I. CALL TO ORDER

II. APPROVAL OF AGENDA
Mike O'Donin made a motion and Ron Regis seconded it to approve the
agenda as presented. All were in favor, motion carried, the July 14, 2009,
agenda was approved.
lll. APPROVAL OF MINUTES
A motion was made and seconded to approve the June minutes as written, all
present were in favor, motion carried.
IV. BOARD COMMUNICATION
AI Dieckman, Chair, asked the board members if they all had their name tags
and suggested that they wear those in lieu of bringing name plates to every
meeting. Also to remember to wear the name tags when they are out at city
events. A couple of inembers weren't sure if they have their name tags.
,�, Cynthia commented the name tags would be harder to read at a distance at
meetings than the name plates. Sandy will order name tags for everyone. AI
discussed other items he would like the board to address in the next year such
as various trainings and attending WRPA events. Additionally, meeting with
other City Commissions. Cynthia Bums noted it would be informational to see

other City's agendas and what topics they cover. Larry Reymann stated he
enjoyed the WRPA training he attended with staff. Terry noted that the mid-
year conference for WRPA would be in October.
AI also noted he would like to form a couple sub-committe,es to meet on various
#opics. He had served on the off-leash park committee along with volunteers
and staff. One policy the Board needs to review is memorials and plaques.
Site selection needed to be planned for August thru December meetings also.
Lastly, AI asked if everyone was open to receiving their packets via e-mail
rather US mail to save on paper and mailing costs. Everyone seemed ok with
this.
V. CITY COUNCIL COMMUNICATION
On June 22 Tim Searing made a presentation to£ouncil on 'Parks and the
Economy'. It was well received. The proclamation from the Mayor declaring
July as National Parks and Recreation month was also read. Terry
Higashiyama presented Tim with a plaque thanking him for serving as
Chairperson on the Board for the last finro years.

VI. DISCUSSION/ACTION ITEMS
Highlands Community Plan
Chip Vincent, discussed the Highlands Community Plan. This was the topic at
the Council's spring retreat. Some items already underway this year are
development of redevelopment incentives, strengthening code enforcement,
developing streetscape prototypes, developing pedestrian scale lighting
standards, exploring relocation of inethadone clinic and developing low impact
storm water standards. Numerous on-going programs need support such as
good neighbor practice, business retention, public outreach and expanding
safety/crime awareness programs. Terry thanked Chip for his presentation and
great information he had to share.
tlrban Forestry
Terry Flatley, Park Manager/City Forester, noted the Urban Forestry Plan was
sent to the Board members for their review. Terry introduced Steve Worthy and
Carolyn Alcom as part of the team working on the plan. Mike O'Donin noted
how easy and fast the plan was to read. Worthy and Associates outlined the
Urban Forest benefits include boosting property values, decrease erosion,
provide wildlife habitat, protect biodiversity, recharge groundwater, improve
water quality, provide shade, crea#e visual buffers and reduce stormwater utility
costs. Our mission is to create a sustainable and exemplary urban forest. Our

1) Create a functioning and exemplary urban forest
2) Manage the urban forest at optimum levels for canopy,
health, and diversity

Program
Tim Searing made a motion seconded by Larry Reymann to recommend the
plan to Council. All were in favor, motion carried.
VII. ADMINISTRATORS REPORT
Budget issues and a discussion on banning smoking in parks will be dis:ussed
at another meeting due to time constraints. Terry reminded everyone about the
golf tournament and asked for volunteers to staff the Community Services
booth at River Days. The Au,gust meeting will start at 4:00 p.m. and include a
tour of some facilities in Kent.

meeting, all were in favor. The July 2009 meeting was adjoumed at 6:09 p.m.

PARKS AND TRAILS
Cedar River Shoreline at Jones Park Bank Slone Protection
This project is on hold until funding is established. The project may become a
mitigation project if the Parks Department proceeds with repair of riverside
gabions along the Cedar Ftiver Trail. Funding for the gabion repairs, due to the
January 2009 flood event, is being applied tfxough fEMA and it is anticipated the
work will be done in 2010.
Trails and Bikewavs Stud�r and Guide Maa
The final document of the Renton Trails and Bicy�le Master Plan will be print�d
this month. The plan was adopted by Cour�il in Niay 2009. The Guide Map is
expected to be printed in August.
Parks, Recreation. and Open Snace Plan
In 2009 a consultant will be selected to update the current plan. The planning
process will take approximately ons year and involve the-community through a
series of open houses, a random household survey, and o#het-.public venues.
Upon completion and adoptior�, the plan will be valid for a six-year timefirame and
provide direction for the City in the short and long term for planning, acquisition,
and development of park and recreation facilities and amenities that serve the
public.
Parks Imnact Fee
A consultant contract has been executed for a joint contract to �review current
impact fees for Transportation, Parks, and Fire. The current parks mitigation fee
policy was developed and adopted in the eariy 90's and is S,EPA based.
Information regarding.fees collected over the last ten y�ears, the curr�nt policy,
fee structure, current Parks, Recreation, and Open Space Plan and Trails plans
have all been provided to the consulfant as background information to develop a -
fee stnacture that is Growth Management based. £stima#ed completion is late
2009.

Golf Course/Maple Valley Highway has been repaired and the trail is open to the
public. Debris removal at the Rivenriew Bridge is complete and minor repairs to
the understructure will be done in July 2009, depending upon funding from
FEMA. The remainder of the damaged areas along the trail located between the
Bronson Bridge and the Logan Bridge will be combined into one pacicage. The
damaged areas along the trail downstream of the restrooms in Cedar River Trail
Park wi11 be repaired by the Corps of Engineers, likely in July or August 2010.
Cedar River Park Sidewalk Repair and Replacement
Work has been completed on asphalt walkways near the pool and the ballfield
parking lots. The walks were replaced with concrete. The project also included
replacement of a ramp near Carco Theatre.
Urban Forestrv Proqram
The Urban Forestry Task Force has commented on the first draft of the "Urban &
Community Forestry Development Plan". The second draft will be available for
review by City Administrators and the Parks Commission prior to a presen#ation
at the July 14 Park Board meeting. The goal is to have the plan ready to be
considered for adoption at the City Council meeting on July 20. Davey Resource
Group has completed approximately half of the field work for the Tree Inventory

Over 60 volunteers con�ributed 330 hours to install a cedar split rail fenee

The fundraiser, Barks & Beers, was held June 13 at the Dog and Pony from

Miscellaneous information
"Play Day in the Park° began on Wednesdays beginning July 1 from
11:00 a.�n. — 1:00 p.m. The program is held at a different park every week and is
co-sponsored with the Renton Police Department. Activities include inflatables,
games,�nd crafts. The program is offered through August 5.
The Recreation Division is partnering with the Seahawks on summer programs,
including the Northwest Sports Camp, Gatorade Football Camps, and an event at
the Henry Moses Aquatic Center.
Royal Hills served 110 lunches on the first day of the Summer Lunch Program.
This program is a collaborative effort with the Recreation Division, Human
Services, and the Renton School District.
VOLUNTEER PROGRAM
In June, Community Servir,es received 2,270.25 hours of volunteer service from
424 individuals. Using the independent section indicator for a value of service for
2008 of$20.25 per hour, this amounts to $45,972:�56.
Projects and programs receiving volunteer hours included the Library,
Specialized Recreation, Renton Senior Activity Center, Renton History Museum,
Youth Athletics, Parks, and the Housing Repair Assistance Program.
In addition to the ongoing programs receiving volunteer service during the month
of Junel, the City benefited from the following projects:
O Volunteers from the Puget Sound Education District helped clear paths
and spread bark at the Black River Riparian Forest.
O .Members of the LDS Washington Mission, Renton Zone, assisted Park
staff by painting the exterior of the Golf Maintenance �acility at
Maptewood Golf Course
O Volunteers helping with our Youth Athletic Program assisted with the track
meets and youth t-ball activities.
O Sixty-three community volunteers and members of RU�F, provided 330
hours over two weekends to help construct#he temporary off-leash dog
pa�lc at the Narco site.
O Volunteers from Renton Village BECU helped remove invasive plants at
Heritage Park on June 20.
O Staff and residents from TF�e Sanctuary Apartments participated in a park
beaufrfication project at Heritage Park, removing blackberries.
O Votunteer Chore Services, the Volunteer Trailer and Tools partnered with
the Tools on Wheels. Program to do several projects at Vantage Glenn
Senior Mobile Home Complex on June 23.
O Carco Theatre received 64 hours of pre-production assistance from
votunteers for the 2009 Summer Teen Musical "Footloose".

� The Tools on Wheels Program will be working with residents from
the Highlands area to support a work party and clean up a path
area that is overgrown.
• Volunteers from the South Renton Neighborhood will be doing a
downtown cleanup at the "Spirit o#Washington° dinner train area,
picking up litter, removing invasive pian#s, etc.
• Volunteers and a youth group from Celebration Church are
scheduled to do a park beauti#'ication project with us on Saturday
July 18.
• Members of the LDS Washing#on Mission, I�enton Zone will be
volunteering to assist the Renton Senior Activity Center with their
annual Renton River Days Senior Picnic at RCC on July 23.�
• The Volunteer Trailer is scheduled to be on site at Liberty Park for

• The scholarship program received $300 from a r�esident in the Highlands
area to assist local children.

Audubon Cooperative Sanctuarv Proqram (ACSP)
As of May 20, 2009, Maplewood Golf Course is a Certified Audubon Cooperative
Sanctuary! Maplewood is the second municipal golf course in the state and 12�'
statewide to eam this distinction. The award was presented to Steve Meyers,
�Golf Course Maintenance Supervisor, at the June 8 Council meeting.
Water RiQhts
Water rights attomey and staff met with the Department of Ecology mid-May and
presented the draft document for review. Department of Ecology will identify any
outstanding questions or issues prior to any decision relating to the Change
Application. Review process could take six months.
Drivin4 Ranqe Card Svstem
The software for the driving range value card system has been installed and is
fully operational. In addition, the $2 warm-up bucket is now available.
