NATURE OF Under the direction of a chief officer,direct,as a second line supervisor,the activities of a fire platoon in
-wO� firefighting,fire prevention,first aid in the maintenance of station apparatus or equipment and perform skilled
firefighting work. Work also involves responding to and dealing with man-made and natural disasters that pose a
threat to public safety.
The promotional examination is open to Lieutenants of the City of Renton Fire and Emergency Services Department
who have been employed three consecutive years or more and who have held their present rank of Lieutenant for
ELIGIBILITI' one year or more subsequent to their regulaz appointment,or would reach eligibility status by April l,2008,and
REQUIREMENTS who meet the minimum job requirements as stated in the Fire Captain position description: Graduarion from a
standard high school,vocational school or equivalent. Requirements per union contract,employees hired on or after
January 1, 1997 are required to have a two-year fire science degree to qualify for the promotional examination for
captain.
A Written Examination will be held Wednesdav Anri19.2008. Additionally members will be
assigned the subject matter for their take home project due on April 11, 2008 at 0800. The
written exainination will be worth 40%of the candidate's final score.
The Assessment Center will be held on Fridav Anril 11, 2008 and will consist of 3-parts
weighted as follows:
• Supervisory Simulation(20%)
• Incident Management Simulation(25%weight)
• Oral Presentation(15%weight)
Highest rated score will have a value of 100%,with all other scores proportionately adjusted.
A combined minimum score of 70%is reauired for placement on the eligibility list.
Candidates will be ranked on a two-year eligibility list according to their earned score,plus
EXAMINATION seniority points.

SUBJECT: Rule 13—Temporary and Provisional Appointments
I would like to request that the commission modify the section of the Civil Service
Commission that limits my ability to do temporary and provision appoinhnents for only
four months. The next Battalion Chief process is an example. The next eligibility list
will have at most two candidates, and we will have at least two vacancies due to
retirement and I have no one eligible for permanent promotion for the next 17 months,
and only one in that case, then 21 months before the next person is eligible.
I would like to request the limit be up to 24 months. Rule 13.02 could read:
'A provisional appointment without examination may be made when there is no appropriate eligibility
list orpersons on the list are not available or cannot be contacted when the appointing authority/chief
certifies and supports with adequate facts that an emergency exists. The commission must approve the
provisional appointment and the provisional appointee must meet the requirements and file application
for examination for the class. The appointment may continue only until such time as the position can
be filled from an eligibility list. No person shall receive more than one provisional appoiniment or
serve more than twenty four consecutive months as a provisional appointee".

NATURE OF WORK - Under the d'uecdon of a Police Sergeant, performs general duty police work involving the
protecrion of life and pmperty;the enfo�ement of laws and ordinances;prevention and investigadon of crimes and maintenance
of order within a designated azea,on an assigned sluft,in a patrol caz,on a motorcycle or bicycle,or on foot
HOURS OF WORK- 12 hour slufts,3 days on and 3 days off.
REPRESENTATIVE DUTIES—Responds to emergency and routine dispatched calls as directed. Patrols a designated
azea of the City on an assigned sluft in a police velricle,on a motorcycle,bicycle,or on foot;patrol business and residential
districts occasionally on foot to provide an element of safety by obvious visibility; look for crimes or potential crimes in
pmgress. Investigates complaints involving family disputes,incorrigible juveniles,and mentally ill persons;provides first aid
for injuries, drug overdoses, or attempted suicides. Stops traffic violators and takes appropriate remedial action; identifies ;
suspicious individuals and questions their activities; apprehends violatois or offenders of the law, sometimes involving a I
substantial element of personal danger. '
MINIMUM REOUIREMENTS—At least 12 months experience,in the last 36 months,as a fiill time paid Police Officer
in a similaz or larger size jurisdiction, plus successful completion of the Washington State Criminal Justice Training
Commission police academy or its equivalent. Plus,any combinaUon equivalent to:graduation from a standard high school,
vocational school or equivalency.Ability to read and write the English language. Applicants must be 21 yeazs of age at the time
of examination, a United States citizen, and in good physical condition. A stringent personal background investigation,
polygraph examination, psychological evaluation; medicaVphysical exam, and drug screening test will be conducted on
candidates considered for ture. Felony convictions are disqualifying;evidence of excessive past or curreut drug/alcohol usage
may be grounds for disqualification. Must be able to qualify for the Access CertificaUon,CPR and First Aid certification.

NATURE OF WQRK-Under the direction of the Police Servic�Specialist Supervisor,record and disseminate informatian
within the department, to other agencies, and the public within the legal liznitations of public disclosure and rights to privacy;
provide various services to the public and assure the safery of jail i,nmates. Work is performad in an office environment,
a1tIYought shift work and weekend work are involved as well as work irivolving prisoner search.
HOURS OF WORK- The unit is sCaffed 24 hours,7 days a week. Specialists work four 10-hour days,with three days off,
�hift rotation is based on seniority.
REPRESENTATIVE DUTIES Enter and update infarmation intu the law enforcement and statelnational computer
systems. Receive in-station&tetephone inquiries;maintain confidential files,records and reports;prepare reports,statennents,
forms and letters on a personal computer; dissexninate criminal and civil reeards;process and issue Concealed Pistol Licenses
and weapon purchases; process Renton Municipal Court wairants; monztor elosed oircuit security system; ma�itor Ciry alarm
system giving proper emergency notification; operate poliee radio consale, teletype and access terminals; and maintain
responsibility for the care, custody and search of same sex prisoners when required. (Representative essential dnties are
intended to present a descriptive range of duties performed l�y employees in this classification and may not reflect all of the
duties performed on the job).
REOUIREMENTS — Any combination equivalent to: graduarion from high school and two years of clerical experienee, �
involving extensive contact with the general public. Applicant must be a U.S.citizen,and be able to read and write the English ,
language, and be at least 18 years of age. Must be able to work nights, weekends, and holidays. A stringent personal ,
background investigation, polygraph examination, psychological evaluation; medicaUphysical exam, and drug screening test
will be conducted on candidates considered for hire. Must be able to qualify for the Access Certification.
SELECTION PROCESS.—Applicants whose experience and qualifications most that most closely meet the requuments
will be invited to participate in a comperitive selection process consisting of a spelling skills test requiring a miuimum passing
score of'70%,and a keyboarding test minimum of 40 wpm to pass. Top passing candidates will be invited for an oral board
interview weighted at 1�0%of the final socre,and requiring a minixnum passing seore of 70%to be place on a one year
eligibility list. If you are invited to participate in the seiection process and need ADA accommodation,please notify HR&RM.
Healtheare provider documentation attesting to aecommodation requirement shall be required prior to testing.

The Renton Palice Department had received several new applications for consideration. Six(6)candidates took
both the written test and the oral board interview test on 12/21/07, 1/17/08, 1/21/08 & 1/22/08. Tb.e written test
is a pass/fail test. Those passing the written test proceeded to the Oral Board Interview. (The Physical Fitness
Agility Test-PFAT is no Ionger administered as part of the Lateral Police Officer exarnination process.) The
interview is weighted at 100%of the final score,with a passing score af 70%to be placed on the Eligibiiity List.

Written exam involves candidates watching a video of a response to a 911 Domestic Violence call,and writing a
report with findings. The Written exam has a passlfail rating. The oral board consists of a set of 1 S structured
questions,and the rating of five dimensions,developed for an experienced palice officer.

Written test is an hour test,consisting of 90+mostly multiple choice questions. A 75%score is a
passsing score for the written test.Passing candidates proceed to oral board interview, and must obtain a

the oral board interview(weighted at 70%of the final score)and the written examination(weighted at

Position was posted internally within the Police Departrnent. For consideration,the applicant was to
submit a cover letter/intent to apply and an application. After screening all applicants,those who met the
requirements for the job were invited to a skills test consisting of A 15 minute Numeric Filing test. All
six(6)applicants passed the skills test were moved forward to the Oral Board Interview process. Four
