1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:00 p.m.
2. ROLL CALL: Commission Vice Chair Osborn called roll. Commissioners Chen and Prince were
absent and excused.
3. AUDIENCE COMMENTS: None
4. COMMISSIONER COMMENTS:The Commission spoke of the possibility of having shorter agendas
and more meetings.
5. DIRECTOR'S REPORT:
In Chip's absence, Erika gave the Director's Report. She discussed the CED Department Retreat.
Staff did community service projects in the morning with a guest speaker, Mickey Fearn, in the
afternoon. In addition, Erika spoke regarding the Commission's concern regarding the length of our
meetings. At Chip's direction, we will be looking at the agenda at future meetings to see where
items can be moved into a different day. Staff appreciates the Commission's dedication.

7. DEVELOPMENT REGULATIONS (TITLE IV)AMENDMENTS PUBLIC HEARING:
#D-23: Residential Desi�n Standards
Bill Kreager, consultant from Mithun, presented this docket item. Each topic area has an objective,
guideline, and standard. If a developer doesn't want to meet the standard, he or she can
demonstrate how the guideline is met through and administrative review process. This provides
both flexibility and options for meeting the standards.
Important design features include street character and site considerations, which include lot
configuration, garages, primary entry, scale and bulk, fa�ade modulation, and fenestration; and
architecture, which include architectural style, roofs, eaves, architectural detailing, and materials
and color. The requirements increase as density increases. Street character and site
considerations will be reviewed at the time of residential subdivision application. Architecture will
be reviewed at the time of residential building permit application.
These recommendations have been presented to the Master Builders Association (MBA). A
workgroup, which includes Staff and members of the MBA, has been established to review this
proposal. The staff recommends establishing guidelines and standards regarding design for
residential development and to include choices and provide flexibility in the standards.
Planning Commission Comment
There was discussion regarding the Community Planning process and if there would be an
opportunity to change or refine the design features. Erika said that it could and added that these
standards are being set in place in anticipation of that. The Commission thanked Mr. Kreager for
coming in tonight.
Audience Comment
Paul Burckhard, 1203 114th Ave SE, Bellevue: Mr. Burckhard will be participating in the workgroup.
He has concerns regarding garages setbacks, lot configuration, fa�ade modulation, and area color.
After discussion with Commissioner Osborn, Mr. Burkheart is supportive of a range in fa�ade
modulation, rather than a set number.
Joe Herr, 11980 NE 24th St#100, Bellevue: Mr. Herr works for Burnstead Construction and has
concerns regarding landscaping and the judgment being used at the counter to determine if an
application meets these standards. Additionally, he feels that the City is rushing through the
process.
Steve Ehrlich, 245 Meadow Ave N, Renton: Mr. Ehrlich also works for Burnstead Construction and
lives in North Renton and concurs with previous speakers. Other jurisdictions have design
guidelines that provide flexibility, and feels Renton should do the same.
Garrett Huffman, Master Builders Association:The MBA has had a chance to review standards and
would like to see what options are available upfront. He feels the discussion will take a few
months. MBA would like to have their voices heard and appreciate the opportunity to participate.

#D-07: Allevs in the RC, R-1, and R-4 Zones
Kris presented this docket item. Staff recommends amending Title IV to not require alleys for
residential low density zones. In the R-4 zone, allow alleys to be required when an alley network
will provide for improved neighborhood layout, as it is the preferred street pattern. After the
Commission's previous input, Staff additionally recommends adding criteria for the R-4 zone when
alleys may be required.

#D-10: Helipads
Erika presented this item. Staff recommends continuing to require heliports to have a Hearing
Examiner conditional use permit, disallow use of helipads in the CA zone, keep regulations and
limitations the same for the R-8 zone, and allow helipads as an accessory use, with limitations, in
the following zones: IL, IM, IH, CO3 COR, and UC-N2.
The proposed limitations on helipads as an accessory use in non-residential areas include: the
helipad is architecturally and functionally integrated into the primary use,the helipad is approved
by the FAA, flight hours are limited to 7:00 a.m. to 10:00 p.m., except for emergencies, and the
property owner keeps documentation of compliance with the above requirements.
At the Commission's briefing, the Commission input was to keep regulations the same for helipad
uses, except to allow them if accessory to a medical institution use in the CO zone. The Planning&
Development Committee input was to keep the helipad use as a conditional use in commercial and
industrial zones, but to make it an administrative conditional use, not a Hearing Examiner
conditional use.
Commission Vice Chair is opposed to the Planning& Development Committee's suggestion. This
lessens the community's opportunity to have their voice heard.

#D-16: Comprehensive Plan and Title IV Amendment Requests Process
Erika presented this docket item. Staff recommends revising the Comprehensive Plan and Title IV
amendment process to reflect the process actually used, streamline the processes so they are easy
to understand and follow, and to improve on the current process by adding review criteria and
criteria for code interpretations.

#D-20: Compiete Streets
Kris presented this docket item. Staff recommends adopting the Comprehensive Plan
Transportation Element Complete Streets goal that reflects current transportation, community
design, and other related policies, ensures that the entire street right of way is routinely designed
and operated to enable safe access for all users, and provides for high quality development of
elements within street rights-of-way.
Additionally, Staff recommends adding complete streets code to Title IV, updating Title IV street
standards to improve clarity, amend Title IV with a new format of minimum development
standards for street types and those elements within each right of way, and allow narrower street
widths for a residential access street type that meets fire and emergency service needs.
Staff further recommends adopting streetscape images for each street types as recommended by
the Highlands Task Force to guide future street improvements, amend Title IV to allow three
residential properties access from a pipestem driveway, from the current allowance for access to
two homes, require street frontage lot home to face street with vehicle access taken from
pipestem driveway, and amend Title IV single family residential maximum driveway (curb cut)
width from 20 feet to 9 feet.

#D-25: Land Use Permit Procedures
Erika presented this docket item. Staff recommends three general proposed changes to Title IV:
the removal of expired or unnecessary permit types, change the procedures associated with short
plats, PUD, and some variances and conditional use permits, and to eliminate review process flow
charts.

#D-28: Housin� Definitions and #D-30: Definition of a Lot
Erika presented this docket item. Staff recommends eliminating "semi-attached" use type,
"existing legal" lines in the use table, language that indicated that the use must comply with the
density standards of the zone, and language in the use table notes pertaining to design or
development standards. Staff also recommends defining residential use types as either attached or
detached, define building types such as townhouses and flats for use in development or design
standards, take definition of"assisted living" out of definition for"attached dwelling", create a new
definition of"multi-family dwelling", eliminate the two current definitions of"lot" with a single,
new definition, and add definitions of"tract" and "parcel".

#D-34: Countv Vestin�
Rocale presented this docket item. Staff recommends amending Title IV to remove code section
RMC 4-7-090, Property Annexed into the City with Preliminary Plat Approval in County. The
request would bring into compliance the City's Code for King County vested projects and preserve
the right to develop a parcel under the vested densities of an approved King County application
once annexed into the City.

#D-23: Cotta�e Housin�/Small Lot Desi�n
Erika presented this docket item. This item includes prescriptive "standards" that can be followed.
It also includes "guidelines"that provide direction for developers who seek flexibility. Design
elements cover three areas of development: site, individual lots, and building design. After the
Commission's briefing, pea-patches as an option for provision of open space will be included,the
parking recommendation is being amended, wood burning fireplaces will not be allowed, and metal
will not be listed as an appropriate roofing material, trees will not be allowed in side yards, trees in
alleys and rear yards will need to be of a type approved by the City arborist and all open space will
be required to be designed to preserve existing trees.
Staff recommends establishing guidelines for small lot and/or cottage housing development. This
ensures high density development occurs in a manner that provides quality of life benefit to the
residents of the new community, as well as, the residents of the existing surrounding community.
Audience Comment
Garrett Huffman, Master Builders Association:This item will also be discussed with the work group.
He added that other jurisdictions have implemented cottage housing, however, no projects have
been completed.
