Planning Commissioners Present: Lisa Brines, Michael Chen Gwendolyn High, Michael Drollinger, Ray Giometti,
Nancy Osborn, Kevin Poole, Ed Prince
Planning Commissioners Absent: Shawn Duffee

1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 5:57 p.m.
2. ROLL CALL: Commission Secretary Prince called roll. Commissioner Duffee was absent and excused.
3. AUDIENCE COMMENTS: None
4. COMMISSIONER COMMENTS: None
5. DIRECTOR'S REPORT:The Commission is invited to the City Center Community Open House on Saturday,
October 17 at Renton High School. The Planning& Development Committee approved the 2009 CPAs
forwarded by the Commission. No amendments were made to the Commission's recommendations. First
reading will be on October 26. The City is offering training for all Boards and Commissions on November 30
in the Council Chambers. From discussion at the last P&DC meeting, Council would like to spend time with
the Commission and looking at a January 2010 date. Council is available for open communication between
the Commission and Council.
6. DEVELOPMENT REGULATIONS(TITLE IV)AMENDMENTS DELIBERATIONS& RECOMMENDATIONS:

#D-10: Helipads
Planning Commission Deliberation
There was discussion regarding the notification procedures between an Administrative and Hearing
Examiner Conditional Use.Permit. The SEPA procedure is the same for both,which includes a letter to
property owners within 300 feet and postings throughout the area. There was also discussion regarding

leaving helipads as it is currently allowed.

MADE BY OSBORN, SECONDED BY BRINES to deny the Staff recommendation and keep the regulations as
they are currently. SEVEN FOR, ONE ABSENT. MOTION CARRIED.

#D-20:Comqlete Streets
Planning Commission Deliberation
There was discussion regarding new changes that were added for planting strips, parking lanes, bicycle
facilities, pedestrian bulb-outs, and right-of-way widths. There was discussion to remove a few items from
the current recommendation to discuss at a future meeting.
The Planning Commission will continue their deliberation and recommendations on the remaining docket
items at a future meeting. Staff will discuss and bring back a new schedule at the next meeting.
The meeting recessed at 7:41 p.m. and reconvened at 7:48 p.m.
7. SHORELINE MASTER PROGRAM (SMP) BRIEFING
Information, including the SMP Public Hearing Draft, Shoreline Environment Overlay Designations Maps,
Shoreline Restoration Plan,Cumulative Impact Analysis, Environmental Checklist,comments received and
response to these comments, were distributed to the Commission. The Commission was briefed on this
draft in preparation for the public hearing next week.
8. COMMISSIONER COMMENTS:The next meeting will be on October 21, 2009.
9. ADJOURNMENT:The meeting adjourned at 8:46 p.m.
