CALL TO ORDER: Commission Chair Giometti called the meeting to order at 6:00 p.m. 2. ROLL CALL: Commission Vice Chair Osborn called roll. Commissioners Chen and High were absent and excused. 3. APPROVAL OF MINUTES: MOVED BY OSBORN, SECONDED BY PRINCE to approve the minutes of November 18 as written. 4. CORRESPONDENCE RECEIVED: Email from Barbara Nightingale regarding CAO standards and the SMP. 5. AUDIENCE COMMENTS: None 6. COMMISSIONER COMMENTS: Ray, Lisa, and Michael attended the Boards and Commission Training held on Monday. It was good to see how many Renton citizens volunteer their time. 7. DIRECTOR'S REPORT: • The Planning& Development Committee toured Highpoint in West Seattle to see examples of the residential design standards that are part of Docket#2. The comments were very positive. The Committee forwarded the Commission's recommendation to Council. First reading of the ordinances is scheduled for December 7. • The Hawk's Landing appeal is being held at the Planning& Development Committee tomorrow and before Council on December 7. • The City Center Community Plan Interdepartmental Team will meet this week to discuss and prepare for a briefing before the Committee of the Whole on December 14. DEVELOPMENT REGULATIONS (TITLE IV)AMENDMENTS BRIEFING: #D-32: SEPA Cate�orical Exemptions Angie presented this docket item. This docket request was made by the Planning Division to conduct a comprehensive review of the Environmental Review procedures. WAC allows jurisdictions to decide when SEPA evaluation is not required for four types of construction: construction or location of any residential structures; construction of an office, school, commercial, recreation, service, or storage building; construction of a parking lot; and landfill or excavation. For each type of construction, there is a threshold range for dwelling units, other construction, parking lots, and landfill/excavation. Jurisdictions can decide, within that range, what is most appropriate for them. Staff recommends increasing the SEPA categorical exemption for dwelling units to greater than 9, retain other thresholds as is, and amend Title IV for consistent references to WAC and to update the language. Audience Comment There was no audience comment. #D-35: Desi�n District Overlav Consolidation and Development Table Clean-Up Angie presented this docket item. This docket request was made by the Planning Division. This item proposes consolidation of Design District E with Design District B and some clean up of Development Standards tables and footnotes. Items that are requested and required in Design District E will be added as requested to Design District B. In the code work for Design Standards and Cottage Housing, staff found items that would benefit from more specificity and others that can be deleted. Audience Comment There was no audience comment. #D-18: Landscapin�&Street Trees Jennifer presented this docket item that was requested by the Planning Division. This item proposes to consolidate code sections, eliminate redundancy, increase clarity for user, and improve citywide aesthetics, environmental benefits, etc. The next steps are to consolidate and update the code and develop interim tree standards. Audience Comment There was no audience comment. The meeting recessed at 7:04 p.m. and reconvened at 7:10 p.m. 9. SHORELINE MASTER PROGRAM (SMP) UPDATE DELIBERATIONS: Erika and David Sherrard discussed a memo to the Planning Commission in preparation for tonight's meeting. The memo included suggested topics for Planning Commission Review of the Planning Commission Minutes Page 3 of 3 rrr" `r` December 2,2009 draft Shoreline Master Program. These topics were: Constitutional Issues, No Net Loss, Critical Areas, Use Preference, and Non-Conforming Development. Audience Comment Michael Christ, 1083 Lake Washington Blvd N, Renton, WA 98056: Mr. Christ submitted a letter to the Commission stating his concerns regarding the public hearing draft of the SMP. He asked that the revised draft be distributed to the public for comment before it goes to the Council for adoption. David Halinen, 1019 Regents Blvd, #202, Fircrest,WA 980466: Mr. Halinen shared his concern regarding the December 2 memo from Erika and David to the Commission. He pointed out there are main points that were not included in the references to WAC. He urged the Commission to review them. Robert Cugini, P. O. Box359, Renton, WA 98059: Mr. Cugini commented on tonight's discussion, asking the Commission to redistribute the revised draft and have a comment period to allow property owners the opportunity to review it. Michael Lloyd, 38210 SE 92nd St, Snoqualmie, WA 98065: Mr. Lloyd has done work on Barbee Mill and supports maintenance dredging from the Cugini property. 10. COMMISSIONER COMMENTS:The next meeting will be on December 16, 2009. Commissioner Duffee announced that he is resigning and December 16, 2009 will be his last meeting. 11.
