Planning Commissioners Present: Michael Chen, Shawn Duffee, Gwendolyn High, Michael Drollinger,
Ray Giometti, Nancy Osborn, Kevin Poole, Ed Prince
Planning Commissioners Absent: Lisa Brines

1. CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:02 p.m.
2. ROLL CALL: Commission Secretary Prince called roll. Commissioner Brines was absent and excused.
Commissioner Osborn arrived at 6:03 p.m.
3. APPROVAL OF MINUTES: MOVED BY CHEN, SECONDED BY PRINCE to approve the minutes of
September 23, October 14, and October 21 as written.
4. AUDIENCE COMMENTS: None
5. COMMISSIONER COMMENTS: None
6. DIRECTOR'S REPORT: Chip discussed the impact of the budget and the resulting layoffs of 35
positions citywide. The City is doing everything possible to make this an easy transition for
everyone affected. First reading of the 2009 CPAs was held back at Monday's Council meeting.
There was a concern regarding the Sunset Bluffs amendment. The Planning & Development
Committee will discuss this issue on November 5. A second City Center Community Open House
will be held on November 12 at the Renton History Museum from 5:00 p.m. to 7:00 p.m.
7. DEVELOPMENT REGULATIONS (TITLE IV)AMENDMENTS DELIBERATIONS& RECOMMENDATIONS:
#D-20: Complete Streets
Chip discussed the issues that were addressed in the Supplemental Staff Report which included an
exemption for lighting for "small projects", cul-de-sac landscaped center island, residential planting
strips reduction criteria, downlighting recommendation for lighting update, and right-of-way
widths.

Planning Commission Deliberation
There was discussion regarding lighting exemptions. In response to concerns from the Highlands
Task Force 2, Commissioner Osborn felt it is important to have language regarding the need for
lighting and creating walkability. There was also discussion regarding changing the language for
minimum planting strips.
P/anning Commission Recommendation
MADE BY HIGH, SECONDED BY PRINCE to accept the Staff recommendation, with the following
amendment regarding planting strips: One of the following three situations would have to be met
to allow the reduction: a) When R-O-W acquisition is problematic; b) When the grading of natural
Itopography is reduced;��, �o,--�'�and a permanent alternative landscaped area +srshould be
provided equal or greater than the allowed planting strip area reduction that is in addition to any
minimum existing code requirements. SEVEN FOR, ONE ABSENT. MOTION CARRIED.
#D-236: Cotta�e Housin�/Small Lot Design
Angie discussed the changes which included more standardized measurements for requirements,
consistent with proposed design standards for R-4 and R-8 zones.

#D-23C: Residential Desi�n Standards
Angie discussed the changes which included R-1 having no requirements, increased number of
choices for some requirements, and more standardized measurements for requirements. Docket
items#D-23B and #-23C were presented to the Master Builders Association (MBA) and a working
group with the MBA was formed. The Supplemental Staff Report reflects input from this group.

MADE BY CHEN, SECONDED BY PRINCE to accept the Staff recommendation. SEVEN FOR, ONE

#D-10: Helipads
Staff discussed the recommendation made by the Commission regarding#D-10. Staff requested
that the Commission consider allowing helipads in the Employment Area Valley, south of I-405 and
west of Highway 167.
Planning Commission Deliberation
There was discussion regarding allowing helipads outright and changing the Commission's previous
recommendation.
Audience Comment
Christie Hill, 13527 156th Ave SE, Renton: Ms. Hill feels the public should be able to voice their
opinion on this change of recommendation.
Planning Commission Recommendation
Because there was no consensus, and based on staff input,the Commission decided to leave the
recommendation they made on October 14 as is.
8. COMMISSIONER COMMENTS: The next meeting will be on November 18, 2009.
