighter and officer
positions to provide the above services; and
Whereas the firefighters and officers employed by Fire District#40 will be laid off
effective February 29,2008 as a result of the annexation; and
Whereas certain firefighters and officers have made a written request with the City of
Renton Civil Service Commission and provided notice to the Board of Commissioners of Fire
District#40 of their request to transfer to the employment of the City of Renton as firefighters
and officers and subject to the City of Renton Civil Service Rules (hereinafter the"Transferred
Firefighters and Officers") as provided for under RCW 35.13.225; and
Based upon the above,the parties agree that the Transferred Firefighters and Officers will
be transferred to the City of Renton's employ and civil service system subject to the terms and
conditions of this Memorandum of Understanding made effective March 1, 2008.

effective March l, 2008, and will not be required to compete for an appointment
to an open position provided the firefighter/officer(1)was at the time of
annexation employed exclusively or principally in performing the powers, duties,
and functions which are to be performed by the Renton Fire and Emergency
Services Deparkment(2)will, as a direct consequence of annexation be separated
from the employ of Fire District#40, and(3) can perform the duties and meet the
minimum requirements of the position to be filled within the City of Renton.
2. The Transferred Firefighters and Officers will not be required to serve a new
probationary period upon their appointment to a position within the City,provided
they satisfactorily completed a probationary period while employed by Fire
District#40. As a result of the annexation and transfer of the Transferred
Firefighters and Officers, the Transferred Firefighters and Officers' personnel

records while employed with Fire District#40 will become the property of the
City Fire and Emergency Services Department. The City shall review the records
only when necessary as determined by the City for questions involving things
such as fitness for duty, training, and appropriate disciplinary action. Nothing in
this agreement shall prohibit the City from investigating or completing a pending
investigation of misconduct that allegedly occurred prior to the effective date of
this agreement.
3. The Transferred Firefighters and Officers will be eligible for promotion under the
following terms and conditions:
a. Transferred Firefighters and Officers will not be eligible for the first
promotional examination conducted following the effective date of this
Memorandum of Understanding.
b. Transferred Firefighters and Officers will thereafter be eligible for promotion
under the terms and conditions set forth in the applicable civil service rules
and collective bargaining agreement,provided that the Transferred
Firefighters and Officers will receive 50% or half of the seniority points in
any application for the second promotional test conducted after the effective
date of this Memorandum of Understanding.
c. The Transferred Officers shall be reinstated to their previously held rank if a
vacancy is created by a Transferred Officer up until the certification of the
first promotional exam that the demoted Officer is eligible. Since more than
one Transferred Officer demotion will occur, a reinstatement list shall be
established according to seniority.
4. The Transferred Firefighters and Officers will be appointed to the rank and
receive a annual base salary as set forth in the attached Appendix A. The
Transferred Firefighters and Officers will thereafter receive the pay increases
generally applicable to the bargaining unit as provided for in the parties'
collective bargaining agreement.
5. The Transferred Firefighters and Officers' longevity will be defined as their date
of hire with Fire District#40 as set forth in the attached Appendix A, and will be
used for purposes of deternuning the Transferred Firefighters and Officers'
seniority, sick leave,holiday leave, and vacation leave accrual under the terms of
the parties' collective bargaining agreement. The Transferred Firefighters and
Officers' date of employment with the City shall govern in all other areas,
including cash out of accrued sick leave (see Article 7, Section D); education
requirements (Article 9).
6. In the event of a loss of funding causing a demotion, such demotion will be first
made from those individuals hired after the effective date of this Memorandum of
Understanding in the inverse order of their hire date. Such new hires will be

added to a combined seniority list of Loca1864 members and former Local 1912
members("Combined Seniority List"). A copy of the Combined Seniority List is
attached as Appendix B. If the City determines that additional demotions are
necessary, due to the loss of funding from Fire District#40, such demotions shall
be made from the Local 1912 seniority list until December 31, 2009. As of
January 1, 2010, demotions due to loss of funding will be made under the
Combined Seniority List and in accordance with the applicable collective
bargaining agreement and civil service rules.
7. If the City determines that a reduction in force is necessary, the City shall lay off
from any new hires after this MOU first, then the Local 1912 seniority list or
Local 864 seniority list based upon whether the original City or Fire District#40
_ jurisdictional boundaries caused the loss in funding attributable to the layoff. For
example,if the City detei�nines that the loss in funding causing the reduction in
force is attributable to Fire District#40,the reduction in force shall be made from
the Local 1912 seniority list in the inverse order of seniority. If the City is unable
to attribute the cause of the loss in funding to either Fire District#40 or the City
of Renton exclusively, layoffs shall be made from the Combined Seniority List
pursuant to the terms of the collective bargaining agreement and applicable civil
service rules. Seniority sha11 be dovetailed and form a single seniority list for all
purposes no later than ten years following the effective date of this Memorandum
of Understanding.
8. Vacations will continue to be selected as provided for in the parties' collective
bargaining agreement and Fire Departrnent Rules and Standard Operating
Procedures;provided that, for purposes of vacation bidding only, the Transferred
Firefighters and Officers will receive a two year reduction in their seniority date(
(i.e. original date of hire June 1, 1992 adjusted date of hire June 1, 1994). Local
864 and Local 1912 will agree upon the vacation scheduling for 2008; subject to
the Fire Chief's approval.
9. Effective March 1, 2008 or as soon thereafter as possible, the Transferred
Firefighters and Officers will receive a bank of accrued vacation hours up to the
amount of vacation hours they would have accrued if they had been employed
with the City of Renton for one year in the rank and pay grade set forth in
Appendix A. The City's agreement to provide this benefit is contingent upon the
City being reimbursed by Fire District#40 for the cost of such benefit as
determined by the City. Following March 1, 2008,the Transferred Firefighters
and Officers will accrue vacation as set forth in paragraph 5 above and the parties'
collective bargaining agreement.
10. Effective March 1, 2008 or as soon thereafter as possible, the Transferred
Firefighters and Officers will receive a bank of accrued sick leave up to 720 hours
("FD Bank"). The City's agreement to provide and recognize the FD Bank is
contingent upon the City being reimbursed by Fire District#40 for the cost of the
FD Bank as deternuned by the City. Following March 1, 2008, the Transferred

Firefighters and Officers will accrue sick leave as set forth in paragraph 5 above
and the parties' collective bargaining agreement. However, the Transferred
Firefighters and Officers shall be required to exhaust the FD Bank before using
any sick leave accrued under the collective bargaining agreement.
11. Effective April 1, 2008, the Transferred Firefighters and Officers will be eligible
to participate in the City's Health Plan under the terms and conditions set forth in
Article 14 of the parties' collective bargaining agreement.
12. The City shall provide the Transferred Firefighters and Officers with a$300
uniform allowance for 2008. For 2009 and after,the Transferred Firefighters and
Officers will receive a uniform allowance as provided for in the collective
bargaining agreement. _
13. Based upon the unique circumstances present, the City agrees to recognize former
Fire District#25 employees' years of service with Fire District#25 for purposes
of calculating their longevity. The revised longevity list for these employees is
attached as Append'uc B, and shall become effective March l, 2008 and will apply
prospectively only. No former Fire District#25 employee shall be entitled to
increased longevity pay for any period of time prior to March 1,2008.
14. The Union and City acknowledge that this Memorandum of Understanding is
based upon the unique circumstances presented as a result of the annexation of
Fire District#40 and contract for service, and shall not set a precedent with
respect to any future annexation or increased service provided by the City.
15. The parties hereby agree that the above terms and conditions supersede any
contrary terms in the parties' collective bargaining agreement and applicable civil
service rules. The parties agree that this MOU governs notwithstanding Article
17, Section B to the contrary.
Except as set forth above,the terms and conditions of the parties' collective bargaining
agreement remain in full force and effect.
